Watertower Ln., Ste. 202 Meridian, ID 83642 RE: Appeal Application for Blooming Meadows Estates Preliminary Plat Denial by P&Z Commission. To Whom It May Concern: The Cutting Edge, LC is applying for an appeal to the Meridian City Council to hear and hopefully overturn the Planning and Zoning Commission's decision to deny the Preliminary Plat for the Blooming Meadows Estates Subdivision. It is our impression that the P&Z Commission was swayed by the public opposition to the Comprehensive Plan that happened to manifest itself on this project. Part of the surprise for the P&Z Commission and our design team was the large public showing at the P&Z Commission meeting. This could have been determined and possibly avoided had a Neighborhood meeting been held prior to the Commission meefing. A recommendation of the PBcZ Commission is to hold a Neighborhood Meeting with all of the neighbors near our proposed project to work with them and provide everyone with a higher level of comfort for this project. A Neighborhood meeting will be held on either June 24s' or 26s'. There were some misunderstandings as to the nature of this project that caused the opposition. One of the misunderstandings was based on the belief that higher density of housing equals higher crime and lower property values for surrounding properties. Many of the neighbors expressed concerns about higher crime and reduced property values due to the proposed townhouses and the request for the R-15 zoning. The townhouses will be higher end models, approx. $140K, with very nice amenities. The impression that many of the neighbors gave were that these townhouses would be like "the projects" that they were used to in California where they'd lived. We feel that these concerns will be taken care of with the Neighborhood meeting. Another recommendation of the P&Z Commission is that we work with Mr. Lonnie Johnson, the property owner to the south of our proposed project, to develop a connection to Locust Grove Rd. This connection was originally omitted on the Preliminary Plat, which was approved by ACHD. We have been negotiating with Mr. Johnson to arrive at an agreement for this connection. We aze working on these issues and the recommendation of the P&Z staff to present the project at the July ls` City Council meeting. We would like this project to be approved as it stands or to be remanded back to the P&Z Commission with the Council's conditional approval of the project. Sincerely, n L oy ack, P.E.
