We respectfully request that this.subdivision application be heard at your " Planning and Zoning Commission meeting at the earliest possible date. We respectfully request variance to the following Sections of the Meridian City Subdivision Ordinance for the above mentioned subdivision. k 1. We request variance to Paragraph VI,3.b. of the subdivision ordinance requiring that block length shall not exceed 1,000 feet. We request this.variance for Blocks 2, 3, 7, 8 and 10 of this proposed subdivision. 2. We request variance to Paragraph VI,4.c. of the subdivision ordinance requiring that double frontage lots be prohibited except in unusual topography or other conditions. We request this variance for Lots 8 through 14, Block 5. These lots will have frontage on an interior street and will also be backing to Linder Road as is required by the Ada County Highway District. 3. We request variance to Section I.m.5 requiring a maximum 660 foot length for all local or minor streets for Glennfield Drive, Monico Way, Hillsborough Way, and Astaire Way. 4. We request variance to Paragraph VI.l.e. of the subdivision ordinance requiring that all local or minor streets must have a minimum width of roadway (face to face curb) to be 36 feet. We would request that the city allow a local or minor streets within this subdivision to d have a 36 foot width measured from back of curb to back of curb. 5. We request variance to Paragraph VI.l.e. a subdivision ordinance requiring that a cul-de-sac shall not be longer than 400 feet and shall he provided with a turn -around diameter of at 'least 80 feet, curb face to curb face. We are requesting that the city grant the variance to allow an 80 foot dimension from back of curb to back of curb on the turn -around. "TILING OFETTLER'S DITCH" FROM: GARY SMIMP 014T Several weeks ago I received a telephone call from a Mr. Cliff Mefford who resides on a lot in the south westerly most corner of Glennfield Manor No. 1 subdivision. Mr. Mefford asked when the piping of the Settlers Ditch would be completed through the No. 2 subdivision as it has been done through the No. 1 subdivision. I told him I didn't know the timing but would check into it and let him know, (He is concerned about the safet as the ditch with so many small children in the area.) y pact of I have done the following research on this matter: I. Review of the No. 2 Subdivision development plans does show the ditch to be tiled with 36" Dia. reinforced concrete pipe. There is approx- imately 900 L.F. of pipe required. 2. I contacted Norm Fuller, the developer, by letter and by telephone to see what his intentions were regarding the tiling of the ditch. Norm responded to the phone call by saying he wanted to leave it open because the lot owners adjacent to the ditch felt it was aesthetically pleasing. 3. I researched the files Jack and I have, including minutes, to see where or if a requirement -was made for the developer to tile the ditch. I found nothing. 4- Our former subdivision development ordinance, that required tiling or fencing of irrigation ditches, was enacted after this subdivision was approved in 1979. It may be that the ordinance was written because of ditches like this one that pass through a subdivision. (Finallat a 6/18/79: Ordinance enactment 9/4/79) p approved (2) 5. I contacted Don Smitchger of the Settler's Irrigation District to see if piping the ditch was their requirement. He had their secretary researach the Board meetingminutes for early and mid -1979 but could not find such a requirement. 6. I contacted Mike Preston @ JUB Engineers to see if his files might . reveal why the plans show the ditch to be tiled. Mike found two telephone memos between his project engineer and the Settler's Ditch Manager concerning submittal of plans for their review and the size of Pipe to be used, but could not find any correspondance from anyone requiring the ditch to be piped. Mike thought Piped because the developerg perhaps it was to be way. (Don Leavitt at that time) wanted it that 7. I contacted Les Slater @ FHA/VA to see if perhapsanization have required it. He checked his file but could find tnorrequirementmlght 8. I telephoned Wayne Crookston to discuss this matter. Wayne feels the City could force Norm Fuller to install the pipe if the ordinance, in effect at that time, required it (See item No. 4 above). Since it is shown on the approved development plans, Wayne feels if Normto delete the piping -he will need to come before the Council andwants formally make the request to delete. Sewer - 1. The Sewer Department will need to observe an air test procedure on the sewer system after all utilities are installed but prior to construction of any part of the street. 2. I would appreciate your assistance in marking an "S" in the curb face, as it is constructed, opposite each 2x4 sewer service marker. This will help everyone for future horizontal location of the service line. - Water - I. The Water -Department will need to witness a pressure test of the water system after all utilities are installed but prior to con- struction of any part of the street. All hydrants, valve boxes and meter tiles are to be set to grade at the appropriate times during construction. Use of a precast concrete grade ring is acceptable in adjusting the height of the meter tile lid. Attention needs to be given to the distance from the top of lid to the water meter. "Record = awings' for the sewer and water installations need to be prepared by your engineer --id subritted to the City prior to the acceptance of the systems by the City. Comments -ade by other utilities were: a. Power Co. - Power lines will be located in the front lot easement, behind - the water meters. The Power Co. will start its installation on 9-16 and if the weather holds, be done with trenching by 9-21. Power will be located on the South and West side of the street. Y b. Gas c. The Gas Co. will follow the Power Co. and will locate on the North and east sides of the street. BenjFran Development, Inc. has enjoyed a long history of developing properties throughout the northwest, including in the Boise area, that has, with the support of our Parent, The Benj. Franklin Federal Savings and Loan Association, never experienced any problems in providing guarantees from that savings and loan, which is the largest association .n the northwest market. i may be presumptious, but it would a pear to me that it is to the benefit of the Boise economy to ave money originating out of state spent on developing prope ties in your community. The actions of your Commission in de lining the guarantees from the Benj. Franklin suggest, however, that the infusion of economic gain is not of any significance and that preference will be given to "hometoti;n" organization . As a result of your decision, which 1 must admit, is not unlike actions of other governmental bodies in your ommunity relative to the investment of outside capital, BenjFranDevelop- ment, inc. has under my direction elected to eliminate its parti- cipation in this subdivision and will place the property in the hands of a local realtor to be marketed in the Boise area. The final plat of Glennfield Manor No. 2 Subdivision was app oved by the Meridian City Council on June 18, 1979. There is no time limit in which to record the final plat after City Council approval. The letter from your Water Superintendent is as of help for replacing the water meter tile. We will replace the tile and have the gravel company which did the damage reimburse us. We appreciate your helping hand in getting Lot 28 Block 2 in Glennfield Manor finaled and closed. Regarding Bruce Stewart your Water Superintendent. We have experienced many times similar to the situations as above. And times where we have asked him to do an inspection and he will give us one date and do it the following day, this throws us off schedule and wastes our time and the subcontractors time. Most likely we have to call two or three times more to get any response. Further more there have been times that he will lose our -applications and I will reapply, take it to him personally and by that time he will have found the orignal etc... For the cost of removal of the lift station, Leavitt NuPacific is hereby donating the apparatus to the City of Meridian. Removal of the station by the City should be co- ordinated with Gene Wright in order to prevent any disturbance in the existing sewer lines. Provide and install street irrprovements in accordance to the latest edition of the Ada County Highway District Detail Specifications and Standard Drawings. Street improvements to install include the following: a) All interior streets to be fully improved to Ada County Highway District Standards and Specifications. b) Provide full 1/2 street improvement to Linder Road for that portion abutting the parcel to include curb, gutter, 5' wide sidewalk and match paving. 2. Provide the District's Review Officer two (2) complete sets of detailed street, utility, and drain plans. Include a drainage report, as required by County Engineer, and payment of fee charged for Preliminary Plan and Profile Review. Fee is $2.50 per lot. We cannot recommend approval of an open storm drain system along the East and South boundary of Lot 29, Block 2. This drainage should be placed in a public Right -of -Way where it can be maintained. Even though the street drainage is the Ada County Highway Districts responsibility, the City would be first to receive property owner tele- phone calls if anything plugged the open drain as it traverses through the subdivision. Maintenance is a very critical item when the drain is located away from easy access. Our comments concerning the developers requested variances in their Engineers letter to you.dated March 15, 1979 are, as follows: Item 1. We recommend that the applicant justify the request. Block lengths are limited for traffic flow. Item 2. A reasonable request provided that safeguards are included in the plat, such as permanent fencing, to eliminate periodic individual lot access from Linder Road. Item 3. A reasonable request if the applicant can justify that these streets will not serve as collectors. All requested streets are suspect to being collectors because of their length and/or their continuance to the subdivision boundaries. Item 4. We feel this should be a policy decision by the City since there has been some amount of street, in the past, built to ACHD standards. We do feel that the ACHD standard is too narrow and the Citys street section width is more adequate. The City of Meridian can accept these sanitary sewer lines for ownership and future maintenance after the streets have been paved and it is shown that the lines and manholes are clean. If it is necessary, in the opinion of the City Engineer, to make a final flushing it shall be done by Leavitt-NuPacific in such a manner as to preclude flush water and debris from entering the existing City sewer system. We respectfully request variance to the following Sections of the Meridian City Subdivision Ordinance for the above mentioned subdivision. 1. We request variance to Paragraph VI.3.b. of the subdivision ordinance requiring that block length shall not exceed 1,000 feet. We request this variance for Blocks 2, 3, 5, 7, 8, 10 and 13 of this proposed subdivision. 2. We request variance to Paragraph VI.4.c. of the subdivision ordinance requiring that double frontage lots be prohibited except in unusual topography or other conditions. We request this variance for Lots 8 through 14, Block 5. These lots will have frontage on an interior street and will also be backing to Linder Road as is required by the Ada County Highway District. 3. We request variance to Section I.m.5 requiring a maximum 660 foot length for all local or minor streets for Glennfield Drive, Monaco Way, Hillsborough Way, Astaire Way, and Thurber/Claire Court. 4. We request variance to Paragraph VI.l.e. of the subdivision ordinance requiring that all local or minor streets must have a minimum width of roadway (face to face curb) of 36 feet. We would request that the city allow a local or minor streets within this subdivision to have a 36 foot width measured from back to back of curb. 5. We request variance to Paragraph VI.1.e. a subdivision ordinance requiring that a cul-de-sac be provided with a turn -around diameter of at least 80 feet, face to face of curb. We are requesting that the city grant the variance to allow an 80 foot dimension from back to back of curb on the turn -around. This drainage should be placed in a public Right -of -Way where it can be maintained, Even though the street drainage is the Ada County Highway Districts responsibility, the City would be first to receive property owner tele- phone calls if anything plugged the open drain as it traverses through the subdivision. Box 1847 Bellevue, Washington 98004 Dear Ms. Eggert: At the Meridian City Council meeting of November 20, 1978, the City Council agreed to waive the previously imposed condition on the final plat of Glennfield Manor No. 1 which required that an additional fifty (50) foot access be -provided into the school site in Glennf field Manor from Linder Road. Had this condition been imposed, it would have meant the losing of a lot along Linder Road in order to provide this access. In exchange for releasing this necessity for another access, the Council voted to requite that the developer provide an all weather surface from Linder Road to the secondary access to the school site as shown on our original tentative plat if the street in this portion of the subidvision is not constructed at the time that the school district commences construction on the school building. This all weather surface will consist of a gravelled driveway capable of supporting the weight of a fully loaded fire truck. The other condition which was imposed was that a fourteen (14) foot secondary entrance to the school site be provided instead of the twelve (12) foot entrance specified on our tentative plat. At the time of the approval of Glennf ield Manor No. 1 the Ada County Highway District stipulated that they would not approve any further lots facing on ;:o Linder Road with the exception of those north of Sandlewood Drive. It will be necessary to do some redesign on the tentative plat in order to provide that no lots south of Sandlewood Drive face on to Linder Road.
