Williams called for comments from the public. There were no comments from the public. i Federal Revenue Sharing Pre-budget Hearing was closed at this time. f Agenda 2 Kenneth Westby - Conditional Use Hearing - Bicycle Repair Williams called for hearing of a conditional use permit fora bicycle repair shop to be located at 234 E. 2nd St. Elenita Westby spoke in behalf of her husband, Kenneth, stating her husband would like to repair bicycles fora source of income, he has all the tools, there is no noise factor in the repair work, all neighbors within two (2) blocks have agreed that they would like to have a bicycle repair shop brought in. Westby stated that they have ample room for parkins as there would just be a drop off, repair, and pick up business during business hours. Also, all scrap vaill be disposed of properly. Williams called for public comment. There was none. Williams announced that the hearing for a conditional use, 234 E. 2nd St. Bicycle Repair Shop requested by Kenneth G. Westby is hereby closed. Determination wi11 be taken concerning the permit on the August 18, 1980 regular meeting. Agenda 3 Tina Sherman was present to present a petition to ask the city for help in providing jobs and recreation, ,.; Sherman asked fora bulletin board with a listing of jobs. Williams suggested that the Chamber of Commerce help with the bulletin and addressed ~'~'~ .Steve Gratton, Chamber Member who was present. Brewer stated that perhaps there could be a program through the school system also with the local newspaper. ''~' Williams lamented that the opportunity of hiring teenagers is effected by wage laws, the short time they can be there, most businesses cannot afford to hire ~~+ them. The Motion was made by Pipkin and seconded by Hinrichs to remove Mitich Rezone from the .table and consider proposal. Based on the fact that the City Attorney had informed the City Clerk that the zone of Commercial Limited Office was permissable. The Motion was made by Pipkin and seconded by Spencer to recommend to the City Council that they grant the rezone application of Bob Mitich's property, 1625 W. Pine, to "C" Commercial Limited Office, to have design review. Motion Carried: A11 yea. -~ Agenda 2 .< Hearing -Kenneth Westby - Conditional Use for bicycle shop located at 234 E. 2nd. Elenita Westby was present representing her husband, Kenneth, who was called . out of town. Elenita stated that her husband would like to repair bicycles in their garage as a business. He has everything he needs for repairing, as he has wanted to do this for a long time. Westby has been unemployed and needs the income. Mrs. Westby stated that~she had measured the parking area, (corner lots) 110 feet area along King St. and 80 ft. on 2nd St. There would not be that many people coming in at one time. The neiahbors have given their approval for this use. - Pipkin questioned if this would be used solely as a repair shop as opposed to sales. Mrs. Westby stated only the ones that her husband would have fixed up. As far ~''~ as buying and selling new bicycles, she could not see at all. j-~' In answer to off-street parking, Mrs. Westby stated there could be three (3) spaces. This repair will not envolve welding or cutting. None of the tools are electric so there would be no noise. The Westbys have obtained approval of all neighbors within a two block radius and were encouraged to have a bicycle repair in Rieridian. This would be kept at business hours. ~~'~ Spencer questioned off-street parking. Westby answered there was none. Hinrichs questioned length of business parking. Ulestby stated that the stay `~`~ would only be long enough to drop off and pick up, as it takes time to repair a bike. ' Chairman Sharp called for public comment.
