Blooming Meadows Estates Subdivision
4379 N. Locust Grove Road
The following statements respond to specific items on the Annexation and Zoning Application:
A statement describing the characteristics of the subject property which make the zoning
amendment desirable.
The property is currently zoned RUT and had been used as a horse stable and pasture. At
approximately 11.5 acres, the property is large enough for subdividing as single-family
residences and townhouses. The property is bounded by Havasu Creek Subdivision on
the west and north, which is also proposed as residential use. North Locust Grove Road
defines the east boundary and a 10-acre. RUT parcel is located to the south. Local roads
and city services will be extended from the Havasu Creek Subdivision. The applicant is
requesting both an R8 Zone and an R15 Zone consistent with a Neighborhood Center
Concept as indicated in the Comprehensive Plan.
In addition,' both storm water management facilities will be improved to provide a
recreational amenity. The facility servirig the single-family dwelling will be constructed
as a sand volleyball court. The sand will help to ensure the bottom of the facility drains
well and the area is usable shortly after a rain event. The facility in the townhouse units
will be constructed with a gazebo and picnic tables.
6. A statement outlining the necessity or desirability of development pertaining to the
zoning amendment and its harmony with adjacent development.
The subdivision is proposed with an R15 Zone adjacent to N. Locust Grove Road and an
R8 Zone for the balance of the property to the west. This is consistent with the
desirability of higher density developments adjacent to collector roadways and lower
densities toward the interior of a development. The proposed development also conforms

to the Comprehensive Plan and the development associated with the outer reaches of a
Neighborhood Center. In addition, the townhouses provide a variety of housing options
for residents of the City of Meridian. The property is bounded by Havasu Creek
Subdivision on the west and, north, which is also proposed as residential use.
7. A statement of how the proposed zoning amendment relates to the City of Meridian
Comprehensive Plan.
Chapter IV, Goal I, Objective A: Ensure that facilities and services keep up tivith growth.
The proposed development will extend city services constructed for the Havasu Creek
Subdivision. The water system will be constructed to provide additional looping for the
surrounding system. At present, the applicant is proposing utilizing the "regional"
pressure irrigation system that is proposed for the Havasu Creek Subdivision.
Chapter IV, Goal I, Objective B: Encourage a balanced cross section of incomes
(through the diversity of housing).
The subdivision is proposed with an R15 Zone adjacent to N. Locust Grove Road in
which townhouses are proposed. .These townhouses will help to provide a variety of
housing options for residents of the City of Meridian.
Chapter VI, Goal II, Objective A: Enhance existing transportation systems to
accommodate growth.
The roadway system within the proposed development extends stub streets proposed with.
the Havasu Creek Subdivision. To.facilitate future development, the applicant is
proposing extending North Heritage Woods Avenue through his development and
stubbing the roadway to the smaller parcel to the south. This will help to improve
vehicular and pedestrian circulation through neighborhood connectivity and promote a
sense of community. Curb, gutter and sidewalks are proposed throughout the single
family development.

Chapter VII, Goal III, Objective A: Plan and expand services as part of the development
process.
The proposed development will extend city services constructed for the Havasu Creek'
Subdivision. In addition, sanitary sewer and connections will be provided in North Red
Rock Way roadway stub to the parcel south of the proposed development.
Chapter VII, Goal V, Objective A: Encourage quality housing projects jor all economic
levels in a variety of areas.
The proposed subdivision provides for two main housing types, single family detached
dwellings and townhouses, consistent with the densities outlined for a Neighborhood
,Center development. The townhouses will provide an opportunity for both entry-level
home ownership and rental units. Thus, the development will help to ensure a range of
affordable housing opportunities within the City.
Chapter VII, page 96: Neighborhood Center Concept compliance.
The proposed development is located within the northern region of the Neighborhood
Center along N. Locust Grove Road. The subdivision is proposed with townhouses
within an R15 Zone adjacent to N. Locust Grove Road and single-family homes within
an R8 Zone for the balance of the property to the west. This is consistent with the
desirability for a variety a housing choices and housing arranged in a radiating pattern of
lessening densities. By connecting to stub streets from the adjacent Havasu Creek
Subdivision and providing a stub street to the parcel to the south, residents can access
other areas of the subdivision, including a proposed school, without being forced onto
arterial streets.
