MERIDIAN, ID 83642 DOBIE ENgNEERING, INC. 777 HEARTHSTONE DR., BOISE, ID 83702 (20$)345-3290 '' TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 1 PROPOSED DEVELOPMENT Study Objectives This study was initiated to assess the traffic impacts resulting from the development of the Tuscany Village Subdivision and to evaluate the capacity of '~ the road system to accommodate the site-generated traffic. Dobie Engineering, Inc., was retained by the developer to perform this traffic study in accordance with ACHD and City of Meridian policy for development impact studies. L On-Site Development Tuscany Village Subdivision is a proposed 33 acre residential development containing 136 single family lots plus a neighborhood park site. ' The property is located south of Victory Road and west of Locust Grove Road in Meridian, Idaho. The project will be developed in phases and is now estimated to be fully developed by the year 2005. Illustrated in Figure 1 is a general vicinity map showing the location of the proposed subdivision and adjacent roads and subdivisions. The posted speed limit is 50 mph adjacent to the site. Locust Grove Road is an unclassified section line road with a 2 lane 30 ft. rural paved section south of Victory Road. The posted speed limit is 50 mph. t The Locust GroveNictory Road intersection is currently all-way-stop-control without auxiliary turn lanes on any approach. The level of service is currently "B." Current average daily traffic and peak hour turning movement counts were collected for the system roadways and intersections. Peak hour traffic data were obtained from recent ACHD traffic counts, DEt counts and traffic studies prepared in 2002 for the Tuscany Lakes development. More recent counts were I not collected due to on-going road construction in the area. These volumes for the year 2002 are summarized in Figures 2 and 3. This includes the projected traffic from the Tuscany Lakes development, but not site traffic from the proposed Tuscany Village lots. This calcution was made to establish baseline conditions from which to assess site-generated traffic impacts. The projected capacity of the adjacent system roadways is shown in Table 3. TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 5 i The year 2005 baseline service levels at the arterial intersections is shown in Table 4 below. In this analysis service levels were calculated based on the existing lane configuration and all-way-stop-control. The baseline traffic deficiencies were addressed in the traffic impact study for Tuscany Lakes.. LJ i i r 1 TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 6 Trip Generation The following trip rates are recommended in the ITE Trip Generation Manual , (6th Edition), for the proposed land uses. The findings are presented in Table 6. TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 8 ' Traffic Assignments Based on the trip generation rates and regional growth projections previously presented, future trips resulting from development of the Tuscany Village Subdivision lots were estimated and assigned to the internal streets and project entrances. The projected average daily traffic volumes on the internal r streets at full buildout of the subdivision are illustrated in Figure 4. Assumed in the analysis were years 2005 baseline plus site traffic conditions. This analysis was based on the procedures ' and methodologies developed in the Highway Capacity Manual (TRB Report 209) for all-way-stop-control intersections. Capacity Analysis: Project Entrance 1 Projected future traffic volumes at the project intersections are shown in ' Figures 5 and 6. It was assumed in the calculations that Victory Road would be improved to a three lane left-turn lane section at the site intersections by the year 2005. Locust Grove Road does not warrant alert-turn lane. ' TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 11 Capacity Analysis: Arterial Intersections ' Presented in Table 9 are the results of a level of service calculation for an all-way-stop-control intersection at Victory Road and Locust Grove Road. Service level standards were calculated for buildout year 2005 PM peak hour ' assuming improved lane geometry with the addition of left-turn lanes on all ' approaches. Details of the calculations are attached in Appendix C. A two-lane section should be adequate. Victory Road should be reclassified as a minor arterial based on current traffic projections and its location between Eagle Road and SH 69. -With the addition of left-turn lanes at the main subdivision intersections, a two lane section will be sufficient. ' TUSCANY VILLAGE SUBDIVISION TRAFFIC STUDY 13 Capacity Analysis: Lane Geometry at Project Entrances The need for auxiliary lane improvements at the project entrances was evaluated to determine if left-turn lane improvements would be needed to serve the development. Year 2005 PM hour traffic conditions were evaluated.
