t Dear Brad:
' On behalf of Dave Callister, we are requesting a comprehensive plan map amendment, annexation
and conditional use permit approval for a project located generally southwest of the Overland Rd.
and Stoddard Rd. intersection. The site is located in the Northeast '/a of the Northwest Y< of Section
' 24, Township 3 North, Range 1 West, Boise Meridian, Ada County, Idaho.. The Ada County
Assessor's parcel number for the site is S 1224212500.
' The comprehensive plan map amendment proposes to change approximately 12.25 acres of the site
(the area north of the Hardin Drain) from Mixed Use - Neighborhood to Commercial. The existing
' Idaho Power Substation area, (7.54 acres) would remain public/quasi-public.
The proposed Comprehensive Plan Map Amendment to a commercial designation is consistent
' with the adjoining commercial land use designation to the east. Further, a commercial designation
provides a transition from the industrial areas north of overland to the residential areas south of the
project. The commercial designation proposed is more appropriate than. the mixed-use
' neighborhood designation due to the fact that a substantial area around the Meridian Rd./Interstate
84 interchange is designated as commercial. No other parcel in this area is mixed-use
neighborhood. There are many uses within a mile of this pazcel that already provide mixed-use
' neighborhood type uses including grocery stores, retail shops, professional offices, and others.
Based on existing commercial developments the character- of this general azea is commercial in
nature rather than an area requiring amixed-use neighborhood designation. Further, the
' commercial designation is more appropriate than mixed-use neighborhood for the contractor's yard
.and mini-storage facilities proposed. The Meridian Comprehensive Plan (MCP) Chapter 7
' indicates that commercial azeas are along. transportation corridors. The proposed development is
,adjacent to a collector street (Stoddard Rd.) with the arterial street system in close proximity (i.e. -
Overland Rd., Meridian Rd., and Interstate 84).
' The annexation request is for approximately 19.79 acres with a zoning designation of C-G (General
Commercial): 'The property is contiguous to Meridian City Limits on the north and a portion of
' the east side. Surrounding land uses include industrial to the north of the site, agriculture and rural

residences to the west and south, and finally urban residential (single family) and property
transitioning to commercial to the east. The City Council has approved a C-G zone for the area east
of the site and north of Beaz Creek Subdivision. The annexation and C-G zone is desirable due to
the close proximity to a interstate interchange which is surrounded by substantial commercial and
urban development. The development is a natural outward progression of the city with city limits
bordering two sides of the parcel. The annexation and proposed development also expands the
commercial tax base and revenue received by the City of Meridian.
The conditional use pemvt (CUP) request is for the development of 5.91 acres of the site. The
conditional use permit is required by the Meridian Zoning Ordinance for contractor's yards
proposed in a C-G (General Commercial) zone. The proposal includes a contractor's yazd for an
excavation company and mini-storage facilities. The CUP is proposed to have. two phases. The
fast phase is the development of the contractor's yazd including the office, shop, and equipment
storage azea. This phase consists of approximately 3 acres. The first phase is planned for
completion of improvements and commencement of the use within eighteen (18) months. The
second phase of the development is the mini-storage facilities. This phase consists of roughly 2.19
acres. Phase two will likely follow the first phase by one year. Finally, a third phase (consisting of
about 6.34 acres) is indicated. on the site plan (northern portion of site). This final phase is
proposed for development at a later date.
The area of structures proposed with the conditional use permit is as follows:

' The CUP site plan was designed to place the office building adjacent to Stoddazd Rd. with the shop
and contractor's yard further to the west The placement of the office in this location will help
buffer the contractor's yard from Stoddazd Rd. The storage units will also assist in screening the
contractor's yard from Stoddard Rd. The north portion of the site (approximately 6.34 acres) is
proposed,for commercial development at a later date. The contractor's yard equipment storage area
and shop is at least 300 feet away from the nearest residence (including Bear Creek Subdivision to
the east} except for the house immediately to the east. The house is approximately 250 feet away
from the contractor's yazd equipment storage area. However, this property has been approved by
the City Council for annexation with a C-G (general commercial) zoning designation.
' A twenty-foot (20') wide landscape buffer is proposed along the Stoddard Rd: frontage adjacent to
the development area. Additionally, phase 1 (contractor's yard Storage and office area), has an
' additional twelve feet (12') of landscaping (a total of 32') adjacent to Stoddard Rd. Landscape
berms will be provided along Stoddazd Rd. adjacent to the development area. The landscape berm
' for Phase 1 and 2 will be approximately four feet (4') tall and rivo feet (2') tall respectively. ,A

1 portion of the landscape buffer areas will be utilized for storm water detention areas (as shown on
the site plan).
' Meridian City sewer is not readily available to the development area at this point in time.
t However, the sewage use is minimal and will consist of sewage from the office/shop building only.
The office/shop building is projected to contain three restroom facilities. Therefore, the project
proposes a septic system for sewage treatment until such time as sewer is available to the
' development azea at which time the project would connect the Meridian City sewer and abandon
the septic system. Water service will be extended to the development azea from an existing twelve
inch (12") water main in Stoddard Rd. Anew fire hydrant is proposed near the entry drive to
' Stoddard Rd. on the south side of the entry drive. Another fire hydrant is proposed in the mini-
storage area as shown on the site plan. Pressure irrigation will be provided to the development
from an existing well located near the northeast corner of the overall property. Storm drainage
' from the office parking area will be routed to drainage Swale. Storm drainage from the mini-
storage will be routed along valley gutters into seepage beds with some routed to a drainage Swale.
The Hardin Drain is currently fenced along the south side. The CUP proposes to fence the Hardin
' Drain along the north side. Fencing is proposed to be 8 ft. tall, chain link with vinyl slats along
Stoddazd Rd.
The 5.91 acre area indicated for development is lazge enough to accommodate the proposed uses
and meet Meridian Ordinance requirements. The conditional use permit is intended to be in
' accordance with Meridian City Ordinances and the Meridian Comprehensive Plan (as amended by
this .application). The project will be compatible with other uses in the general area based on the
approved annexation and C-G (general commercial) zoning immediately fo the east. Further, land
' near the northeast corner of Overland and Stoddazd Road has been approved by Meridian for
recreafiona] vehicle sales and storage. Other compatible commercial/industrial uses are found in
the vicinity. The proposed use should not adversely affect other property in the area. Again
' landscape buffering, as proposed, exceeds Meridian City Ordinance requirements. Also the
contractor's yard shop and equipment storage area aze over 300 feet away from the nearest urban
residence lot line.
Stoddard Rd. is designated as a collector street by ACHD. Currently there is 33-feet of right-of-
way from the centerline of Stoddard Rd. According to .SCHD staff, no additional right-of--way is
' required along Stoddard Rd. at this time. Sidewalk will be provided along Stoddard Rd. within
the right-of way as each phase develops. Therefore the Stoddazd Rd. street frontage will be
improved with the sidewalk only as each phase develops.
' Access to the contractor's yard facilities and the mini-storage units will be from a single access
' to Stoddard Rd, The contractor's yard facilities also propose to utilize an existing. access -road
from Overland Rd. The access road will allow trucks and equipment only to access -the
contractor's yard from Overland Rd.
' Pre-application discussions were held with Meridian Planning and Public Works Staff on several
' occasions including December 9, 10, and I3, 2002. Meridian Staff included in the discussions were
' Brad Hawkins-Clazk, Dave McKinnon, and Bruce Freckleton. Public Works indicated that water

was available in Stoddazd Rd. Planning Staff indicated that a Meridian Comprehensive Plan Map
Amendment was necessary.
The developer or user of the property agrees to pay any additional sewer, water, or trash fees or
chazges,ifany associated with the use.

the name of the applicant, description of the subdivision, and time, date, and place of the public
hearing. Postings shall be on the official notice forms provided by the City of Meridian.
