HINRICHS Chairmen Zoning & Planning Subject: Conditional Use Permit for Beauty Shop in Residence Dear Mr. and Mrs. Kennedy: My understanding of the interpretation of a conditional use for have occupation beauty shop as defined by the Planning and Zoning Cattmission in actions taken previously: 1) The have occupation designation is a special consideration given a homeowner to conduct business in a residential zone. 2) The Planning and Zoning felt that it would be permissable to use another operator as a substitute for the haneowner. 3) Hiring additional operators or renting the facility to another operator does not conform to the home occupation status and would be a violation of the zoning ordinance. It was also a requirement ''R to continue the 10 inch diamemeter main westerly through the subdivision, along ;~; Chateau Avenue approximate location of 1/4 section line, to Linder Road and then ~'f, North and South along Linder Raad to the Subdivision boundry. Since the installation of the 10 inch water main is to comply with your `, overall master plan and our development does not require a supply main of that size, we respectfully request your participation in the cost of installing the 1D inch supply main, Attached for your reference are three drawings showing the proposed location of the 10 inch water supply main. ~ ,;;,~~~ Your consideration of this matter is appreciated. He stated that in February of 1982, the Health Department had adopted a grading ordinance that will be used district wide. Turco showed examples of the grade cards that CDFID would be using. Turco explained that CDHD has a similar arrangement with '~~~ Garden City where CDHD is enforcing a grading ordinance, and the City has dropped it's fees. Motion Carried: Kingsford, yea; Orton, yea; Tolsma, yea; Brewer, yea; There. was more discussion concerning the procedure of the Findings of Facts and Conclusions of Law. (Tape on File) It was concluded that the Finding of .Facts and Conclusions of Law procedure could not be streamlined, and could not be .prepared until after the Public Hearing before the Council, because of the input frcn the Public. The input from the Public Hearing would be a great consideration in preparing the Findings of Facts and Conclusions of Law. It was determined that the Findirgs of Facts and Conclusions of Law .. need only be done at the Council level, anc did not need to go back, or be done at the Planning and Zoning level. The recommendations of the Findings of Facts and Conclusions of Law are only considered at the C~~ncil 1eve1, and are only adopted at the .Council level. ~~ ,~ ~~ ~t , ~i ,; ~ ~ ; ~ c~ A r ~~~ ~ f ._ r r ~:d • ,x ~~ 3 , ~, r h i ...~ . t,', hi c ~ ~i ~ - ~, . rh. r Meridian City Hall 3.
