Project: Education Campus Subdivision No. 2 -Final Plat Location: Southeast corner of E. Leigh Field Drive and N. Locust Grove Road Applications: Final Plat for 7 building lots on 25.87, zoned C-N & L-O Highlights of Proposed Development: The City Council approved the preliminary plat (PP-07- 025) for Education Campus Subdivision on April 15, 2008. The preliminary plat is a re- subdivision of Lots 1 and 2, Block 1, Education Campus Subdivision. The submitted final plat substantially complies with the approved preliminary plat. Staff Recommendation: Approval w/conditions Written Testimony since Staff Report: E-mail from applicant in agreement with the staff report except for condition #6.e which reads, "All drive aisles shall be posted as fire lanes with no parking allowed. In addition, if a curb exists next to the drive aisle, it shall be painted red." The applicant is requesting a waiver from this requirement. Outstanding Issue(s) for City Council: The applicant has requested a waiver to condition #6.e which requires curbs adjacent to drive aisles on private streets to be painted red. Because it's a UDC requirement, the condition can 't be waived; the applicant must apply for Alternative Compliance to that section of City code (UDC 11-3F-4B.2.d.). McMillan Road and west of N. Black Cat Rd. in a portion of the NE % of T. 4N. Rl W., Section 33. Applications: Final Plat for 38 residential building lots & 8 common lots on 11.63 acres of land Highlights of Proposed Development: The City Council approved the preliminary plat (PP-08- 003) for Oakcreek Subdivision on October 28, 2008. The final plat is a portion (phase 1) of the preliminary plat. The submitted final plat substantially complies with the approved preliminary plat. Elevations: Yes Written testimony: The applicant has emailed a letter stating their concurrence with the staff report and conditions. Outstanding Issue(s) for City Council: None Staff Recommendation: Approval 2/10/2009 Item 15. Project: Knight Sky Estates Location: 6555 N. Linder Road, on the northwest corner of N. Linder Road and Chinden Boulevard Applications: Development Agreement Modification Highlights of Proposed Development: As a condition of approval of the recently approved time extension for the preliminary plat, the applicant is required to modify the DA to include building elevations for the project. Additionally, the applicant is requesting to modify an existing DA provision that restricts access to Chinden Boulevard (State Highway 20-26). Notes: 2/10/2009 Item 16. Project: Ambercreek Subdivision Location: The subject property is located on the west side of N. Meridian Road and south of W.McMillan Road Applications: Development Agreement Modification History: In 2005, the subject property was granted Annexation and Zoning (AZ-OS-055) and Preliminary Plat (PP-OS-057) approval by City Council with an R-8 zoning district. A Development Agreement was approved with the annexation (Instrument No. 106048481).The final plat (FP-06-027) for Ambercreek Subdivision No. 2 was approved by the Meridian City Council on July 18, 2006. Two previous time extensions (TE-07-009 and TE-08-016) were approved for this project by the Planning Director in 2007 and by the City Council in 2008. Highlights of Proposed Development: On October 7, 2008, the City Council granted approval of an 18 month time extension for Ambercreek Subdivision No.2. As part of that approval the applicant was to submit for a development agreement modification to attach building elevations to the subject plat. The applicant has submitted photos of existing homes currently constructed within Phase 1 of the development. These are the same photos that were reviewed with the time extension approval. Staff Recommendation: Approval with the following DA provisions: Future homes on this site shall generally be consistent in appearance to the elevations (photos) attached in Exhibit A2. The applicant shall construct homes on the site that contain the following design features: varying pitched roof design including gable and hip rooflines facing the street, shutters around the windows on the front facade, substantial pillars with substantial bases and front facades accented with brick/stone, garage doors with a glazing element for street facing garages and covered front porch areas. Building materials shall be of quality materials including but not limited to wood siding, Hardie Plank siding and/or stucco, incorporating varying siding materials (wide plank, narrow plank, board and batten, and cedar shingles), vinyl siding shall be used as an accent material only. All future homes shall have a minimum of two field colors and a trim color. 2. With Phase 2 of the development, future residential homes shall be sited on lots where the mass and scale shall be compatible between single story homes and two story homes. For example a single story home shall not be constructed with two story homes on both sides. The applicant shall submit an exhibit to the Planning Department demonstrating compliance with this requirement.
