During the inspection we were informed that the drainfield for the School Bus Shop was within 100 feet of the well. Also, we were told that there is a sewer in front of the shop. The well was designed and constructed to the regulations and is acceptable as a domestic water well if the drainfield is abandoned and the shop is hooked up to the sewer. The well we are using is pressurized and working very well for our operation. We can see no need to abandon this well to hook up to the city well at this time. SITUATION AND FACT This industrial subdivision lies within the jurisdictional mile of Meridian, which will require their review and approval.in addition to the county's. The Nampa -Meridian Irrigation District has commented about their access rights for maintenance of the Evans Drain. It is staff's feeling that the district's rights have been well established prior to this subdivision and would not be affected. Since this -subdivision is an industrial subdivision, staff does not feel that fencing of the Evans Drain should be required. One feature of the proposed Industrial Park in need of clarification is the single access road. Both.the Ada County and Meridian City Subdivision Ordinances state that permanent dead-end streets can be no longer than 400 feet. The particular shape of this parcel with frontage only on Oakes Road does not allow a loop road to be developed that would maintain the lot sizes desirable for industrial use. A widened roadway section located half way along the road would provide an additional turning area. This would reduce the distance vehicles would have to travel to turn around. The street pavement cross section proposed for the roadway is the 37 foot ACRD residential standard adapted to the Industrial Park with a 3 -foot valley gutter on each side. Road on 1/4 Section Line. Meridian master plan suggests an 80 -foot width on all 1/4 section lines. The east boundary of the property lies on a 1/4 section line. Traffic for the industrial development should be confined to the main access for the development and not brought through the potential residential area on the adjacent property to the south. The railroad to the north would probably preclude the development of a through -street. 2. Block Length. Ordinance Section 3B states block lengths shall not exceed 1,000 feet in length. Letter of November 29, 1976 accompaning the preliminary plat requested review of block lengths. Meridian Planning & Zoning and City Council action did not stipulate adherence to this section, therefore, it was assumed that Council action constituted approval of the block length as shown on preliminary plat. In support of the layout it is pointed out that the proposed development is an industrial park with large lots and ordinance requirements designed primarily for residential development are not appropriate. A temporary turn around is provided as shown on the preliminary plat and would provide service until a future street is extended. The intermediate turn around is provided as mitigation for block lengths exceeding 1,000 feet. Construction of a roadway to the east property line is not reasonable at this time because development plans of the adjoining property to the east are unknown and when developed may not require this roadway. Also, the proximity of Franklin Road to the south of the adjoining property will provide adequate access to it. The railroad and Boise Office p 700 Clearwater Avenue, P.O. Block length and the road network has been approved by ACRD. 3. Utility Easements. The utility companies have been contacted and indicate there is no need for additional easements along the rear or lot sidelines since all utilities are to be located in the roadway in accordance with ACHD standards. Drainage easements are as shown on the plat. 4. Improvements to Locust Grove Road. Locust Grove Road at present time is an improved street and serves as the arterial. ACHD, which has jurisdiction of all public right-of-ways, has reviewed and approved the plans as proposed which include the additional right-of-way requested. 5. Curb and Gutter. The ordinance requires combination curb and gutter. A valley gutter with no curb was proposed to provide access at any point on the lot without having to make future curb cuts. It is anticipated control of access to the lots would be achieved with fencing and gate location. 6. Sanitary Sewer. Dry line sewers are proposed to serve the future needs of the industrial park. Provisions for extension to the east property line are provided in the proposed roadway easement. Sewer service connections are not included in the dry.line construction because the desired location of sewer connections on each lot or parcels containing a combination of lots -is not known at this time. 7. Water System. Central water service is not available at the site. Individual wells will be developed for each lot or parcel in conformance with Idaho Department of Health and Welfare and Central District Health requirements. 8. Final Plat Map Scale. Ordinance requires the final plat to be drawn at a scale of.100 feet to the inch. As per our discussion, Lot 8 may be developed with the understanding that the sewage disposal system is to be con- structed 4' above the high ground water to be determined in September. 2. The percolation rate on Lot 8 of 12 minutes per inch means a minimum sewage disposal system would be designed at a rate of 1 gallon per square foot per day. The system is to be excavated 4.5'deep and backfilled with filter material so that item #1 is complied with. 3.
