I apologize for not writing earlier so this information could be included in the review by the
Planning and Zoning Commission.
This letter is in response to the proposed annexation and zoning change for the church property
located at 201 W Ustick in Meridian. The property is awned by the Boise Presbytery and is
currently used as the primary meeting space and offices of Reflections Church, the office and
resource center for the denomination executive and the off ces and classrooms for step Ahead
Preschool.
The current proposal is to annex the church property and zone it as a medium-density residential
district (R-8). This designation treats a church as a conditional use and any plan to improve or
expand the building will require a new request for a conditional use permit. This will cause the
church to incur additional cost and time for future improvements. We operate on a limited
budget and this cost and time would reduce our ability to serve Meridian residents.
After discussion with Caleb Hood, Meridian Planning Manager, designation of our property as
limited office district {L-O) seems more appropriate. A church is a permitted use in a limited
office district, therefore reducing the steps and cost required in the future to improve the church
property.
Additional reasons it should be designated as limited office:
• The property is used for a church and we intend to keep it that way
• The property fronts a principal arterial with no other access
• The adjacent property on the corner of Ustick and Meridian is zoned limited office
'4Ve intend to maintain the property with its current use and in the next few years we would like
to expand the building and improve the property. I will be available at your scheduled City
