I am sending a letter to Central District Health (copy attached) explaining the situation, and they will respond with specific requirements. I would think you will need one toilet each fpr men and women, located inside, vented, with regular maintenance by the supplier. It has been represented to us that approximately 15 employees will be at this business for ~,, one eight-hour period per day. We will require that the Owner of Jada-Mill comply with your requirements for number and type of chemical toilets and the °~~"~ frequency of maintenance. As you will recall from our past phone conversation, the necessity of this request is because of work stoppage, due to weather, in extension of the ,,,-;' sanitary sewer line in East Pine past this building to the Upland Industrial Park. The Contractor for this extension, Sommer Construction, is not sure when he will start up again, but as soon as he passes this building, the City ~~-. will endeavor to have the sewer line downstream of this building approved so it can be connected thereto. 4~~`:;: The plating operation of this industry is remaining at their present location in Garden City and will not be moved to this new site until after they are allowed to connect to City sewer. Kingsford: There has been both pro and con comments on the parking citations being given. Mr. Clark Clough contacted Jack yesterday about encouraging the City to purchase another cabinet to put in the license department. There are all whole variety of materials placed in those cabinets. I am passing this on to the Council for your views. The charge is $300.00 for the purchase of the cabinet and for him to keep the cabinet full of material. Myers: My suggestion would be to talk to some of the service groups and see if they'd be interested in helping. The Motion was made by Morrow and seconded by Tolsma not to fund the $300.00 annual fee for another stand but to research and try to find someone from the private sector to fund this. Motion Carried: All Yea: Kingsford: The second item that I have is we do not have any type of policy that covers the scope of fees for copies, we certainly want to encourage people who want to know about the City that it's open book, but when copies are made we need to have soave sort of policy. Motion Carried: All Yea: Kingsford: We have one other request, the gentleman couldn't be present and asked if I would bring this to the Council. Hi-Micro Tool would like to have the Council's approval to place temporary office space at their site for a period of ten months. Item 1 Wayne Forney; J-U-B Engineers - Amended HUD Water Project Wayne Forney explained that there are surplus funds from -the HUD Sewer Project that began in February of 1982. In meeting with HUD, they expressed that is was acceptable to them to transfer the surplus funds to a water project, as long as the benefit was to low to moderate income residents. The area ixi reed was identified as King Street. There have been 17 people sign up for the project along wing Street. Forney stated that he felt the project would be completed prior to October 1, 1982. Construction would start about September 1, 1982.. The City would have to award a contract for the project. The Motion was made by I~sngsford and seconded by Brewer to approve the amended HUD Grant to include the Water Project on Kir_g Street. '~~1 Item 3 Public Hearing - First C~urch of Christ; Locust Grove, East Pine Annexation Mike Anderson was present representing the request by the First Church of Christ for annexation of their property located at Locust Grove and East Pine into the City of Meridian, to be zoned "D' Industrial. ~';. Anderson: "6Je purchased this property in 1977, prior to the Comprehensive Plan, after ` which we found it was pr,~bably not the best place to build a Church." "U!e were advised by the Planning and Zoni~~g that yes, we could build a Church there, but it would probably be in an~inalustria1 area ~We then proceeded to find another piece, which vre did buy out on Cherry Lane. rdow vre end up property rich and cash poor." Smith: ~":We are apply~~g for annexation for the advantage of making the property more markeiable. We wish to .sell the propertyit's been on the market for about a year. That is,our sale purpose. We purchased this property in 1977 with the intention of building a Church on that corner.. This was prior to the Comprehensive Planning that came out and said that-that property was going to be industrial, a commercial site. We at that time started s~ar'ching for another property and we found another piece of property ' out on Cherry Lane West of Linder. Before we have plans to proceed with the Church building:out there, and it's all ready to go, as soon as we find a buyer for this piece of, property.
