Agenda Gem Fabricators 1 report Aaron Burtzoff, part owner of Gem Fabricators, was present to give progress li.. upon bringing building up to Code, located at 516 ~°+erid~an Street. Burtzoff stated that they had contactec. the owner of the building, thrtiugh George Carey, and he indicated that if they got 3 or 4 insulation 'yids they U~~c-uld consider putting the insulation in. Burtzoff had contacted several '~idders upon the installation of the insulation, relayed to the owner, owner instructed to .get the low bidder (Intermountain West) and they said they would "awe to order the insulation since it was a special insulation, special ~~~.°~dt~~, fiber-glas insulation with vinyl back, approved for Class T, Class ~~. rating for what Gem Fabricators neec! to comply with ~; Code. Burtzoff stated 'chat he would be ge':ting a permit for building. A ~:rawing has been presented to the Building Inspector for the Spray Booth. The booth would be basically the same as Cook°s Fiberglas in Nampa. h en recommended a 15 day extension. T r Vern Sc o s ecto i3u~ld~ng rn p Agenda 2 The P~lotion was °nade by Brewer and seconded by Kingsford that Gem Fabricators be allowed a 15 day extension to complete the work and the plans that need to be compl e~ted. Motion Carried: Kingsford, yea; Brewer, yea; Tolsma, yea; Orton, yea Councilman Kingsford advised Burtzoff to contact the Sewer and water departments as to their requirements. Councilman Orton stated that there shouldn't be any additional hookup fees as it is the same use as before basically. Sherman Louderbough -Museum ~~iscussion Sperm Louderbough add^essed the PAayor° and City Counci 1 , and the publ ~i c , wi th a pl an to donate his valuable antic~.e co~ilection of engines, cars, etc. if a museum c~~uld be provided. Louderbough felt this. would be educational, entertaining and questioned the Council as to their feeling. f~9ayor Gla°ssyer stated that the City was still trying to get a Senior Citizen Center and ,mere in need of a new City Ha11. Councilran Brewer stated ''ghat everyone realized that a ~^~~seum could not be built now the way things are, but make t'•ie public .ware and Help find a facility to store 'chase things safely -until amore peru~anent arr,ange~~_nt could be made. He pointed out this would be a very worthwhile project. Councilman Orton stated that these items were going to have -to be enclosed, ventilated, secure and were too valuable to take chances with. If the City were to consider 'waking Louderbough's offer, the care would have to be the first obligation. George Carey stated that he felt the City would not have to say "yes" or "no" at this time for an offer like this, but take it (museum] into consideration and through advertising, and through others willing to donate ~rt-ac1es, there may be a tax advani;age for someone to donate same space to stare i;~ _ e~+t`~=.~• on a permanent or '~;~mporary basis. The City could .=~oice around -that they have '~,ie start for a m~~~seum` and need a pl ace to store i t. Mayor Glaisyer stated that this definitely will be considered. Councilman Brewer stated that this ~~tiscussion should initiate an interest. ThW helicopters would be flying in from any and all d'~rections.and would have I-84 and the water 'cower for easy direction to the ".e1i-pac , ~~, , Councilman Orton questioned the flight traffic rules. The answer was that they were sure they would. Mayor Glaisyer questioned the safety factor in conceNn with the Rec_!ional Mall. Nei 1 son stated that they ( helicopters ) are outfi tt~_~ i n bi g ci -ties -~:,~ go from building to building. - Councilman Tolsma questioned the fuel storage. Neilsen stated that they do not plan on fuel storage at this time. The Motion was made by Bill 3rewer and seconded by Rick Orton to renew the 1982 Beer and Wine License for O.J.°s Restaurant. E' Motion Carried: Brewer, yea; Orton, yea; Tolsma, yea Kingsford; nay There was discussion concerning the loophole in the City's beer and wine ordinance. - There is now a clause in the ordinance that allows X100.00 renewal fee instead of X200.00 if the licensee waits until sometime after January 1st to renew their license. Attorney Crookston was directed to review this clause ~'n Ord Hance 392 and 393. Agenda DEPARTPIENT .REPORTS: ~~ 5 Building Inspector Vern Schoen: "Custom Wood Products have shut down, moved out. Gem Fabricator's are in the same status that they were the last meeting - very little '~ change and still operating. They (Gem Fab.) still have until February 16th. ~ ` I have found out about a spray painting shop on West Taylor over by Huico. With the ` ~f' Council's approval I will see if I can `:t work out something and then report back." A ~. T City Engineer, Gary Smith recommended payment of $826.40 to C.Wright Cc~~struction ?t'~ Co., Inc. for building an access road for the sewer treatment plant to facilitate g. 'r getting samples for effluent in Five Mile Creek. This was a Sewer Plant construction ti.,-; item. - The Motion was made by Kingsford and seconded by Tolsma to transfer to and pay from ,;~`• the Construction Account, Wastewater Treatment Plant Project, X826.40 to C. Wright ` ~ Construction Co., Inc. . ~:, ' Motion Carried: Kingsford, yea; Orton, yea; Brewer, yea; Tolsma, yea i ; 1 ,~ ~ Engineer Smith presented an agreement from thr= U.S. )opt. of Water and Power Resources that concerns the agreement for a sewer line crossir,l for Eethavin Subdivision, from their Subdivision across Nine Mile Creek to our ?° cjsector - it also crosses Rutledge ' Lateral. Smith recommended that Attorney Crookston examine the agreement - it is a . ~ standard type of an agreement that we have had on all of our c~t:her crossings. ` '~ Attorney Crookston recommended that no action be taken unti~ a.ll c4ocuments have been ~ , ~, i reviewed and submitted. ~` ' ~ City Engineer Gary Smith stated that t"e developer of Meridian Manor ;#~3, Bedelco, has Y'` ~. ~' ~ reo,uested some type of documentation on the water/sewer system that was, put in out t. there, for approval. Smith stated that he had nog: found any record. The streets are ~~ in and usually the systems are tested and approved ;prior to paving. Krishnek stated that the State Electrical Inspector's deadline for bringing up to Electrical ;: Code had expired and did not care to opera-~e under ~~hat circumstance. We have intiated some steps to correct the seven violations. r. Burtzc~`"f stated that they had met with all inspectors, removed the Romex, oepn wires, d isconnected the compressor that wasn't wired right, plan to relocate the gas furnace, 1 compressor. The existing insulation seemed to be the biggest and most costly problem. There was much discussion concerning the insulation. (Tape on file) Burtzoff: "Von Brethorst,(State Electrical Inspector) indicated to us that if we were to .take an area under t,ne existing balcony arc° build a spray booth out of it, and work closing with Vern and the Fire '~arshal, abide. with all the Codes, that we could possibly ~ , work something out as }°ar as t~7e State is concerned." "We have taken care of five of the seven violations - we have removed our Acetone and € limited to two gallons, picked up our housekeeping, installed exits signs, more "no k `, smoking"signs. ' ~. i Councilman Orton questioned the Fire Chief and Building Inspector as to options concerning the Spray booth, insulation or Fi~^e ~Jall and Councilman Williams ~. pointed out that the building as insulated cannot be rented out for any shop use ~: and that perhaps they could work something out with the Landlord. George Carey, r representing the owners of the building, Viking Sprinkler Co., explained the uses of the building and stated that the only difference between the section Gem Fabricators use is the insulation. Carey was pessimistic that the owner would want to come in and .re-insula~l,e the building but was going to contact hirn. r Burtzoff: VJe can't afford to initiate any more dollars into it than we already have ~ unless we know where we stand - we've put a lot of labor into it and now it's coming P down to hard big bucks with the spray booth. If the owner doesn't want to go with the insulation we will just have to lock it up and move." There was discussion as to the liability of the City if the Council were to allow a variance from the Code. Attorney Crookston explained that a "hold harmless" agree- ment would not solve the problem. (Tape on file) Burtzoff stated that they had disconnected the compressor because of the wiring and could not operate until it is hooked !!p. Enclosed is a drawing for an approved combination sand and grease trap that should be adequate for the Irvashing operation proposed by Mr. Sewall. I have peen in contact with earl Ra~.sch concerning problems with an artesian well and ';he bu}lding storm drains discharcing into the sanitary sewer system. The well at present is discharging approximately 5.5 GPM to the sewer - in summer months this discharge is considerably greater. These problems should be addressed along with requirements for the sand trap. I feel t:lse deficiencies can be coti~;~ected at a reasonable cost if we can work together on them, I have reviewed the information you have supplied and in accordance b°dith our sewer use ordinances the operation proposed by Mr. Sewall would be equivalent to 21 residen-~ial units @ X400.00 each or $8,400.00; monthly charges would `~e x;1.20/1003 r.allons, I have also included a copy of City of Meridian Sewer Ordinances that cover use of the sewer sys•ce~~ by commerc'al users. Motion carried.
