Mc MILLAN ROADS, MERIDIAN, IDAHO CASE NO. FP-01-024 ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT This matter coming before the City Council for Final Plat approval pursuant to Meridian City Code § 12-3-7 on January 15, 2002, and the Council finding that the Administrative Review is complete which has included certain comments and conditions as stated in a letter to the Mayor and Council from Bruce Frecldeton, Engineering Technician III, for the Public Works Department, listing 8 General Requirements and 8 Site Specific Comments, which are herein found fair and reasonable, and at the January 15, 2002 meeting, Shari Stiles, Planning and Zoning Administrator, Gary Smith, Public Works Director, and Tucker Johnson representing Skyline Development, all appeared and testified at the hearing, and no ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR VIENNA WOODS SUBDIVISION NO. 5 (FP-01-024) -1 one appeared in opposition, and the Council having considered the requirements of the preliminary plat the Council takes the following action: IT IS HEREBY ORDERED THAT: 1. The Plat of "VIENNA WOODS SUBDIVISION NO. 5" as evidenced in Plat bearing the "PLAT SHOWING VIENNA WOODS SUBDIVISION NO. 5, A SIC/LINE DEVELOPMENT COMPANY DEVELOPMENT, LOCATED IN THE N 1/2 OF THE SW 1/4 OF SECTION 29, TOWNSHIP 4 NORTH, RANGE 1 EAST, BOISE MERIDIAN, ADA COUNTY, IDAHO, 2002, CIVIL SURVEY CONSULTANTS, INCORPORATED, SHEET 1 OF 2, HAND WRITTEN DATE: 11/29/01," and SIC/LINE DEVELOPMENT CO., is Conditionally Approved subject to those conditions of Staff comments as set forth in the Memorandum to the Mayor and City Council from Bruce FrecMeton, Engineering Technician III, of the Public Works Department, dated January 11, 2002, listing 8 General Requirements and 8 Site Specific Comments, a true and correct copies are attached hereto marked Exhibit "A", and consisting of three pages, and by this reference incorporated herein, with the additional requirements as follows, to-wit: 1.1 Deputy Fire Chief, Joseph Silva, requires that a fire-flow of 1,000 gallons per minute shall be available for duration of 2 hours to service the entire project. Fire hydralats shall be placed an average of 400' apart. 1997 UFC Appendix III.A. ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR VIENNA WOODS SUBDIVISION NO. 5 (FP-01-024) -2 1.2 Operational fire hydrants and temporary or permanent street signs are required before combustible construction begins. UFC 901.4.2 & 9013. 1.3 Acceptance of the water supply for fire protection shall be by the Meridian Water Department. 1.4 Final approval of the fire hydrant locations shall be by the Meridian Fire Department. 1.5 All radii shall be 28' inside and 48' outside radius. 1.6 All cul-de-sacs to be a 50' radius. 1.7 Insure all yet undeveloped parcels are maintained free of combustible vegetation per section 1103.2.4 of the UFC. 1.8 The roadways shall be built to Ada County Highway Standards. UFC 9O2.2.1. The Central D~stnct Health Department requirements shall be complied with as addressed in the District's Environmental Health Division letter dated December I 1, 2001. Additionally, the applicant shall comply with the requirements of the action of the City Council taken at their January 15, 2002 meeting as follows: 1.10 Under Site Specific Requirements number 1 it shall read as follows: "As in previous cases, applicant is to meet all terms of the approved Preliminary Plat and applicable City Ordinances." 1.11 Under Site Specific Comment number 6 shall read as follows: "By arrow, designate rear of lot for Lots 6, 8, 12, 14, 16, 18, 23 and 25 of Block 11. This is necessary due to the dedication of easements with a note." 1.12 That Site Specific Comment number 7 is hereby eliminated completely from the comments.. The final plat upon which there is contained the Certification and signature of the City Clerk and the City Engineer verifying that the plat meets the City's requirements shall be signed only at such time as: 2.1 The Plat dimensions are approved by the City Engineer; and 2.2 The City Engineer has verified that all off-site improvements are completed and/or the appropriate letter of credit or cash has been issued guaranteeing the completion of off-site and required on- site improvements. C'ty CI~ k Office Request for Final Plat for Vienna Woods Subdivmon No. 5 - 34 Singt~-fami[~ Lots on 9.34 Acres by Skyline Development Company This final plat is a portion of an 80-acre development within Ada County. As part of the City's negotiations with Ada County over the Meridian Impact Area, City Council agreed to provide services to this property. The applicant has built a lift station and approximately one mile of temporary sewer line in Locust Grove to connect to the City's sewer system near Summerfield Subdivision. The City's agreement with Ada County roquires approval of all subdivision plats with the Meridian Area of Impact. LOCATION The property is generally located on the east side of Locust Grove Road approximately one-half mile north of McMillan Road. It is designated as Single-family Residential in the Comprehensive Plan. We have reviewed this submittal and offer the following comments, as conditions of the application. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: SITE 1. 2. The design of drainage areas shall ensure that water is retained only during major storm events for a maximum 24-hour period. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to any building permits being issued. Landscaping and pathways shall be constructed prior to obtaining certificates of occupancy. Although building permits will be issued by Ada County, these elements shall still be met as a condition of approval of the final plat. Applicant shall be responsible to construct a six-foot-high, permanent perimeter fence along property boundary, except where the City has expressly agreed, in writing, that such fencing is not necessary. Fencing is to be in place prior to applying for building permits. ' t fi s 'v'io · Application for sewer and water will need to be processed through the Public Works Department for each building lot. Assessment fees will be collected at that time. The City of Meridian will require inspections of service line connections. GENERAL REQUIREMENTS 1. Any existing irrigation/drainage ditches crossing the property to be included in this project shall be piped per City Ordinance 12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Net density calculation on plat application is incorrect. Provide updated information for inclusion in file. Any existing domestic wells and/or septic systems within this project will have to be removed fi-om their domestic service per City Ordinance. Wells may be used for non-domestic purposes such as landscape irrigation. 4. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K. Provide a copy of the "final" letter from the Ada County Street Name Committee, and make any changes necessary to conform. 6. Coordinate fire hydrant placement with the City of Meridian Public Works Department. Sewer and water mains shall be exlended to and .through the proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. One-hundred-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdividar's expense.
