It is quite apparent, as you noted., that space at your operation is at a premium. The following is a little background of the City sewer system and the basis of the hookup and user fees. Several years ago, the City of Meridian embarked on a program of funding the construction of badly needed sanitary sewer interceptors and a replacement for the aged sewage treatment facility. Ftuzding was developed through passage of a local revenue bond election and through receipt of a grant with the Federal Environmental Protection Agency. As these projects developed, it was necessary to update the City wastewater ordinance that now appears as Chapter 5 of Title VII "Health and Sanitation" of the City Ordinances. The purchaser of the revenue bonds required the City to be party to a bond redemption agreement that sets forth certain conditions the City must meet for repayment of the bond debt. Basically, sewer hookup charges and a portion of the sewer user fees are marked for bond retirement. The City Sewer Ordinance outlines the number of "equivalent connections", to be charged for various types of non-industrial businesses, in determining the hookup charge. The basis for the "equivalent connection" is a (one) single family residential dwelling unit. The hookup charge of "one" equivalent connection is currently $400. The hookup fee for an industrial user contributing to the sewer system is determined by individual case. The Ordinance states the fee shall be allocated in proportion to three characteristic of the sewage, namely, the flow (Q), the biochemical oxygen demand (BOD) and the suspended solids (SS). The fee alloca- tion is set forth as Q = 54 a; BOD = 24 0; SS = 22%. Since the hookup charge is based on the single family residential unit (one equivalent connection), the City determines the industry hookup charge by ~ ~' C.: 7 ~~ ~~ r 7hi-A~if~~~'i2'`. .. The total charge is allocated by the sewage characteristic percentage previously outlined. The calculation is: Q: 0.54 x (Industry Q -Gal/Day) x $400. 90 g.p.d.p.e. x 3.2 people/residence = $0.75 x Industry Q (gal/day) BOD: 0.24 x (Industry BOD - Lbs./Day) x $400. 0.2 lb.p.d.pc. x 3.2 people/residence = $150 x Industry BOD (lb./day) SS: 0.22 x (Industry SS - Lbs./Day) x $400_ 0.2 lb.p.d.pc. x 3.2 people/residence = $137.50 x Industry SS (lb./day) ~. `~ ~.' ~ a X;i f;,~?:: ~; _ ,~ ,` .,. _, ,. ~;.. ~~. ~. ~: r,,. , ~. ~" ;~; ~; ;;}i, ,~;.. ,. .F where: gpdpc = gal./day/capita lb.pdpc = lb./day/capita The use fee (monthly charge) is a percentage of the treatment plants monthly operation and maintenance expenditure based on a ratio of the industry contribution for each wastewater characteristic outlined above, to the total measured characteristic at the treatment plant. The calculation is: Ci = fl Ct ~ + f2 Ct BODi + f3 Ct SSi Qt BODt SSt where: fl = 0.54; f2 = 0.24; f3 = 0.22 Ct =Monthly treatment plant operations and maintenance cost. Qi, BODi, SSi =Industry contribution of each characteristic. Qt, BODt, SSt =Treatment plant total received of each characteristic. Ci =Industry monthly user fee. The City would require that a flow monitoring and automatic sampling sta- tion be installed in the industry outfall line at a point immediately upstream of its discharge to the City sewer. The initial hookup charge would be based on a summation of Q, BOD and SS outlined above using a "best guess" basis for the three characteristics of the industry sewage. The hookup charge would be re-evaluated by testing of the samples taken and flows recorded by the monitor- ing station up to a time when the industry's operations had stabilized. This would probably be within a six month period following industry start up. The City will need your assistance in developing values for your flow (Q), BOD and S5 based on your new equipment and modes of operation.
