035).
We have reviewed the above referenced submittals and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY
The applicant, Sundance Limited Company, LLC, has requested approval of the final plat for
Sundance Subdivision No. 3, consisting of thirty-eight (38) single-family building lots, four (4)
office building lots, and five (5) "other" lots on a 16.17 acre parcel of land located on the
northeast corner of the Meridian and Ustick Road intersection.
The City Council approved the annexation, preliminary plat, and conditional use permit (PD)
for the subdivision in 2002.
The submitted final plat appears to be in conformance with the approved preliminary plat.
LOCATION
The property is located at the northeast corner of Meridian and Ustick Road.
North: Sundance Place Subdivision zoned R-8.
South: Bedford Place Subdivision (R-8) and rural residential properties zoned R-1 (Ada County).
East: Rural residential, zoned R-1 (Ada County).

FINAL PLAT FINDINGS AND REQUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. The conformance of the subdivision with the Comprehensive Development Plan;
Staff finds the subdivision to be in conformance with the Comprehensive Plan.
b. The availability of public services to accommodate the proposed development;
Staff finds that public services can be made available to the lots within the proposed
subdivision.
c. The continuity of the proposed development with the capital improvement
program;
Staff finds that the subdivision will not require the expenditure of capital improvement
funds.
d. The public financial capability of supporting services for the proposed
development;
Staff finds that the development will not require major expenditures for providing
supporting services.
e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Council or Commission's
attention.
SITE SPECIFIC COMMENTS /FINAL PLAT
1. Applicant is to meet all terms of the approved preliminary plat (PP-O1-015), conditional
use permit (CUP-O1-030) and Development Agreement (Inst. No. 102056126).
2. The pressurized irrigation system within this development is to be owned and maintained
by the Nampa & Meridian Irrigation District. The City of Meridian requires that
pressurized irrigation systems be supplied by a year-round source of water. If a creek or
well source is not available, asingle-point connection to the culinary water system shall
be required. If a single-point connection is utilized, the developer shall be responsible for

the payment of assessments for the common areas prior to signature on the final plat by
the Meridian City Engineer.
3. Graphically depict 10-foot wide public utilities, drainage and irrigation easements along
all rear lot lines that are not adjacent to the subdivision boundary.
4. Graphically depict 8-foot wide public utilities, drainage and irrigation easements along all
side lot lines where pressurized irrigation mains run.
5. Graphically depict 5-foot wide public utilities, drainage and irrigation easements along all
lot lines adjacent to the subdivision boundary that will be side lot lines in future phases.
6. Street signs are to be in place, water system shall be approved and activated, pressurized
irrigation system approved and activated, drainage lots constructed, fencing installed, and
road base approved by the Ada County Highway District prior to applying for building
permits. All development improvements, including perimeter fencing and landscaping
shall be installed and approved prior to obtaining certificates of occupancy. Surety, per
City Ordinance 12-5-3, will be required for all fencing, landscaping, pressurized
irrigation, sanitary sewer, water, etc., prior to signature on the final plat.
Sanitary sewer service and municipal water to this site shall be via extensions from
existing mains installed adjacent to the proposed subdivision. Applicant will be
responsible to construct the sewer and water mains to and through this proposed
development, thereby making them available to adjacent properties. Subdivision designer
to coordinate main sizing and routing with the Public Works Department
8. Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution 02-374.
9. All drainage areas (detension/retension basins) must be designed to ensure that water is
retained only during 25-year storm events, and for a period of time not to exceed 24
hours. Side slopes within drainage areas shall not exceed 3:1.
10. Revise the landscape plan to include landscaping within the Ustick Road right-of--way per
MCC 12-13-10-9. A license agreement maybe required between the property owner and
ACRD.
11. Add the "N" to the chord bearing curve C-2 in the Certificate of Owner's.
12. Correct "ARADIUS" in curve C-1 in the Certificate of Owner's.
13. Add or revise the following plat notes:
• Add a note to the face of the plat (#18) referencing the approved Development
Agreement (Inst. No. 102056126) and Conditional Use Permit (CUP-Ol-030).

14. Staff s failure to cite specific ordinance provisions or terms of the approved preliminary
plat, does not relieve Applicant of responsibility for compliance.
GENERAL REQUIREMENTS
1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per
City Ordinance 12-4-13. Plans will need to be approved by the appropriate
irrigation/drainage district, or lateral users association, with written confirmation of said
approval submitted to the Public Works Department.
2. Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells
may be used for non-domestic purposes such as landscape irrigation.
3. Two-hundred-fifty and 100-watt, high-pressure sodium streetlights will be required at
locations designated by the Public Works Department. All streetlights shall be installed at
subdivider's expense. Typical locations aze at street intersections and/or fire hydrants.
Final design locations and quantity are determined after power designs are completed by
Idaho Power Company. Street light contractor to obtain design and permit from the
Public Works Department prior to commencing installation.
4. Compaction test results must be submitted to the Meridian Building Department for all
building pads receiving engineered backfill, where footing would sit atop fill material.
Applicant's engineer will be required to submit a signed, stamped statement certifying
that all street finish centerline elevations are set a minimum of three feet above the
highest established normal groundwater elevation.
6. Coordinate fire hydrant placement with the City of Meridian's Water Works
Superintendent.
Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
8. Any tree over 4" in caliper that is removed from the property shall be replaced by
installing a dditional t rees, b eing t he a quivalent n umber o f c aliper i nches o f t rees t hat
were removed. Required landscaping trees will not be considered as replacement trees for
those trees that have to be removed.
Despite modifications to the phasing plans of this subdivision, staff supports the approval of this
final plat with the aforementioned findings and conditions of approval.

The following will be the requirements and/or concerns to provide minimum levels of fire
protection for the proposed project:
Commercial occupancies will require afire-flow consistent with the Uniform Fire
Code to service the proposed project. Fire hydrants shall be placed an average of
400' apart. 1997 UFC Appendix III-A
2. The fire department requests that any future signalization installed as the result of
the development of this project be equipped with Opticom Sensors to ensure a safe
and efficient response by fire and emergency medical service vehicles. This cost of
this installation is to be borne by the developer.
3. Acceptance of the water supply for fire protection will be by the Meridian
Water Department.
4. Final Approval of the fire hydrant locations shall be by the Meridian Fire
Department. The proposed fire hydrant locations will be submitted to the Public
Works for plan review.
5. All roads and fire lanes shall have a turning radius of 28' inside and 48' outside.
6. Insure that all yet undeveloped pazcels are maintained free of combustible vegetation
per section 1103.2.4 of the Uniform Fire Code.
7. All access roads within the project shall have a cleaz driving surface with a minimum
width of 20' available at all times. The typical street width of 33' will be allowed to
have pazking on both sides. The typical street with a minimum width of 29' will be
required to have restricted parking to only one side. UFC 902.2.2.1
8. Operational fire hydrants and temporary or permanent street signs are required before
combustible construction begins. UFC 901.4.2 & 901.3
9. The phasing plan may require that any roadway greater than 150' in length that is
not provided with an outlet shall be required to have a turn around.
10. That afire-flow of 1,000 gallons per minute shall be available for duration of 2
hours to service the single family dwellings within the project. Fire hydrants shall
be placed an average of 400' apart. 1997 UFC Appendix III-A

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water bepre-treated prior to discharge to the
subsurface to prevent impact to ground water and surface water quality. The
engineers and architects involved with the design of this project should obtain
current best management practices for storm water disposal and design a
storm water management system that is preventing groundwater and surface
water degradation. Manuals that could be used for guidance are:

project. All laterals and waste ways must be protected. All municipal surface drainage
must be retained on site. If any surface drainage leaves the site, the Nampa & Meridian

The developer must comply with Idaho Code 31-3805. It is recommended that irrigation
water be made available to all developments within the Nampa & Meridian Irrigation
