Alr Quality Emissions Inv®ntaty Project 802 Scop® of 1~Vork CH2M HtU. has prepared the foibwtng Scope of Work (SQW} to prepare an air quality emissions inventory for the City of Meridian, Public Works Department. CH2M HILL will collect data to identify stationary emission units at each Well site, City Hall, and Waste Water Treatment Ptant for applicability of State and Federal air quality regutations. CH2M HILt_ proposes to perform ate following three tasks to assess air quality compliance and potential permitting issues. Task't: Ide+ntiiy F,acryipmeM--Identify s#ationary sc~uroes at each location, such as generators, boilers, heaters, i.e. fuel burning equipment. A review of process flow diagrams, manufacturer's specifications, and drawings, and interviews with City of Meridian personnel will be used to determine cues of instaliatian for each piece of equipment, firing rates, and any other information determined necessary to perform the regulatory applicability determinat}on and emissions inver4tary report for Tasks 2 and 3_ Far estimating purposes, one site visit will be required to each location assuming no more than 14 well sites. The Gity of Meridian will provide alt available equipment data to CH2M Hlt_l for review. We have budgeted no more than twelve hours to review the data which may require the City of Meridian to obtain additional information for completion of this task. GH2M HILL may reasonably rety on the accuracy, timeliness and cr~mpieteness of the information provided by the City. Task 2; Regulatory Assessment-Identify applicable State and Federal regulations and exemptions. Idaho air regulations require a Permit to-Construct (PTC) for each emissions unit unless it is categorically exempt. A ITC is basically required for facilities that contain a comhinecl potential to emit threshold of more than 14% abawe the State significant threshold reported in tans per year per each criteria pollutant (Ct7, IdOx, SO2a PM,o, and VOC}. Several exemptions are included in the regulations. A listing of applicable requirements including New Source Performance Standards (NSPS) and exemptions (eg., insignificant source) wiN ~ prepared in a spreadsheet format for each emissions unit explaining why the piece of equipment is applicable or not arx! a statement to iden#ify if permitting ac>3ans are needed. Per our discussion, tfie regulatory assessment will be performed without communications/negotiation with I©EQ, lit is assumed that the facility is not a major source of cxiteria or hazardous air pollutants {HAPs}, and a deta~ed review of maximum achievable control technology (MACT} regulations will not be required. Task 3: Emissiions iEstlmate and Report. The (~tential to emit for each source will be estima#ed from available information, and wiD reflect any existing federafi~r enforceable emission and/or operafing limits. Actual emissions will not be estimated. F~nissions of criteria pollutants (CO, NOx, S02i PMifl, VOC} and hazazdous air ~Ilutants (toxic air pollutants as defined by IDEQ) wid be estimated. Toxic emission estimates wiA be completed for stafianary sources only Installed after July 1995 as determined by 1©EQ. CH2M HILL will submit one drafE cxtpy of the Air Emissions Inventory and regulatory applicability report to the City of I+Aeridian for review and approval. CHZM HILL will submit one hard copy and one ®fectronic copy of the final report to City of Meridian after receipt of comments. CH2M HILL will also provide a recommendatron section within the report to sumn~tarize a path forward on arty issues that wa find. TIil1AE {)F PERFORMANCE CH2M Hill. anticipates that the Air Emissions inventory and regulatory applicability report will be completed within four weeks of receipt of notice to proceed. CC3(iAPENSATlON Level of Efforf The task level cost estimates are summarized in the fotlowing table. CH2M HILL has developed this level of effort estimate based on the SC9W presented herein. The fees will be billect on a time and materials basis, and will not exceed the Iota! amount below without prior written approval by the City of Meridian.
