Re: Overland Village Floodplain Development Considerations
Regarding the proposed Overland Village development:
The developer contracted with Toothman Orton to perform a hydraulic study of the area per
our new Flood Damage Prevention Code. The study updated all the Base Flood Elevations
(BFE) in the development area and established a new floodway for Eightmile Creek. The
study was approved. A subsequent Floodplain Development Application that shows
proposed grading and finished floor elevations that also meet the City's current oode (2 feet
above BFE) has also been approved.
The combined floodways of Fivemile and Eightmile Creeks at the north side of the proposed
development are approximately 220 feet wide. To meet the no-rise requirement of floodway
development, a street crossing at this location may tie cost prohibitive.
The floodway of Fivemile Creek in the alignment of the current Silverstone Way is about 50
feet wide making it a better crossing location in terms of meeting the no-rise requirement.
The hydraulics of this stretch is controlled by weir flow over Eagle Road and Overland Road.
Overland Road acts as the control point for areas upstream on Eightmile Creek, therefore, no
channel alterations in the proposed development would have positive impact (lowering BFEs)
upstream of Overland Road.

Subject: Restriction of Rackham Way access onto Overland Road

On April 16, 2008, the Ada County Highway District (ACRD) Commission acted on MAZ-08-001 for the
annexation and rezone of approximately 4.77 acres at the northeast corner of Eagle and Overland
Roads for the purpose commercial development. Rackham Way, a public street under the jurisdiction of
ACRD, is adjacent to the properties that were involved in the development application
As a result of this action, several site specific conditions of approval involving Rackham Way were
levied upon the applicant by the Commission. Site specific condition #4 required the applicant to, "Pay
a road trust deposit sufficient to cover the cost of installing a six inch raised median to restrict the
realigned Rackham Way to right-in/right-out in the future. Rackham Way will be restricted to right-
in/right-out either on a determination by ACRD staff of a substantial safety issue, or on the provision of
a connection from Rackham Way to a signalized intersection to the east, whichever occurs first."
The Meridian Fire Department has since indicated to ACRD staff that, until such time as there is a
connection between Rackham Way across Eight Mile Creek to the Overland-Silverstone intersection, a
left-in access from Overland Road eastbound to Rackham Way northbound is essential to providing
adequate emergency services to all properties accessed via Rackham Way.
In order to ensure adequate emergency response to this area, ACRD staff will coordinate with the
Meridian Fire Department to ensure that any access restriction devices to be installed at the
intersection of Overland Road and Rackham Way will allow for emergency vehicles to turn left into
Rackham Way from Overland Road until a public connection across Eight Mile Creek north of Overland
Road is achieved.
