Agenda 1 Small World of Wisdom Conditional Use Hearing 1403 E. 1st St. - F. A. Nourse 3rd Amended. Annabelle Youmans, a licensed preschool teacher, was present to request a conditional use for a pre-school. Youmans explained her teaching program, ability, and the need for a nine month preyschool session. The building inspector and fire marshal's letter of investigation on file with these minutes. The fire chief had no ob;;ection as long as there would be a limit to fift'n children. Youmans stated that the childrens pick up times would be staggered, the back door would be used, no activity in front, the back fenced, the drive along the side of the property all the way back to a turn around facing the front, two resting places with clear view of the driveway, never any backing. Mayor Glaisyer called for public comment. Hearing closed. a' The Motion was made by'Orton and seconded by Kingsford that Annabelle Youmans dba Small World of Wisdom be granted a conditional use for a preschool, contingent upon the qualifications of the March 4, 1980 letter by the building inspector and fire marshalt limiting to fifteen children. Meridian Planninq and Zoning April 14, 1980 Meeting called to order by Chairman Don Sharp at 8:00 p.m. Members present: Annette Hinrichs, Kenneth Tewksbury, Lee Mitchell, Burl Pipkin. Others attending: W. R. Johnson, Cal: Berryman, Annabelle Youmans, Susan Bess, Kelly Bess, M. Watkins, Rhonda Stanley, Christine Kay Evans, Janice Campbell, Vana F. Nelson, Doris M. Hart, Vicky L. Marz, Paula M. Williams, Donald A. Nelson. Minutes of previous meeting were approved as read. .AAgenda 1 Small World of Wisdom Conditional Use Hearing. - 1403 E. 1st, F.A. Nourse 3rd Amended. Plpkin'abstains from Hearing. Annabelle Youmans was present,requestina the Conditional Use for a Day Care School. Annabelle stated that she now has the pre-school and day care combination license.at this time, located at the Christ Lutheran Church in the educational annex. She explained her dedication to pre-school teaching and education before kindergarten. Youmans stated that the pre-school children should be divided from the day school children and needs a separate place for the pre-school teaching which would benefit both groups. This would be the nine month pre-school session and turn to day school approximately the first of June. Youmans stressed the advantage to the children and the smooth running of the pre-school and day care. Youmans stated she'w®uld be licensed for 15 children. There was discussion concerning the E. First Street traffic. Youmans explained the plans she has made to control any traffic problems. Petition with more than 75% of property owner signatures was reviewed and approved. Chairman Sharp asked for public comment for hearing. Vana Nelson stated that Annabelle Youmans provided excellent care and supervision . at all times. Cal Berryman, realtor, stated that all requirements of the building and fire inspectors will be mei:. The Motion was made by Hinrichs and seconded by Tewksbury to recommend approval of Small World of Wisdom Conditional Use, 1403 E. 1st, Annabelle Youmans, upon condition that the requirements of the building inspector and fire marshal are met and should the number of children exceed fifteen, that the requirements stipulated in their.letter of March 4, 1980 be followed. Motion Carried: Hinrichs, yea, Tewksbury, yea, Mitchell, nay, Pipkin, abstain. Agenda Z W. R. Johnson.Conditional Use Antique Shoppe Hearing, 1103 E. 1st St. Johnson stated that he had recently purchased the Window Box and now requests a Conditional Use to operate an antique store. There was discussion concerning the use. Johnson stated.there would be authentic antiques, maintained within, low volumn of traffic, no promotional sales, and no lighted signs. There was no public hearing comments. od �'; J ka a� 1409 East lst Street Meridian, Idaho 83642 April 21, 1980 The Honorable Mayor and City Council City of Meridian Meridian, Idaho 83642 Gentlemen: This letter is in regard to the property located at 1403 East 1st Street, Meridian, where the Small World of Wisdom has applied for a conditional use permit for use as a day-care center. Since we are unable to attend the meeting we would like our views known regarding this property. We live next door at 1409 East 1st Street. This property is on an extremely busy street near commercial properties and seems completely unfit for a day-care center handling small children. Besides the danger of small children near the heavy traffic, the pickup and delivery of the children could be dangerous and difficult. This property has been unkept for quite some time and is now in deplorable condition. This property is the only property in the neighborhood in such condition and affects negatively the property values in the surrounding area. We would be adverse to a day-care center being operated there and would respectfully petition that the property be kept in good condition in keeping with the neighborhood standards. The number of children is to be limited to fifteen at this time. If more children are to be in school, the house will have to comply with the following: 1. Doors to open in the means of egress. 2. Fire alarm system to be installed. 3. Ramps to be installed at the doors. 4. Exit signs to be installed at all exit doors. 5. Emergency lighting to be installed as needed.
