In response to your request for comment, the Ada County Highway District (ACRD) Planning
Review staff has reviewed the submitted application and site plan for the item referenced above.
The District has the following comments:
ACRD does not support the applicant's variance request for three access points on to SH-69. In
the applicant's letter of explanation it states that "The accesses are required to allow the efficient
traffic flow and circulation to the site". District Planning Review and Traffic Services staff has
reviewed the submitted traffic impact study and do not agree that the access on to SH-69 are
required to serve the site. The applicant's engineer analyzed four different access scenarios as
part of the traffic impact study and clearly demonstrated that all of the proposed accesses to SH-
69 are not necessary.
The analysis of Access Scenario # 1 did not include any access points on to SH-69. Based on the
analysis submitted by the applicant's engineer it appears that the Access Scenario # 1 would work
with some minor adjustments. Based on this analysis, the applicant's engineer has demonstrated
that access to SH-69 is not necessary to service the site. In addition to the applicant's desire for
direct access on to SH-69, they have also indicated that a signal is desired for one of the
proposed access points on Amity Road.
The District has indicated to the applicant that a signal at the'/4 mile on Amity may be considered
if it can be demonstrated as necessary to serve the site and general vicinity if access is restricted
to Hwy 69 in accordance with the Meridian Unified Development Code and ITD access policy. If
access on to SH-69 is granted, then ACRD will not allow a signal on Amity Road at the 1/4 mile
and will restrict access on to Amity Road and Harris Street to the minimum necessary to serve the
site. The District is willing to consider some degradation in the function of the ACRD roadways if
that is necessary to preserve the function of SH-69. However, multiple unnecessary access points
on both roadway systems contributing to the degradation in the efficiency and function of both
roadway systems is not acceptable.
