A planter island is required to be constructed at the north end of the row of parking on the west side of the building. Because of the grading on the north end of the parking lot, as it entered Carol Street the landscape island was moved to accommodate a loading ramp. The west parking area has a landscape island located on the north and south ends. The parking area contains six parking spaces and a designated loading area and ramp. The parking design meets the City of Meridian Zoning ordinance. l.lb. Evergreen trees, minimum 6-feet in height shall be installed within the street buffer along Carol Street. I reviewed the landscape design with the Parks Department. Their recommendation along with the Police Department was to eliminate all evergreen trees for security reasons. Because of the amount of utilities located along Carol Street and the addition of the trash enclosure, Parks recognized the limited area that trees could be added. They recommended the addition of two trees. I am proposing the addition of two street trees to match the existing trees. I am also proposing the addition of shrubs at the two service stairways to enhance the entries at Carol Street.(see attached site plan) l.lc A trash enclosure shall be constructed on the site in the location depicted on the site plan in Exhibit A.2 I reviewed the proposed trash locations for the proposed retail center with Sanitary Services. The existing trash enclosure that was installed in the existing parking lot can be used and serviced, but will be limited to a three yard capacity. Sanitary Services reviewed the location of the main trash enclosure as shown on the original CZC at the northeast corner of the retail center on Carol Street. There were numerous utilities located in the proposed location that prevented the construction of the trash enclosure to be located as shown. A secondary location was proposed centrally located at the rear of the retail center.The trash enclosure will be aligned with the driving aisle into the parking lot located north of Carol Street. The trash enclosure will be constructed of concrete masonry block with full height vinyl gates. The walls will be painted to match the retail center. The enclosure will be incorporated into the sloped landscape area behind the building. The new location will service the retail center and the proposed future building located on the corner of North Lakes and Carol Street.(see site plan) 1.3a All wall surfaces, excluding the portion that will abut retail building 3 on the east elevation, consisting of painted block will be covered with texcoat. I worked with Planning and Zonning staff, I am proposing to add two additional colors to the rear elevation of the building. The doors and door frames will be painted one color and a wainscot band will be added to the rear elevation and carry around the west building elevation. The height of the wainscot will be matched to the column base detail located on the west end of the building.( see attached building elevation for location of the wainscot) The front building elevation and the east building elevation will remain as painted. Upon City Council approval a final CZC will be resubmitted along with the amended changes to Planning and Zoning. your cooperation on this matter.
