Gentlemen:
We are pleased to submit herewith for your review and
study ten (10) copies of our Preliminary Planning and
Engineering Report and one (1) copy of our colored Concept
Development Plan for the proposed development.
It is our understanding that this proposed development
will be reviewed and discussed at the Meridian Planning
and Zoning Commission meeting next Monday evening, 21 March
1977 I am planning to attend--that-meeting to be available
to answer any questions or supply additional information
as may be requested.
I look forward to the meeting next week and appreciate
the friendly cooperation of Meridian City officials in reviewing
and studying this proposed Planned Unit Development

PROPOSED PLANNED UNIT DEVELOPMENT
Overland Road, Meridian, Idaho
I. INTRODUCTION
Norman G. Fuller and Associates of Meridiani Idaho -are
proposing the development of a quality "Planned Unit Develop-
mentn Develop-mentnear the City of Meridian, Idaho. The property, which
consists of approximately 185 acres, is contiguous with and
lies south of Overland Road and is contained entirely within
' Section 19, Township 3 North; Range -1 East.- Section 19 is
bounded -on -the north -by `Overland Road; .on-. the east by Locust----
Grove
ocust-_--Grove Road; the south -by _Victory -Road; _and the -west by: Kuna- -
Meridian Road. The property is currently being used for pasture
ground with some limited agricultural farming. A colored render-
ing of the site and the proposed preliminary concept development
scheme is on file in the Office of the City Clerk for review
and study. A sketch map is included at the end of this report
indicating -the location of the proposed development-.
II. DEVELOPMENT PROFILE - ARCHITECTURE
The proposed development would consist of -an executive____-_
associated shops and offices, possible dining and lounge areas,
style nine -hole golf
course and driving range
with an
associated
clubhouse
complex. The clubhouse
complex would

consist of
a clubhouse containing a golf -pro
shop, other
associated shops and offices, possible dining and lounge areas,
indoor recreation areas, and outdoor recreational areas con-
sisting of tennis courts, swimming pool, putting green and
park areas. Located throughout the development adjacent to
the golf course fairways and other landscaped green -belt areas
would be housing developments consisting of a high land use
percentage of single family residential housing and other
' areas of multi -family development consisting of townhouse/
condominium units with some duplex and fourplex units. A
small percentage of the overall property (approximately
two and one-half acres) would be set aside and zoned for
"Limited Office" (L.O.) space for development of professional
office space and small shops.
III. USE OF RECREATIONAL FACILITIES
The recreational facilities of the development would be
open to the general public during the development phase.
However, once all phases of the project were completed, these
facilities would -convert to the -exclusive use of the residents -
of the development. There would be certain exceptions to this,
one being that arrangements could be made with the Meridian
School District to allow permanent use of the golf course and
other recreational facilities at selected times for training
and other recreational/educational activities.

Bikeway and pedestrian paths would be constructed throughout
the project to provide for easy access and recreational benefit
to the residents.---Sma11- lakes and ponds would be- constructed----•-_
in conjunction with the golf -course as golfing hazards -and with
the idea of providing as many aesthetically appealling areas
as possible within the project.
The general architecture of all structures would be controlled
through established -conditions, covenants, and restrictions to
insure ---high quality and aesthetically -}Teasing structures.
A high percentage of green -belt and landscaped area will be
provided in all multi -family areas.
III. USE OF RECREATIONAL FACILITIES
The recreational facilities of the development would be
open to the general public during the development phase.
However, once all phases of the project were completed, these
facilities would -convert to the -exclusive use of the residents -
of the development. There would be certain exceptions to this,
one being that arrangements could be made with the Meridian
School District to allow permanent use of the golf course and
other recreational facilities at selected times for training
and other recreational/educational activities.

IV. DEVELOPMENT DENSITY
An important feature .is that the overall planned density
of the entire project will not exceed that density which would
normally result if the entire property area were to be
developed into only single family residential homes without
the golf course green -belt, clubhouse and other recreational
development areas. The proposed density would not exceed five
and one-half (5-1/2) dwelling units per acre and the owner
is agreeable to having that figure established as a maximum
density ceiling for the project as one of the conditions of
approval.
V. DOMESTIC WATER AND SEWER DISPOSAL FACILITIES
The proposed Planned Unit Development would be developed
over a time period of approximately three to five years.
During the beginning phases of the development and on an interim
basis only, sewage disposal would be handled by community septic
tanks and drain field systems. Domestic water would be handled
with on-site well systems. After the project had developed to
a certain percentage of completion, the developer, at his own
expense, would extend the Meridian central sewer and water
system under the Interstate for connection to the project.
Sewer "dry lines" would be installed for this purpose and the
City water system would connect with the on-site project well
system.
It is the intention of the owners to provide where possible
for the mandatory use of the latest water -saving devices in
the construction of all dwelling units in the development.
These water -saving devices would have a dramatic effect in
lessening the load and capacity demand on central domestic
water and sewage disposal systems in the general Meridian area.
VI. CIRCULATION PATTERNS
Arterial and collector street patterns have been planned
to accommodate the transportation needs of this proposed

Planned Unit Development along with the inevitable future
development of surrounding properties. Three major access
points are planned to Overland Road and at least two access
points are planned for each of the other three major existing
roads surrounding Section 19 in which the development is to
be located. This will provide a minimum of nine egress/ingress
points to the proposed project. The nearest corner of the
project lies within one-quarter to one-half mile of a major
interchange on the interstate providing easy access to the
interstate highway system and surrounding communities.
As mentioned above, numerous bicycle and pedestrian
pathways will be provided within the project to accommodate
circulation and recreation within the community.
The circulation pattern has also been designed in such a
manner -as to emphasize the construction of "individualized"
communities. This effect has been achieved through the use of
"cul-de-sac" and "loop" street systems where possible. Modern-
day planners have recognized several advantages to the community
with this type of development. Some of the specific advantages
involve -generally lower traffic speeds and volume within the
community, resulting in less traffic related accidents and
injuries to children. This type of development also promotes
closer knit communities=from_a social standpoint and -.results ----
in an overall lowering of the crime rate due to a higher
recognition factor of strangers in the community.
VII. ANNEXATION TO THE CITY OF MERIDIAN
The Meridian City boundary lines currently extend southward -
only to to the north edge of the interstate highway system.
The existing interstate interchange at the south end of the
City is the only ingress/egress point to the interstate
highway for many miles to the east and west. This interchange
is a focal -point of transportation access between both Meridian
and Kuna and other communities such as Boise, Nampa and Caldwell.
If the historical development of other communities with similar

configurations are applicable to Meridian then it is very
likely that the general interchange area will eventually
become the "focal point" of Meridian with development radiating
in all directions from this area on both sides of the interstate.
There is already a proposal for a major shopping center to be
located adjacent to and northeast of the interchange and
commercial and residential development on the south side of the
interchange will be forthcoming in the very near future.
The development of the area will result in the beneficial
expansion of the commercial and residential tax base of the
City of Meridian. However if the City of Meridian is to benefit
most from this expansion it needs to be in a position to control,
regulate and tax this growth - and that means annexation by
the City of Meridian of those growth areas not now contained
with -in -City boundaries. -
It is the desire of the owners of the proposed Planned
Unit Development subject to this report that the City of
Meridian annex or agree to annex the property contained within
the proposed Planned Unit Development. The City may also desire
to annex in conjunction with annexation -of the proposed Planned
Unit Development, other -properties -contiguous with the -interstate
interchange at the same time.
The owners.feel they would benefit from annexation due to
the fact that they would then work with only one governmental
entity, the City of Meridian, who has the highest interest in
the quality and proper growth of the area. Annexation would
eliminate the requirement to deal with the County of Ada, who
historically has been -more interested in the growth factors
surrounding the Boise Metropolitan area than they have with
the problems of the smaller more isolated urban communities
in the County.
If the City were to annex these areas it could be done in
such a manner that the initial impact on the City would be
positive rather than negative. This could be accomplished
by requiring the developers rather than the City to pay the
cost of extending City utilities to these areas. In the case
of this proposed Planned Unit Development, the owners intend
to do this at their own expense resulting in no initial cost
to the City for construction of these extensions. The result
would be expansion of the City tax base and revenues for the
entire system in general with no initial cost.
Other advantages of this proposed annexation to the City
of Meridian would also result. Annexation would bring these
properties soley under the control of Meridian. The County
of Ada would no longer have primary control over these critically
important areas near the heart of Meridian and the interstate
interchange system. In addition to providing direct control
and expanding the tax base of the City of Meridian, annexation
would also expand proportionally the limits of the Citys impact
area which -extends one -mile past the city boundaries: -This -
would give the City at least limited control over a much larger
area than presently contained within the existing impact areas.
VIII. TAX BASE REVENUE/SERVICE DEMAND RATIO
The proposed Planned Unit Development will be a high quality
residential and multi -family development which will provide
major recreational features to its --residents. The cost of
providing these --recreational amenities -is -quite high and -as
a result the value of properties and structures within this
development will be considerably higher than normal. It is
anticipated that the development will be attractive to those
considered to be in the middle or upper income brackets. In
general this group has historically offered a higher revenue
producing benefit as compared with demand for city -provided
services than those in the lower income groups. This is a
result of several factors, some of which are as follows:
The middle to upper income groups in general statiscally have
fewer children. This is mostly due to the fact that generally
a higher percentage of this group is in the age bracket where
the children are already grown and have left the home. This

results generally in a lower demand for schools and educational
related activities. On the other hand, this group typically
has more to spend for services and commodities produced or sold
in the community. Additionally, of course, the city tax revenue
from this group is much larger per capita based upon the higher
assessed valuation of their property. In addition, there tends
to be a higher percentage of professionally engaged individuals
in this group. This would have the beneficial effect of more
professionally oriented business being located in the Meridian
area. This would have a very positive effect on the tax base
while at the same time upgrading the City by providing a higher
level of professional services available to the residents and
businesses in the community.
All of these factors combine to provide for a much higher
tax =base -revenue to service/demand-ratio-than-normal- - a great-
benefit
reat-benefit to any tax supported and service providing governmental
entity such as the City of Meridian.
IX. CONCEPT APPROVAL AND PLAT APPROVAL
The -sponsors -Df this proposed Development-,- Norman G. Fuller
and Associates, are at this time requesting approval of the
general "concept" of the Planned Unit Development scheme as
shown on the colored artist rendering. This -approval -of the
"concept" would also require a commitment on the part of the
City of Meridian to annex or agree to annex -this Troperty prior: ---
to the preparation of detailed engineering plats. The City of
Meridian may wish to attach certain conditions to the concept
and annexation approval such as initial construction of the
golf course and eventual extension of utilities to the devel-
opment. However, detailed review and approval by the City of
each phase would be made in sequence with the actual development
of the property.
Upon approval and agreement to annex the owners would
conduct more detailed engineering and planning to define
exact property boundaries and a more precise overall layout of the

Meridian and her citizens. It is the sponsors desire to work
with the City to make this type of quality and beneficial

growth a reality. The sponsors believe that cooperation and
communi-cati-ori are an essential--ingredients-to a -good --and proper. ------
working relationship between the sponsors and the City. .
With that opinion in mind, the consultants and the sponsors
have and will continue to seek to work closely with City officials
in an open and straightforward manner and on both a formal and
informal basis to help achieve for the -City of Meridian those
worthy goals of proper community balance and prosperity.

Mayor Ron Tolsma at 7:30 P.M.:

ITEM #1: PUBLIC HEARING: REQUEST FOR ANNEXATION & ZONING BY BRITTON, SPENCER,
AND FULLER -SCOTT:
Tolsma: I will now open the Public Hearing, is there anyone present to testify, if
so please come forward and be sworn.
Don Hubble, of Hubble Engineering was sworn by Attorney.
Hubble: The intention would be to include the southerly part of this parcel into the
Meridian Greens Subdivision.
Giesler: I have some concerns about the water pressure out there. If City Engineer
doesn't have any problems then okay. But maybe you could shed some light on this,
has it been resolved.
Hubble: The owners of the property are aware of the water situation and are aware that
another well will have to be developed sometime in the future before the entire thing
will be developed.
Giesler: Before this project would be developed or later on down the road.
Hubble: Before the entire Meridian Greens project.
Giesler: There is a number of acres out there and that's what your talking about
not just Meridian Greens now at the present and the one we are talking about
tonight, we are talking future.
Hubble: Yes, future phases. Sometime in the future there will have to be additional
water brought from some place. We have talked to the Engineer and there are several
ways to do that and the owners of Meridian Greens have talked to and are willing to
help get this done.
Giesler: Throught this water line we have out there will there still be adequate,
the size of the pipe be adequate enough.

Hubble: Yes. We've got some flows, we're getting static pressures over there in
excess of 46 lbs. so we can deliver fire flow. We haven't done any design work
on water pressure but I don't think we're going to have any problems adding another
90 to 100 lots on that same supply. Over that may be questionable.
Tolsma: Didn't they flow the hydrants out there at about 675 or 625 gallons a minute,
or were you aware of that.
Hubble: Yes, I don't remember any flows but I know we had pressure testing that
should have at least equalled that.
Tolsma: Anyone else wish to offer testimony on this annexation? Being no response
I will close the Public Hearing.

of Fact and Conclusions of Law for the request for annexation for Britton, Spencer,

to a pre -determination hearing at 7:30 p.m. before the Mayor and City Council, to
appear in person to be judged on facts and defend the claim made by the City that
your water, sewer, and trash bill is delinquent. You may retail Counsel. This
service will be discontinued December 14, 1990 unless paid in full. Is there anyone
who wishes to contest their water/sewer/trash bill?
Wilma Blair: Asking to be given until the first of next month to get this caught
up.
Tolsma: Okay, good enough. Is there anyone else who wishes to contest their waters
sewer/trash bill? There was no response. They are hereby informed that they may
appeal or have the decision of the City reviewed by the Fourth Judicial District Court,
Pursuant to Idaho Code. Even though they appeal, the water will be shut off.

The above entitled annexation and zoning application
having come on for consideration on October 9, 1990, at the hour
of 7:30 o'clock p.m. on said date, at the Meridian City Hall, 33
East Idaho Street, Meridian, Idaho, and the Commission having
heard and taken oral and written testimony and the applicants
appearing through their engineer and the Commission having duly
considered the matter, the Planning and Zoning Commission makes
the following:
FINDINGS OF FACT
1. That notice of public hearing on the annexation, zoning
and conditional use was published for two (2) consecutive weeks
prior to the said public hearing scheduled for October 9, 1990,
the first publication of which was fifteen (15) days prior to
said hearing; that the matter was duly considered at the October
9, 1990, hearing; that the public was given full opportunity to
express comments and submit evidence; and that copies of all

2. That the property included in the application for
annexation and zoning is described in the application, and by
this reference is incorporated herein; that the property is
approximately 20 acres in size; that it is a rectangular parcel
of land with regular boundaries; it is on the south side of
Overland Road and it has frontage along Overland Road; the
property is east of Meridian Road.
3. That the property is presently zoned by the county as
AP -2; the proposed use would be for R-4 and R-8 residential
development; the applicant proposes to have approximately 17.863
acres zoned as R-4 residential and a parcel in the northwest
corner consisting of 2.280 acres zoned as R-8 residential.
4. The general area surrounding the property is used as
follows: the property to the north is zoned industrial and
commercial and is so used; the property to the west is zoned R-4
residential and is being so used and so developed; the property
to the south and to the east is zoned R-4 Residential.
5. That the property is adjacent and abutting to the
present City limits abutting the Meridian Greens Subdivision and
abutting property within the City limits to the north of
Overland Road.
6. The Applicants are the owners of the property.
7. That the property included in the annexation and
zoning application is within the Area of Impact of the City of
Meridian.

8. That the parcel of ground is included within the
Meridian Urban Service Planning Area as the Urban Service
Planning Area is defined in the Meridian Comprehensive Plan.
The parcel is included in the area designated by the
Comprehensive plan as the Meridian Hills Neighborhood; that the
Application does not require a Comprehensive Plan amendment.
9. That the Application requests that the parcel be
annexed and zoned as set forth in paragraph 3 above and the
Applicants propose to develop the property in the fashion
allowed in the requested respective zones.
10. That if the land were annexed at this time the City
would be obligated to provide, at a minimum, police and fire
protection services.
11. That the property can be serviced with City water and
sewer at this time and such are available. If annexed, upon
development, the parcel would have to connected to City sewer
and water pursuant to the Ordinances of the City.
12. Ada County Highway District submitted comments and
such are incorporated herein as if set forth in full.
13. That the City Engineer, Central District Health
Department and irrigations districts may submit comments and
such shall be incorporated herein as if set forth in full
herein.
14. That the. (R-4) Low Density Residential District is
described in the Zoning Ordinance, 11-2-408 B. 1. as follows:
(R-4) Low Density Residential District: The purpose of the
R-4 District is to permit the establishment of low density

single-family dwellings, and to delineate those areas where
predominately residential development has, or is likely to
occur in accord with the Comprehensive Plan of the City,
and to protect the integrity of residential areas by
prohibiting the intrusion of incompatible non-residential
uses. The R-4 District allows for a maximum of four (4)
dwel 1 ing units per acre and requires connection to the
Municipal Water and Sewer systems of the city of Meridian.
15. That the (R-8) Medium Density Residential District is
described in the Zoning Ordinance, 11-2-408 B. 2. as follows:
(R-8) Medium Density Residential District: The purpose of
the (R-8) District is to permit the establishment of single
and two (2) family dwellings at a density not exceeding
eight (8) dwellings per acre. This district delineates
those area where such development has or is likely to occur
in accord with the Comprehensive Plan of the City and is
also designed to permit the conversion of large homes into
two (2) family dwellings in well-established neighborhoods
of comparable land use. Connection to the Municipal Water
and Sewer of the City of Meridian is required.
16. That proper notice was given as required by law and
all procedures before the Planning and Zoning Commission were
given and followed.
17. That there was no testimony at the hearing objecting
to the Application.
CONCLUSIONS OF LAW
1. That all the procedural requirements of the Local
Planning Act and of the Ordinances of the City of Meridian have
been met; including the mailing of notice to owners of property
within 300 feet of the external boundaries of the Applicant's
property.
2. That the City of Meridian has authority to annex land
pursuant to 50-222, Idaho Code, and pursuant to 11-2-417 of the
Revised and Compiled Ordinances of the City of Meridian; that

exercise of the City's annexation authority is a Legislative
function.
3. That the Planning and Zoning Commission has judged
this annexation and zoning use application by the standards
contained in Section 50-222, Title 67, Chapter 65, Idaho Code,
the Meridian City Ordinances, Meridian Comprehensive Plan and
the record submitted to it and things of which it can take
judicial notice.
4. That all notice and hearing requirements set forth in
Title 67, Chapter 65, Idaho Code, and the Ordinances of the City
of Meridian have been compiled with.
5. That the Commission may take judicial notice of
government ordinances, and policies, and of actual conditions
existing within the City and State.
6. That the land within the proposed annexation is
contiguous to the present City limits of the City of Meridian,
and the annexation would not be a shoestring annexation.
7. That the annexation application has been initiated by
the Applicant and the owners, and the annexation is not upon
the initiation of the City of Meridian.
8. That since the annexation and zoning of land is a
legislative function the City has authority to place conditions
upon the annexation of land pursuant to 67-6512, Idaho Code,
and Section 11-2-418(D) of the City Zoning Ordinances.
9. That the development of annexed land must meet and
comply with the Ordinances of the City of Meridian and in

particular Section 11-9-616 which pertains to development time
schedules and requirements; that the Applicant, at his own cost,
will be required to connect to Meridian water and sewer upon
development; that the property will be subject to the
requirements of the Ada County Highway District, and the
requirements of the Central District Health Department
requirements, the Nampa & Meridian Irrigation District, and the
comments of the City Engineer.
10. That since the Applicant's property is in the Meridian
Hills Neighborhood as designated in the Comprehensive Plan, the
annexation and zoning Application is in conformance with the
Comprehensive Plan.
11. That it is concluded that the annexation and zoning
would be in the best interests of the City of Meridian.
14. Therefore, based on the Application, the testimony and
evidence, these Findings of Fact and Conclusions of Law, and the
Ordinances of the City of Meridian, it is ultimately concluded
that the annexation of the Applicants' property is reasonable
and is in the best interests of the City of Meridian and that
Applicant's property should be annexed and zoned as requested;
that the conditions should be those stated above and other
conditions to be explored at the City Council level; that such
annexation would be orderly development and reasonable if the
conditions are met.

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho,
that the City Council of the City of Meridian will hold a
public hearing at the Meridian City Hall, 33 East Idaho
Street, Meridian, Idaho, at the hour of 7:30"o'clock p.m. on
December 4, 1990, for the purpose of reviewing and
considering the Application of BRITTON, SPENCER, FULLER -
SCOTT INVESTMENTS COMPANY, for annexation and zoning of a

Johnson: Is there a representative here for this request, if so please come forward
and present your project, the Public Hearing is now open.
Don Hubble, 3952 Daisy Way, was sworn by the attorney.
Hubble: I am the representative for this project. What we are proposing here is to
annex and zone two 10 acre parcels. The one parcel would be partly zoned R-8 and the
balance would be zoned R-4. The other parcel would be zoned entirely R-4.
Alidjani: Do you have any problem with the City Engineer's comments?
Hubble: We are aware of the comment and the owners of this property also owns the
Meridian Greens Subdivision and during the planning we will work with the City Engineer
to work something out for another well site. We don't have any problems with any of
his comments.
Rountree: Is the area adjacent to Meridian Greens in your proposed annexation, is
that part of Meridian Greens Subdivision?
Hubble: The southerly portion will be become a part of Meridian Greens.
Rountree: You've spteadoiut some different zoning catagory's, you obviously have
something in mind for that parcel on Overland, where does that fit in in your
concept?
Hubble: That would be higher density residential.
Rountree: You've seen the comments from Ada County Highway District? The only other
comment that they made was to provide curb, gutter and sidewalk, they indicate to
match existing but I don't think there is any existing out there is there?
Clerk Niemann: No I don't believe so.
Hubble: The right of way would be no problem. Would that be a condition of the rezone
and annexation or would that be a condition of further development?
Rountree: Further development.

Loveland: We intend to put a fish pond in, we are combining two acres'subject to the
rezoning. The fish pond will be 65x40 and we are going to put a well there. Wastewater
will be absorbed on this ground. We intend to put in sanitary facilities and a fence
around it.
Johnson: What kind of an arrangement do you have with the other four acres.
Loveland: The owners agreed that we could use their water for irrigation.
Johnson: Is that the same owner you are purchasing your property from?
Loveland: Yes.

We do intend to investigate that.

FACTS & FINDINGS:
1. Fuller -Scott Investment Co. requests annexation into the City of Meridi-
an of approximately 20 -acres of land located on the south side of over-
land Road, east of Meridian Greens Subdivision. The zoning will be R-4
and R-8 for single family and multi -family residential development.
2. Overland is designated a minor arterial street on the 1995 Urban Func-
tional Street Classification Map requiring 66 -feet of right-of-way and
construction to a 52 -foot back-to-back street section with 4 traffic
lanes.
The street improvements along the Meridian Greens Subdivision frontage
are set for a 65 -foot street section which should be continued from
Eagle Road to the Runa-Meridian Highway due to the new Eagle Road inter-
change at the Interstate.
Overland Road has 50 -feet of right-of-way (66 -feet is required), and is
improved with 24 -feet of paving.
3. It appears that the south half of Overland Road may be annexed along
with the subject parcels. A portion of the funds allocated to Ada
County Highway District from the Highway Distribution Account are predi-
cated on the number of improved road miles (under the District's juris-
diction) that are located outside the limits of any incorporated city.
Consequently, annexation of subject lands will adversely affect a major
revenue base of the District without any compatible decrease in the
District's rbsponsibility to continue to maintain those public roadways
located within the annexation area.
If the annexation is approved and development proceeds, the District will
provide the following requirements to Meridian Planning & Zoning as condi-
tions for compliance.

SITE SPECIFIC REQUIREMENTS:
1. Dedicate 40 -feet of right-of-way from the centerline of Overland abut-
ting parcel.
2. Curb, gutter, 5 -foot sidewalk and match paving shall be constructed on
Overland abutting parcel. Improvements shall be constructed to a 65 -
foot back-to-back street section.
STANDARD REQUIREMENTS:
1. Street and drainage improvements required in the public right-of-way
shall be designed and constructed in conformance with District stan-
dards and policies.
2. Specifications, land surveys, reports, plats, drawings, plans, design
information and calculations presented to ACHD shall be sealed, signed
and dated by a Registered Professional Engineer or Professional Land
Surveyor, in compliance with Idaho Code, Section 54-1215.
3. Written approval shall be obtained from the appropriate irriga-
tion/drainage district authorizing storm runoff into their system.
4. Obstructions (utility facilities, irrigation and drainage appurte-
nances, etc.) shall be relocated outside of the proposed street improve-
ments. Authorization for relocations shall be obtained from the appro-
priate entity.
5. Existing irrigation and drainage systems shall be continued across
parcel.
6. Three sets of street construction plans shall be submitted to the Dis-
trict for review and appropriate action.
7. Site drainage plans showing that storm runoff will not flow into action lic
right-of-way shall be submitted for review and appropriate
by
ACRD, in compliance with Boise City Code 11-3-54 and ACHD policy.
8. Design data for proposed access to public streets shall be provided for
review and appropriate action by ACHD.
9. Driveways shall be located a minimum of 5 -feet from the side lot proper-
ty lines.
10. A right-of-way permit must be obtained from ACHD for all street and
utility construction within the public right-of-way. Contact Quality
Control at 345-7667 (with zoning file number) for details.
11. A request for modification, variance or waiver of any requirement or
policy outlined herein shall be made, in writing, to the Manager of
Engineering Services within 15 calendar days of the original Commission

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho,
that the Planning and Zoning Commission of the City of
Meridian will hold a public hearing at the Meridian City
