Proiect Overview:
This project provides final design of sewer and reclaimed water improvements in the project area associated
with Ada County Highway District (ACRD) Ten Mile Road widening project, between Franklin Road and Cherry
Lane (ACRD Project No. 504003). The intent is for the City of Meridian (City) to incorporate these
improvements into ACHD's construction contract. More specifically, the project entails the following:
1. Extension of the 18 inch trunk sewer from near the intersection of Ten Mile and Franklin Roads,
easterly 900 lineal feet on Franklin Road.
2. Design of a 12 inch reclaimed water pipeline on Ten Mile Road, from Franklin Road to Cherry Lane.

Task A -Preliminary and Final Design
1. Preliminary and Final Design, and Construction Documents
A. Supplemental Topographic Survey, Control, and Mapping
1. This Task Order intends to utilize topographic survey and final design drawings available from
the Ada County Highway District (ACHD). J-U-B will supplement this information as described
herein; however, the accuracy of this information cannot be guaranteed. Future right-of-way
(ROW) will be taken from ACHD road widening plans.
2. Wherever practical, benchmarks referenced on the ACHD plans will be located in the project
area to reference ACHD control and stationing. Published elevations will be compared with the
J-U-B supplemental survey.
3. Establish temporary construction benchmarks {T.B.M.'s) and control points at 500 foot
intervals.
4. Contact utility companies (gas, power, telephone, storm drain, cable T.V., street lighting,
traffic signals, and irrigation) and other utilities identtfied along the alignment prior to survey
to request field locations of utilities and to obtain available utility mapping within the project
area and public ROW.
5. J-U-B will field locate utility mark-outs as provided by the utility companies. At stream
crossings and existing bridge or structure crossings, additional field topographic information
wilt be taken to include cross sections of waterway, bottom flow line of structures, and
benchmarks listed on ACHD's structure plans.
B. Final Design of Trunk Sewer
1. Revise the preliminary plans of the "Ten Mile Diversion Trunk Sewer -Phase 2" to reflect
revisions to the ACHD plans. Design alignment of the sewer will be based on section line
stationing of the ACHD Ten Mile Road widening project. Complete final design of the trunk
sewer with considerations regarding constructability, future ACHD facilities, impact to
waterways, sanitary separations, dewatering, utility conflicts, construction access, excavation
depths, easement issues, and other pertinent design iswes. The design will incorporate recent
discussions with City staff regarding implementation of the sewer master plan in this area. The
intent is to extend the 18 inch trunk 1n the Franklin Road ROW and construct ablock-out at the
nearest manhole west of the Ten Mile Creek Bridge, to allow routing of a future interceptor
sewer along the south bank of Ten Mile Creek as that area develops.
2. Design crossing under the Ten Mile Creek Bridge at Franklin Road. It is anticipated that the
crossing will entail placement of a casing under the footprint of new bridge expansion using

conventional trenching canstruction. J-U-B will prepare casing and carrier pipe details, trench
and bedding details, connection details, and other special details needed for construction.
3. Revise the existing construction base drawings with the new design and prepare 90Y complete
plans, and wbmit to the City and ACRD far review.
4. Incorporate applicable review comments and prepare 100% complete "bid ready" plans.
Preparation of the technical specifications wil! be completed under Subtask D.
C. Preliminary Design of Reclaimed Water Pipeline
1. A cursory [and use analysis will be completed to identify potential reuse application areas
adjacent to the pipeline corridor so that provisions for future service can be approximately
hated. Analysis considerations will include development status, existing and future zoning,
pressure irrigation service to existing residential subdivisions, and locality. Boundary of the
service study area will be'/a mile west and east of Ten Mile Road between Franklin Road and
Cherry Lane. Upon completion of the analysis, the Conwltant will meet with the City and
jointly determine the locations of future facility services on the pipeline (see 60% plan review
meeting below).
Complete preliminary design {60%) of the reclaimed water pipeline with considerations on
constructability, future ACHD facilities, impact to waterways, sanitary separations,
dewatering, impacts to public traffic access, utility conflicts, construction access, excavation
depths, connection detail, and other pertinent design issues. Alignment of the pipeline is
assumed within the existing ROW of Ten Mile Road. Connection and/or termination mints will
be immediately south of Franklin Road and north of Cherry Lane. Perform preliminary design
drafting in AutoCAD 2009 using the ACHD construction plan and profile sheets as the base. The
topography symbols on the plans shall be unchanged from the ACHD data. Similarly, proposed
ACHD construction shall be screened on the background and shown on the base plan and profile
drawings. Proposed City improvements will include the construction plans which will include
project title blocks, City standard notes and details, vicinity maps, sheet indexes, north
arrows, bar scales, topography, pipe size, type, slope, invert elevations, ground surface
elevations, temporary surface repair, found monuments and property corners, wrvey control,
pay limits, and special details necessary for a biddable pr~uct. Drafting shall be completed
on base drawing sheets compatible with the ACRD project plans. To the extent practicable,
the current edition of the City of Meridian Standard Specifications and Drawings for
Construction wilt be utilized in the construction plans.
3. Location for the pipeline crossings at Ten Mile Creek, Ten Mile Stub Drain, Eightmile Lateral
and the Union Pacific Railroad {UPRR) will be shown on the plan and profile sheets; however,
final design and detailing will be completed in Subtask D.
4. Submit 60~ draft plans to the City and ACHD for initial review of the alignment and stream
crossing locations. At the City review meeting, future service locations wilE be determined
along with service detail connections.
D. Final Design of Reclaimed Water Pipeline, Construction Plans and Technical Specification
Preparation
1. Incorporate applicable review comments from the preliminary plan submittals and proceed
with final design of the pipeline and details necessary for construction.

Z. Design the pipeline crossings for Ten Mile Creek, Ten Mile Stub Drain, and Eightmile Lateral. A
boring is anticipated at the 'fen Mile Creek Crossing within the existing road ROW. The
crossings will incorporate steel casing sleeves.
3. Design bored crossing under the UPRR railway on Ten Mile Road with an anticipated nominal
cover depth six (6) feet.
4. Prepare 9090 complete construction plans for the reclaimed water pipeline. It is anticipated
that one (1) construction package will be prepared for inclusion into the ACRD Ten Mile Road
widening project. Perform design drafting in AutoCAD 2009 of the construction plans which
will include project title blocks, City standard notes and details, vicinity maps, sheet indexes,
north arrows, bar scales, topography, pipe size, type, slope, invert elevations, ground surtace
elevations, temporary surface repair, boring details, thrust blocking, service connections,
found monuments and property corners, survey control, pay limits, and special details
necessary far a biddable product. Drafting shall be completed on base sheets compatible with
the ACRD project.
5. Prepare technical specifications in accordance with the 2t~8 Edition of the Idaho Standard
Public Wortcs Construction (ISPWC) format, and City Standard Specifications and Drawings.
J-iJ-B shall be responsible for preparing special provisions necessary for the project and for
inclusion in the ACHD contract. A bid schedule will be prepared with estimated quantities
using 15PWC pay items.
6. Complete in-house constructability review and Qp/tZC review of the 909b complete construction
plans and contract documents. Incorporate appropriate suggestions into project design.
7. Submit three (3) sets to the City far review.
8. Incorporate appropriate revisions as ,suggested by the City and reviewing agencies in the final
100 complete "bid ready" set of plans and technical specifications.
9. Develop and issue to the City a final opinion of probable construdion cost.
Task B - Aaencv Coordination and Permittint
1, Agency Coordination and Permitting
A. ACHD Coordination
1. A kickoff meeting will be held with the City and ACHD to establish acceptable corridors. This is
anticfpated to include meeting with ACHD to obtain available construction plans and pertinent
design information for the Ten Mile Road widening project and associated Ten Mile Creek
Bridges} construction.
2. Preliminary design plans (60~) will be submitted to ACRD for review and comment.. Pertinent
comments will be addressed.
3. 90% complete plans and technical specifications will be submitted to ACHD for review and
comment.

B. Drainagellrrigation District Coordination and Permittfng
1. Permitting with Nampa-Meridian Irrigation District (NMID} will be required. J-U-6 will prepare
one (1) license agreement wilt be required under Ten Mile Creek, Ten Mile Stub Drain, and the
Eightmile Lateral at Ten Mife Road, and Ten Mile Creek at the Franklin Bridge. J-U-B will
prepare the necessary license agreement applications and exhibits. Legal descriptions will not
be required with the crossings in the public ROW.
C. USCOE 404 Coordination with ACRD
1. J-U-B will coordinate with ACHD throughout the project and request that ACHD incorporate the
Gity's work into the District's permit.
D. UPRR Coordination and Permitting
1. J-U-B will coordinate with the UPRR and prepare the necessary application for construction of
the bored undercrossing. it is assumed that the crossing will be completed in the Ten Mile
Road ROW, and that no wetlands will be impacted.
2. Final design and construction documents will include permit provision.
E. IDEQ Submittal Packages
1. J-U-B shall coordinate, prepare, and submit final construction plans, specifications, and
checklists for approval to the Idaho Department of Environmental (IDEA).
Task C -Construction Assistance Services
J-U-B's level of effort during construction shall be as a consultant to the City. ACHD's Project Manager
(PM} is acting as the Engineer and the City inspector wilt serve as the Resident Project Representative
(RPR) on the City portions of the construction project.
1. Construction Assistance, Staking, and Record Drawings
A. Construction Assistance Services
1. J-U-B will attend the pre-construction conference, if requested by the City, to discuss the
project with the ACHD contractor and address questions during the meeting.
2. J-U-B will attend progress meetings throughout the duration of the construction as specifically
requested by the City. It is assumed that two (2) meetings per month, over a period of two (2)
months will be required. It is assumed that the contractor will provide meeting minutes.
3. Shop Drawing and Product Data: J-U-B wilt review shop drawing and product data submittals
for general concurrence with the design concept and technical specifications.
4. Construction Administration: On an as-needed basis, as requested by the City, J-U-B witl assist
the City in the review of contractor pay estimates, claims, change order and work directive
preparation, and other miscellaneous construction administration activities.
5. Substantial and Final Site Visits: J-U-B will field review the project with the City assigned
inspector and jointly prepare a tentative punchlist of construction items which wilt be

submitted to ACRD. Upon notification from ACHD that the tentative punchlist items have been
completed, a final punchlist will be prepared with the City inspector.
B. Construction Staking
1. J-U-B shalt provide one (1) set of construction control stakes in accordance with the approved
plans for the trunk sewer and reclaimed water pipeline. ACHD's contractor shall be responsible
for laying out alt work and protection of the control staking. Re-staking wilt be performed on
an additional time and materials basis. The following stakes wilt be provided:
A. Structures: Manholes will be staked to centerline with two {2) offset stakes. Each stake
will be marked with the cut/fill to the indicated elevation.
B. Gravity Sewer and Reclaimed Water Pipeline: Stake at 100-foot increments and at all angle
points beginning at connections. At each location, two (2) offset stakes will be provided
with cut to invert elevation indicated.
C. Record Drawings
7. J-U-B will prepare record drawings from drawings received from the Contractor and City's RPR.
Field survey work will established record invert elevations on the completed trunk sewer
manholes. Two (2) mylar sets of the record drawings and one (1) CD will be delivered to the
City for submittal to IDEA and City use. Each sheet will be sealed by a professional engineer
with the disclaimer "These Record Documents have been prepared based on information
provided by others. J-U-B Engineers, INC. has not verified the accuracy of this information and
shall not be responsible for any errors or omissions which may be incorporated herein as a
result. The seal{s) of the registrants represent that the preparation of these documents was
completed by staff under the registrants' supervision".
