Comments:
Conditions of Approval: Project is subject to all current City of Meridian ordinances and previous conditions of
approval for, -AZ -02-010 (DA Instrument # 103012598), RZ-06-008, PP -02-009, FP -04-054, CUP -02-012, and
MCU -06-002. The issuance ofthis CZC does not release the applicant from any previous requirements ofthe other
permits issued for this site.
Design Review: This project is required to comply with design standards per UDC 11 -3A -19C because of its
location on an entryway corridor and because the proposed building exceeds 10,000 square feet in an L -O zone.
Staff has reviewed the proposed site plan & building elevations and found them to comply with design standards.
Alternative Compliance: The applicant requested Alternative Compliance from LTDC I I -313-8CM, which requires
that one tree be planted within the planter island at the end of each row of parking, for a total of two trees at the
south end ofthe center rows ofparking. Instead ofplanting two trees in this location, the Applicant is proposing to
construct a clock tower and sign in the planter island. Staff has approved this request provided that the Applicant
relocate the two required trees within the Everest Lane street buffer.
Landscgpe/Site Plan: The Landscape Plan prepared by LCA Architects, on June 15, 2007, labeled Sheet L 1. 1, is
approved (stamped "Approved" on June 20, 2007 by the Meridian Planning Department) with the following
change:
0 Add 2 trees within the Everest Lane street buffer as approved for Alternative Compliance (see above).
Other than the above-mentioned change, the approved landscape plan is not to be altered without prior
written approval ofthe Planning DepArtment. No field changes to landscape plan permitted; prior written
approval of all material changes is required. Prior to final inspection and sign off for this project a written
certificate of completion shall be submitted to the Planning Department prepared by a landscape architect,
landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the
landscape installation. The Certificate of Completion shall verify that all landscape improvements,
including plant materials and sprinkler installation, are in substantial compliance with the approved
landscape plan.
Elevations: This project complies with the Design Review requirements of UDC 11-3A-19. The Elevations
prepared by LCA Architects, dated 2-8-07, are approved with no changes from the Planning Department.
Irrigati :An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with UDC I I -3A- 15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
Department ATborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees
prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B- I O -C.5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project
engineer/architect shall certify that the number and size ofliandicap-accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed
accessible.
Curbin : Per UDC I I -3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for
storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed prior
to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall
be designed in compliance with LTDC 11 -3B- 11 and LJDC I I -3A- 18.
Lig-htin : Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-1 1.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11 -3D.
Trash Enclosure: All dumpster(s) must be screened in accordance with LJDC- I 1-3A- 12. Trash enclosures must be
built in the location and to the size approved by SSC.
Handicap-Accessibil : The structure, site improvements and parking areas must be in compliance with all federal
handicap -accessibility requirements.
ACHDAccepimce: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes
must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the
City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occgpancy: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need.. to comply with the requirements of the Building De I partment. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate ofoccupancy.
A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208)
887-2211 after inspections are complete and the field inspection record is returned to the Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Landscape/Site Plan stamped
"Approved" on June 20, 2007, and Elevations, and are not to be altered without prior written approval of the
Planning Department. No significant field changes to the site or landscape plans are permitted; prior written
approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.

Challenger Schools respectfully requests your design review of the proposed design for Challenger
School's facility located on: Lot 42 & 43 Block 49 Lochsa Falls Sub #12, 2020 W. Everest Lane, Meridian,
Idaho, 83646 (See attached site plan).
Challenger Schools would like to construct a new private school facility on the site. The building will consist
of classrooms, administrative offices of approx. 38,886 s.f. of floor plate area plus exterior fenced
playground areas.
We believe the design of the building complies with City of Meridian Design Standards referenced in Code
Section 11-3A-19.
Architectural Character:
a. Fagade along Everest Lane (private road) has projections in and out of the fagade of about 35%.
b. Fagade along Chinden has projections in and out of the fagade of about 61 %.
c. The percentage of fagade length of windows, awnings, arcades, etc along Everest Ln = 65%
d. The percentage of fagade length of windows, awnings, arcades, etc along Chinden = 82%
e. The primary entrance is marked with a school type "bell tower" and a large overhang entry
projection clearly marking the main entry for the public.
Roof lines have four foot overhangs on a residential type sloped asphalt shingle roof.
Building materials are mostly brick veneer and some stucco finish.
All mechanical equipment will be contained within the roof well and out of sight.

i. Color and Materials: Walls consist of residential style brick base and neutral tone stucco walls
with dark asphalt roofing shingles.
2. Parking Lots: Only about 25% of the off-street parking is located between the front fagade and
adjoining street. The building entry does not face any major streets.
3. Pedestrian Walkways: Walkways/sidewalks are provided on entire length of Everest Lane and are
joined by a 10 foot walk to the entry of the building. Walkway at entry is covered for weather
protection.

Challenger Schools respectfully requests that the requirements for two trees at the southeast parking entry
be removed.
This entry is where the school would like to locate their building monument sign and bell tower. The bell
tower is part of Challenger School's identity standard.
The two trees would be in conflict with the bell tower and signage. That area is proposed to be extensively
landscape far beyond City of Meridian's requirements (see attached portion of landscape plan). Also, the
proposed landscaping along Everest Lane is above and beyond the City of Meridian's landscape
requirements. We feel that this additional landscaping compensates for the reduction of the two trees at
this location. Everest Lane is also a private road and not a public street.

In response to your request for comment, the Ada County Highway District (ACHD)
Planning Review staff has reviewed the submitted application and site plan for the item
referenced above. It has been determined that there are no site specific requirements for
you at this time due to the fact that the proposed development has no frontage on an
ACHID roadway. Everest Lane is a private roadway and Chinden Boulevard is under Idaho
Transportation Department (ITD) jurisdiction. Applicant will need to comply with all site
specific improvements
If the site plan or use should change in the future, ACHD Planning Review will review the
site plan and may require improvements to the transportation system at that time.
Prior to final approval you will need to submit construction plans to the ACHD
Development Review Department to insure compliance with the conditions identified
above or for traffic impact fee assessment. This is a separate review process that requires
direct plans submittal to the Development Review staff at the Highway District.
A traffic impact fee will need to be assessed by ACHD and will be due prior to the
issuance of a building permit. Contact ACHD Planning & Development Services at
387-6170 for information regarding impact fees.
Prior to the construction or installation of any roadway improvements (curb, gutter,
sidewalk, pavement widening, driveways, culverts, etc), a permit or license agreement
must be obtained from ACHD.

We have reviewed the landscape installation at the Challenger School on 2020 West Everest Lane, Meridian, Idaho, for
compliance with the construction documents. With the exception of the following items, the installation is acceptable
to a level of substantial completion:
Item 1: (One year warranty)
All plant materials shall be warrantied for full replacement within one year from the time of substantial completion. All
plants deemed dead at dying will be replaced and installed as specified at no cost to the owner.
Item 2: (tree installations)
Burlap, wire baskets, and other rootball constricting materials will be removed from the top half of all tree rootballs as
detailed,
Item 3: (shrubs and turf)
It has been discussed with the landscape contractor that, (10) cotoneasters, and (4) feather reed grasses will be installed
per plan near the main entry and near the north west corner of the property, Also, a small turf sod area 15 currently
being installed on the north side of the property.

We have reviewed the landscape installation at the Challenger School on 2020 West Everest Lane, Meridian, Idaho, for
compliance with the construction documents. With the exception of the following items, the installation is acceptable
to a level of substantial completion:
Item 1: (One year warranty)
All plant materials shall be warrantied for full replacement within one year from the time of substantial completion. All
plants deemed dead at dying will be replaced and installed as specified at no cost to the owner.
Item 2: (tree installations)
Burlap, wire baskets, and other rootball constricting materials will be removed from the top half of all tree rootballs as
detailed,
Item 3: (shrubs and turf)
It has been discussed with the landscape contractor that, (10) cotoneasters, and (4) feather reed grasses will be installed
per plan near the main entry and near the north west corner of the property, Also, a small turf sod area 15 currently
being installed on the north side of the property.

Challenger Schools has requested removal of a couple windows on the second floor of their building to be
located on: Lot 42 & 43 Block 49 Lochsa Falls Sub #12, 2020 W. Everest Lane, Meridian, Idaho, 83646
This modifies percentage of fagade length of windows, awnings, arcades, etc along Everest Ln from 65% to
43%. (see attached elevations)
We believe the design of the building still complies with City of Meridian Design Standards referenced in
Code Section 11-3A-19.
All other items remain as submitted prior.

Above -Grade Housing: One-piece, cast, low copper (<0.6% Cu)

hex -socket cap screws attach housing to composite body. One-piece
high temperature silicone gasket seals housing to composite body.
Lens Frame: One-piece, cast, low copper (<0.6% Cu) aluminum or
bronze. Six captive V) 4' blackened stainless steel hex -socket cap screws
attach lens frame to housing. One-piece molded high temperature
silicone gasket.
Lens: 3/16' impact resistant clear tempered glass enclosed by
a one-piece high temperature silicone gasket.
Below -Grade Housing: High temperature, compression molded,
fiberglass impregnated, 1/16' min. wall composite. Charcoal gray.
No top lip to trap dirt and moisture. Solid brass knurled inserts
molded -in to receive above -grade housing screws. Separate splice
and ballast compartments with individual cast aluminum internal
covers with silicone gaskets. Two 3/4' NPT in bottom for through wiring,
45 cu in. splice area. Housing supplied with protective plastic mask for
clean and easy installation in concrete pad or soil.
Reflector Assemblies: Interchangeable in all models. Specular
aluminum optical components mounted to aluminum frame. Reflector
assembly snaps into fixture housing with spring clips and is adjustable
from outside through a sealed access hole. Sockets are 4KV porcelain
medium base for H.I.D. (G-1 2 base socket optional); Plastic four -pin
socket for Fluorescent. Fluorescent is only available with wide flood
reflector (DBFII and DBF711).
Electrical Module: Electromagnetic H.I.D. ballast shall be high power
factoi, -20'F starting. Electronic H.I.D. ballast shall be high power factor
low frequency electronic, -20OF starting. Fluorescent ballast shall be
high power factor, OOF starting, electronic ballast. Ballast shall be factory
pre,wired and mounted to ballast compartment cover.
Wiring: Anti -siphon barriers on all wiring to and from ballast
compartment and lamp compartment. All components wire linked for
ground, quick disconnect for removal of optical system.
Finish: Cast aluminum housing and lens frame are finished in Super
TGIC thermoset polyester powder coat over clear anodizing. Standard
colors are Black, Dark Bronze, Light Gray, Platinum Silver, or White.
Powder coating is 2.5 -mil nominal thickness, and all components are
thoroughly cleaned and primed with a Tianated Zirconium conversion
coating prior to powder coating. Cast bronze housing and lens frame
finish shall be natural as cast.
Fixture Assembly: IP68 rated to be completely protected from dust
and water from all directions.
CAUTION: Fixtures must be grounded in accordance with national, state
and/or local electrical codes. Failm e to do so may result in serious injury.

FEATURES & SPECIFICATIONS
CONSTRUCTION
Weldable -grade, hot -rolled, commercial -quality carbon steel tubing with
a minimum yield of 55,000 psi (11 -gauge), 50,000 psi (7 -gauge). Uniform
wall thickness of .125' or .188'. Shafts are one-piece with a longitudinal
electric resistance weld. Uniformly square in cross-section with flat sides,
small corner radii and excellent torsion. Available shaft widths are 4% 5"
and 6'.
Anchor base is fabricated from holt-rolled carbon steel plate that meets
or exceeds a minimum yield strength of 36,000 psi. The anchor base is
provided with slotted holes. Bass cover is finished to match pole.
A handhols having nominal dimensions of 3" x 5' for all shafts. Included is
a cover with attachment screws.
Top cap provided with all drill -mount poles.
Fasteners are high-strength galvanized zinc -plated or stainless steel.
FINISH — Dark bronze JDDB) polyester powder standard. Other architec-
tural colors available.
GROUNDING — A nut holder located immediately inside the handhole rim is
provided with a 1/2' - 13 UNG ground Lot and nut
ANCHOR BOLTS — Top protion of anchor bolt is galvanized per ASTM A-
153. Made of steel rod having a minimum yield strength of 55,000 psi.

• Mounting bars are 16 -gauge galvanized steel with continuous V
vertical adjustment, hold in place with tool -less, cam -action locking
system. Post installation adjustment possible without the use of
tools from above or below the ceiling. Shipped pro -installed.
• Galvanized steel junction box with bottom-hingod access covers
and spring latches. Two combination YV-314" and four !,V
knockouts for straight -through conduit runs. Capacity: 8 (4 in, 4

FEATURES & SPECIFICATIONS
INTENDED USE— For building- and wall -mounted applications.
CONSTRUCTION — Rugged, die-cast, single -piece aluminum housing. Dia -
cast door frame has a 1/8" thick tempered glass lens. Door frame is fully
gasketed with one-piece solid silicone.
FINISH — Standard finish is new textured dark bronze (DORT) corrosion -
resistant polyester powder finish, with other architectural colors available.
OPTICAL SYSTEM — Segmented reflectors for superior uniformity and con-
trol. Reflectors are interchangeable. Three full cutoff distributions available:
FT (forward throw), MID (medium throw) and WT (wide throw).
ELECTRICAL SYSTEM — 50W-15OW utilizes a high reactance, high power fac-
tor ballast. 35S utilizes a reactance high power factor ballast. 175W utilizes a
constant -wattage autotransformor ballast. Quick disconnect plug easily dis-
connects reflector from ballast Ballasts are copper -wound and 100%
factory -tested. Porcelain, medium -base socket with copper alloy, nicked -
plated screw shell and center contact UL listed 660W, 600V 4KV pulse rated.
INSTALLATION — Universal mounting mechanism with integral mounting
support allows fixture to hinge down. Bubble level provides correct align-
ment with each installation.
LISTING — ILL Listed (standard). CSA Certified (see Options). Suitable for wet
locations (damp location listed in lens -up orientation). WILD option offers
wet location listing in up orientation (see Options). IP65 rated.

Weldable -grade (ASTM A-595 Grade A), hot -rolled, cornmercial-quality
carbon steel tubing with a minimum yield of 55,000 psi. Uniform wall thick -
"ass of 11 -gauge (0-11961 or 7 -gauge 10.1793"), Shafts are one-piece
construction with a fud-length longitudinal high -frequency resistance
weld and are round in cross -stiction having a uniform taper of approxi
mentally it- per fool.
Anchor base is fabricated from hot -rolled carbon steel plate that can -
forms with ASTM A36. Base cover is finished to match pole.
A rectangular, reinforced handhDIE rim having nominal dimensions of 3
x 5' far shafts less than 6.375' square and 4 x 6.5" for all other shafts.
Included is a steel cover with attachment screws. Handhole is located
18" above the base.
Top cap provided with all drill -mount poles.
Fasteners are high-starengff, galvanized, zinc -plated or stainless steel.
FINISH — Dark bronze (DOE) Polyester powder standard. Other architec-

GROUNDING — A nut holder located immediately inside the handhole rim
is provided with a 1/2" — 13 UNC ground bolt and nut

Ken,
Street buffer landscaping is required along all streets (public or private); the only exemption is local streets
adjacent to single-family residential, duplex, and townhouse properties.
The City will not approve your request for Alternative Compliance as proposed. The City will approve the
request if the two required trees are relocated within the Chinden or Everest street buffers.
Please Let me know if you want to go this route and if so, where you would like to plant these trees.

In lieu of the minimal required 2 trees and lawn we are proposing to plant that area with 36
Shrubs/perennials/ornamental grasses which include:
7 snow mound spirea
3 lberster's feather reed grass
3 cape blanco stonecrop
9 hughes juniper
5 crimson pygmy barberry
8 red rum daylily
We feel this landscaping is more foliage (and prettier) than just 2 trees and bare grass. And would provide nearly
100% coverage at maturity.
Everest Lane is also a Private Road. Do the city's requirements apply to private roads as well?
