Challenge #5- Funding City Services Within Revenue
Limitations
Population growth, increasing demand, and escalating need for more services,
coupled with revenue limitations make it increasingly difficult to maintain basic
services and fund new programs. An increase in city residential and commercial
population and an evolution from small town to urban dynamics has resulted in
the need for more and higher quality services with equal or less funds available.
As new construction continues throughout the city and its area of impact the ability to
meet expectations for public safety, utility service and infrastructure and recreation
and open space is constrained by revenue limitations.

Major Long-Term Goals
To increase public understanding of ramifications of tax limitations to increase
public support for tax levy increases, bond issues, community partnerships, and
fee increases.
To increase the number of alternative funding sources such as community
partnerships, grants and endowments, and fee supported programs.
To increase long-term planning for optimal use of limited revenues.
Key Strategies
Share financial information and analysis with the public via a user friendly and
attractive web-sit, visits to civic groups, and use and involvement of the media.
Incorporate city strategic planning process into the FY2003 budget process.
Integrate with a performance based budget process that ties growth to major
issues and challenges, long-term goals, annual measured objectives and key
actions. Budget planning and strategic and operations planning will occur in
concert.
Compile a citywide long- term capital budget and maintenance improvement
plan and incorporate into the budget process.
Department Directors and Mayor will seek grant and endowment funding.
City Council and Mayor will seek community partnerships.
Mayor and Council will prepare an annual legislative action plan to keep
Idaho’s legislators informed and aware of the city’s financial needs and
problems.
