Dear Ms. Holman:
We are in receipt of the above referenced notice. We have no comment on the building elevations included
in the application; however, we wish to share the following comments regarding modification to language
relative to access to US 20/26 (Chinden Blvd).
Modification of the language to allow access to US 20/26 between Linder and Long Lake would be
inconsistent with the June 2008 North Meridian Auto Circulation Map and the US 20-26 Access
Management Plan adopted in December 2008 by COMPASS.
In June 2008, Creston Thornton filed a permit application with ITD for a full movement access 948' west of
Linder and 1608' east of Long Lake (permit application 3-08-450) on behalf of Sea to Sea, LLC. This is the
same location denied aright-in, right-out access by ITD in Spring 2006 (permit application 3-06-264).
We have compared the June 2008 Transportation Impact Study (TIS) received with our permit application to
the December 2005 TIS, which likely accompanied the original development package submitted the City of
Meridian. We wish to take this opportunity to advise the city of information that does not appear to be
reflected in the request to modify the development agreement.
The December 2005 TIS was based on a land use mix of 101 single family homes, 24 townhomes, and
110,000 s.f. of office and retail space. The resulting average daily traffic is 3,858 vehicles (363 during the
pm peak hour). The June 2008 TIS is based on 125 residential units, 75,000 s.f. office space and 150,000
s.f. retail and references a proposed zoning change from TN-C to C-C. The resulting average daily traffic is
10,890 vehicles (1,060 during the pm peak hour).
Comments on the June 2008 TIS and July 2008 Addendum that accompanied the ITD permit application
were sent to the applicant's authorized representative in September 2008. To date, we have not received a
response. Copies of these documents are attached for your reference. The conceptual layout presented as
Figure 1 in the June TIS is notably different than the approved preliminary plat. Please note that we have not

accepted the TIS as complete, and consequently no decision has been made by ITD on the current application
for Knight Sky.
The December 171etter from Shawn Nickel to the City references recent development applications and
decisions made by the City of Eagle and ITD. We wish to clarify the status of these applications.

We would encourage the City of Meridian to consider the proposed land use intensity changes presented in the
ITD application prior to considering a request to modify the existing development agreement. If these
changes have already been addressed by the City, please notify us what determination has been made by the
City on these changes so that information can be included in our permit application files. If you have any
