On November 13, 2008 the Meridian Arts Commission voted unanimously to recommend
that the Meridian City Council institute a $35.00 Gallery Maintenance Fee, to be
collected from artists or organizations responding to the Call for Artists for the 2009
Initial Point Gallery Series. On November 18, 2008, the Meridian City Council adopted
this recommendation. A public hearing regazding the proposed fee is scheduled at the
Meridian City Council's regulaz meeting on Tuesday, January 6, 2009, at 7:00 p.m., at 33
E. Broadway St., Meridian, Idaho. Pursuant to Idaho Code § 63-131 lA, notice of the
City's intent to chazge the fee will be published in the Valley Times on December 22,
2008 and December 29, 2008.
Costs iustifyin~ fee
Idaho Code § 63-1311 authorizes the City to collect a fee for a service that would
otherwise be funded by tax revenues; that statute also provides that fees collected are to
be reasonably related to the actual cost of such service.
The annual operation and maintenance costs of Initial Point Gallery total approximately
$6,713.67. The cost of the hanging hazdwaze and seating installed in the gallery was
approximately $5,687.50. The $35.00 fee is intended to recoup these actual costs,
whether partially or fully, and will be reevaluated in 2010 to ensure that such amount
remains reasonably related to the cost of maintaining the gallery and its appurtenances.
