Meridian Greens Phase 1 was established with the approval of all residential lots to have and maintain their own yards lights in lieu of standard streetlights. As other phases were built the developer moved towards the use of standard streetlights. Both options were acceptable and met standards of placement. While the City does require the developer and homeowners associations to meet standards in regards to street lights, we can not anticipate each and every scenario that may or may not arise over the years such as; location of school bus stops, increase or decrease in vandalism, erratic driving behaviors of people, etc. Should the homeowners association wish to proceed with the installation of a streetlight at this intersection, the installation costs would be at their expense. The City of Meridian will cover the cost of the power to the streetlight once installed and inspected by the electrical inspector. During the planning stage of the project, the City of Meridian developed a sewer t1service area" after being directed to study a larger overall "planning area" by the Idaho Department of Health and Welfare. A description of both the planning and service areas is contained in the Facility Plan for the City of Meridian, 1976, prepared for the City by J -T1 -B Engineers. The sewer service area was arrived at after considering existing needs, planned and potential development, environmental considerations, and compatibility with local planning. By adopting the Facility Plan, the City has essentially committed itself to serve only those areas within the designated service area. We would consider it in conflict with our grant agreement with the City if it were to serve other areas. This action could jeopardize present EPA grants to, Meridian. In order to change the project's service area, a Facility Plan amendment would have to be submitted to the Idaho Department of Health and Welfare and to us. The City hereby reaffirms and verifies that the intent in approving the Facility Plan was to make the service area boundaries flexible so as to permit the planned, orderly development of the City within social, physical terrain and economic limitations without being restricted by finite boundaries. The City is now in the process of completing a comprehensive land use plan, with assistance from the Ada Planning Association. It is recognized by the City Council that a portion -of the land south of and adjacent to Overland, as may be served within the limits of the design capacity of the said Sewerage Facilities Plan, will be incorporated in the comprehensive plan. The City is aware of the design capacity of the proposed Wastewater Treatment Facility to be constructed by the City and under- stands that effluent limitations from that Wastewater Treatment Facility have been established by permit as is issued by the State of Idaho and the U.S. Environmental Protection Agency. Following is an outline of the technical data, construction costs, and our opinions for each route. I. a Section Line Route Beainnina Near Meridian Water Tower a) The existing 18 -inch diameter line as constructed under EDA Phase III Interceptor Sewer Line Project has the capability to handle wastewater flows from approximately 2,430 acres or 3.8 full sections of land developed at an average density of 3.5 dwelling units per acre. b) Extension of the sewer trunk line from near the water tower would involve approximately 2,000 feet of 18 -inch pipe, 1,460 feet of 15 -inch pipe and 1,360 feet of 10 - inch pipe for a total distance of 4,820 lineal feet. c) The total estimated construction cost for extending the sewer line along this route is $106,000.00 d) This route location would provide both the`.ftrst and second phases of Meridian Greens with gravity flow sewers. The third and fourth phases would require a small interium lift station if these phases were to be served by this line. However, this interium lift station would be located such that when the trunk line is extended up Tenmile Creek, the last two phases would then gravity flow down the Tenmile line and the lift station would be eliminated. It is likely that by the time phases three and four are constructed, that the Tenmile line would be extended thus completely eliminating the need for the interium lift station. The Honorable Don M. Storey -2- 31 July 1978 e) This route would provide sewer and water along a public street through the proposed regional shopping center area. This cannot help but provide some additional incentive for the shopping center and/or other commercial type business to locate in this highly desirable area. It would be a positive step, even if only a small one, towards encouraging the regional shopping center and associated commercial enterprises to move ahead with their plans. f) The water trunk line will have to be extended along this same route regardless of which route is finally required for the sewer. If the sewer is allowed along this route, common rights-of-way and easements would serve both lines. Additionally both lines would cross under Interstate 80 at basically the same location. g) Extension along this route would probably foster joint participation of costs with several other interested parties. II. Tenmile Creek Route a) The existing 21 -inch diameter line as constructed under the EDA Phase III Interceptor Sewer Line Project currently empties into a smaller existing 15 -inch diameter trunk line. Thus along this route we would be required to install a 21 -inch line which presently will have only the capacity of a 15 -inch line. In order for the new 21 -inch line to carry its full capacity an additional 6,600 feet of 15 -inch line would have to be extended west to Tenmile Road with a major lift station at this point then 4,500 feet of pressure line north along Tenmile Road to Cherry Lane. It will likely be many years before this latter line would ever be installed. In summary, the route along Tenmile Creek will provide significantly less capacity at this time then the route from the water tower. b) Extension of the sewer trunk line along Tenmile Creek would involve approximately 4,630 feet of 21 -inch pipe and 2,250 feet of 15 -inch pipe for a total distance of 7,960 feet. This is a total of 3,140 feet longer than the route from the water tower. c) The total estimated construction cost for the Tenmile route is $211,000.00. A total of $105,000.00 more than the route from the water tower. d) This route would provide gravity flow sewer for all of the Meridian Greens Project. However, as pointed out in "a" above, before full capacity could be achieved in this line a total of 11,100 feet of new line, a portion of which would be pressure line with a major lift station would have to be extended west to Tenmile Road and north along Tenmile Road to Cherry Lane. 9 The Honorable Don M. Storey -3- 31 July 1978 e) This route would not benefit the regional shopping center area in any way. f) This route would require acquisition of rights-of-way or easements along Tenmile Creek (for the sewer) as well as acquisition of rights-of-way or easements from the water tower (for the water). As pointed out previously, if both water and sewer were extended from near the water tower a common right-of-way/ easement would be utilized. g) Extension of sewer along this route does not appear to have the same potential for joint participation in cost as the route from the water tower. Both of these routes have been discussed with J.U.B. Engineering, Inc., the City Engineers for Meridian. J.U.B. concurs with our recommendation of the h Section Line Route from the water tower. The 4 Section Line Route from the water tower is less expensive, holds high potential for joint partici- pation, is much shorter, rights-of-way/easements for both water and sewer and will benefit the proposed regional shopping center. In addition, this route will handle greater capacity and allows a crossing under Interstate 80 for both sewer and water at the same general location. It is the opinion of this firm, that the developer should be allowed to extend the sewer trunk line along with the water trunk line from near the water tower along the 4 Section Line to the Meridian Greens Development. These plans have been revised and corrected in accordance with your previous review comments and letter dated 15 January 1979. Following are our specific comments regarding the items outlined in your letter. Item l) Variance for block lengths and;culdesac lengths have already been granted by Meridian at the time both Planning and Zoning and'City Council approved the Preliminary Map for Phase 1 Development. Specifically, we were given permission by Meridian for the culdesac length along Lakecrest Drive with the condition that the culdesac have a 60 -foot radius as opposed to a standard 45 -foot radius. We have complied with this condition that Meridian requested. Item 2) Springhave Way in the Meridian Greens Project is designed as a collector street and is a 60 -foot right-of-way. This street will become the major North/South collector — street for this area. As a result, there is no need for the street in Country Terrace Subdivision (which is only a 50 -foot right-of-way and currently- terminates in a culdesac) to be extended southward. The double frontage situation referred to would only occur if Country Terrace Drive were to be extended southward, which as mentioned above, is neither necessary or desirable. To eliminate the potential for Country Terrace Drive to be extended southward thus creating double frontage, we are in the process of preparing an application to vacate the portion of right-of-way in Country Terrace South of the existing culdesac which is not now needed as a future road. We are providing a 20 -foot easement between the Country Terrace culdesac and Springhave Drive in Meridian Greens as a pedestrian, bicycle and golf cart access between the two projects. In addition, Calderwood City of Meridian -2- t� April 1979 C/O Mr. Sumner M. Johnson, P.E. Drive in Meridian Greens is designed as a future connection to the West to the Kuna/Meridian Highway and this street will provide access to the undeveloped portion of Country Terrace which lies below the rim of the existing Country Terrace Subdivision. All of this was discussed and approved by the Meridian Planning and Zoning and City Council at the time Meridian approved the Meridian Greens Phase 1 Preliminary Map. Item 3) This item has been complied with. Item 4) Golf course lots are laid -out in conformance with the approved Preliminary Map. We have added a note on the plans indicating these lots as golf course areas. Item 5) The golf course will be either privately owned by individuals or collectively owned by the residents of Meridian Greens through a Homeowner's Association. Therefore, the City of Meridian assumes no liability whatever for the golf course. Additionally, the City of Meridian has repeatedly approved and even required the golf course to be incorporated in the project as a condition of approving the annexation, the concept overall Master Plan and the Preliminary Map for Phase 1 Development. Item 6) The Developer understands, one hundred percent, that it is his responsibility to extend both Meridian central sewer and water.to the Meridian Greens project as a condition for approval -of the project. Item 7) The Developer has accepted full responsibility for runoff water from this project and this item has been resolved with the applicable governmental agencies. Item 8) This item has be complied with. Item 9) Our specifications do not specify that Ductile Iron Pipe has to be used, but only lists it as a possible arid/or equal to PVC Pipe. This specification is consistent with the City's specifications prepared by J -U -B for past Federal EDA/EPA Public Works Projects. Item 10) We have a note on the Typical Details that the steps be constructed with a non -corrosive material and that the design and construction of the steps be approved by the Engineer prior to their installation. Item 11) This item has been complied with. (Incidentally, on City of Boise projects, they required us to change our plans to specify T's instead of Y's.) City of Meridian ' -3- C/O Mr. Sumner M. Johnson, P.E. ,.—) April 1979 Item 12) This item has been complied with. Item 13) Based upon your comment, we believe a 10 -inch water main should be installed along the easterly street and, therefore, have revised our plans accordingly. An intertie will be made to Country Terrace Subdivision in conjunction with construction of the Meridian Greens project. An 10 -inch dry water main currently exists along the frontage of Country Terrace and Meridian Greens water main will be connected to this existing line. There are two entrance streets from Overland to Country Terrace and the Country Terrace water mains are connected to the existing dry main along Overland Road at both locations. This will provide a complete loop system in Country Terrace with the exception of a dead-end water main running only about 250 - feet into the existing culdesac. This latter line is provided with an existing blow -off valve at the culdesac. The undeveloped portion of Country Terrace which lies below the rim of the developed area will receive water service from the main line to be extended westward in Calderwood Drive (Meridian Greens). When Calderwood Drive is extended westward to the Kuna/Meridian Highway the water can also be extended to this Highway for a future intertie at that location. Item 14) This item has been complied with. Item 15) (Sheet 11 in Design Plans) - Lot 15 and 16, Block 2 and Lot 45, Block 5 are too low to gravity flow into the 'sewer system. Therefore, we have provided a gravity sewer line which flows South and then West to the end of Calderwood Street for these lots. This line will eventually be connected to the 10 -mile sewer trunk line when it is installed. In the event the 10 -mile trunk line is not installed or delayed for several years, we have also provided a "return" pressure line in the event a lift station is approved at some future date to provide sewer service for those areas which generally lie below the natural bench. In the interim until one of the above two solutions occur Lots 15 and 16, Block 2 and Lot 45, Block 5 cannot receive building permits. We have placed a note to this effect on the face of the Plat and a letter will be placed on file at Central District Health outlining this sewer restriction. Based upon the fact that none of us know when ,or if the 10 -mile trunk line will be installed and when or if a lift station might be approved we felt this was the best way to deal with this situation. Some time ago we had a policy of.submitting preliminary plans and data, etc. directly to your office for review. We were rather severely chastised by the City some time ago for doing this. We were.told these items must be submitted only to the City and that they would supply you with the necessary City of Meridian -4- ) April 1979 C/O Mr. Sumner M. Johnson, P.E. preliminary plans and data for your review. We complied with this requirement when we submitted the Preliminary Map and supporting data to the City for the Meridian Greens project. The Preliminay Map, applications and supporting data for this Phase 1 project went through the entire review process including Planning and Zoning and City Council. Carl was present at many of these meetings in which this project.received Preliminary Map approval. In fact, I specifically remember that Carl was present at the meeting in which the City Council approved the connection of the two projects with the 20 -foot pedestrian pathway in lieu of extending the street from Country Terrace. I am extremely anxious to get this project to a point where final approvals are obtained such that the final plat can be recorded. This project has been a long laborious affair for this office and we wish to bring it to completion as soon as possible. I might note that the time we have lost in reviews has been very excessive. This has generally been true of all agencies, but the most lengthy delays have been with the City review process. I have enclosed three letters of transmittals covering, respectively, the water plans, the sewer plans and the street plans. These plans were submitted, respectively, August 21, 1978, September 19, 1978, and October 26, 1978. However, it was not until January 15, 1979, that we received any official response from these submittals. This is a total of nearly five (5) months from the date of the first submittal. We would appreciate very much your expeditious final review of these plans such that we,can schedule this project for final acceptance by the City as.soon as their meeting schedules allow.
