The landscape plot plan is not included only because it is now before the Veterans Administration for their consideration. I have budgeted $2,000 for landscaping, to include: lawn, shrubs, trees, and sprinkle system. I have allotted space for.10 off-street parking places at the front of the property. The rear of the property will be set up for out- side living with picnic tables and barbeque facilities. The property will also be fenced. The block in question is made up completely of 4 family units and my 4 plex plan is consistent with the neighborhood. Agenda Chiropractic Clinic - Ronald J. Combe Located 1205 Meridian Street 1 F. A. Nourse 3rd Amended Plat Ronald J. Combe, Chiropractor, was present requesting a Conditional Use Permit to practice his business at this location~as his lease would be, up at his present location. The set back, parking and traffic was discussed. Warren Calhoun, Realty World Home Finders, Inc. spoke on behalf of Dr. Combe, explaining the parking situation-now being a two-car depth. Sharp questioned the permission of any Commercial, or office, development on that side of Meridian Street, referring to the Comprehensive Plan. Sharp stated that we at-~ trying to correct the problem of backing onto the Street. Hinrichs stated that she did not approve of location in spite of parking improvement. Objections were that this proposal does not belong to the Comprehensive Plan. Agenda 2 4-Plex Design Review - 805 W. 4th Street (Matlock property - F.A. Nourse 3rd Amended) r~ Mark Hopkins was present representing request. Orton inquired of density which was not known. Sharp stated that in this area there is a high density and one of the concerns of this Commission is that they start to reduce some of the density. There is a tremendous service problem, there are no play areas and a lot of traffic in that area. The request had been presented as 805 W. Idaho in error and there was discussion concerning the correct location. Hinrichs stated this makes a good deal of difference in making her decision or what she might demand. Nelson was back before Planning and Zoning with changes. There was a recommendation to reduce density and the extension of 5th Street and this has been done. The density is 10.4, four of the units have been removed and there is a place of a small park in this area. Edelson stated there is a storage area included; redesigned fora circulation pattern for the fire Department; not a Farm Home project but financing through FHA or UA There are now 4 units per building, 1 to 1 ratio on covered parking. Sharp inquired about access. Nelson explained 464 trips total and with 60 foot vride street felt it would not be overloaded. He stated that E. 5th Street shows all the potential of being a collector Street and had obtained a letter from the area neighboring to the North agreeing to a pattern for E. 5th Street. There was discussion. The Motion was made by Hinrich and seconded by Mitchell that Columbia Village Preliminary Plat be approved. Motion Carried: All yea enda 2 4-Flex Design Review - Mark Hopkins Mark Hopkins was present requesting a 4-Flex in blest View Addition on W. Idaho. Hopkins stated that the density would exceed the Comprehensive Plan but since this was located in a 4-Flex neighborhood and same sized lot that he was not asking too much. The lot is 75X120 which is consistant with the other lots. Density would be 19. Hopkins stated he planned a Boise Cascade 4-Flex and landscaping. Plans were approved by VA. Orton inquired if Hopkins would consider a Tri-Flex. Smith stated thtat their purpose is to maintain the character as a residence. There was discussion. Smith stated thtat Superintendent of Schools Hein had contacted the School Attorney about using the school property across the street for parking. The Attorney had reported that if they denied this parking the school would have to enforce the denial to anybody that used this property for parking. Smith stated that the agreement would be worked out with the school for parking. Sharp called for the opinion of those attending. Jim Smith, owner, stated that since the Historical Society has taken and interest in restoring the home, that it would serve the community well to have the home renovated. Hinrich inquired if they had approval of all neighbors. Smith stated they had contacted the neighborhood extensively and they were in favor of proposal. Sharp stated that at this point he felt this should not be Commercial. Orton stated that other proposals have benn turned down and that approval of the catering service at this location would be opening the floodgate for other proposals. Mitchell inquired if mass renovation would destroy the historical value. Hinrich felt this home would be best maintained in this manner and was in favor. The Motion was made by Hinrich and seconded by Pitchell to recommend to City Council approval of Char-'lies Catering Conditional Use Permit at 101 W. Pine, with the condition that with Design Review, and preservation of historical qualities of the building. There was discussion. Max Boesiger was present representing Sunnybrook Farms #4 Preliminary Plat. Boesiger stated that he is requesting the Preliminary on the total of the Plat instead of #4, so they could see what they were looking at 2 or 3 years down the road. The Plan includes a parcel set aside to sell the School District for appraised value. Eliminated are 15 units. Boesiger asked for permission to revert back to previous plan for park should the school change their minds on location of school. There was discussion. Meridian Citv Hall Williams questioned settling pond. Harmon stated that they have a water-catch basin that has been comfirned with Ada County Highway District instead of settling ponds. David Wilcox was present, representing the proposal. 4Jilcox stated that they are appealing based on the design review and density. They propose the density of 20 units instead of the 13 that would be allowed un the 15 per acre. Their appeal is based on the assumption that the Lity Council set these policies for the Comprehensive Plan and such could wave or change these policies where circumstances and conditions warrant. They felt that since this was an Industrial Zone adjacent to Residential and a church and a multi- family across the street, they basically appeal for the density of 20 units. Wilcox displayed the site plan explaining on the site management, landscaping, etc. Williams stated policy of platting should be upheld and the density of 15 units per acre, and did not feel the Council should overrule the denial of Planning and Zoning. Agenda 4 Meridian Manor #4 Preliminary Plat Forrey stated that before the Planning and Zoning would make a decision, they directed this proposal to the City Council for direction on development of W. 8th St. extention, then back to Planning and Zoning. There was discussion:. Williams did not Support duplexes because of the flow of traffic. He favored a redesi~ri df 8th St. and concentration on single family dwellings. Forrey again asked for input on 8th St. extension. Kingsford stated that there should be a full street. Bodine agreed. Gary Smith, Engineer; Stated that there is a street from Meadow View that dead ends at thQ Sewer Treatment site at 8th St., and it could at some time be continued through. lie felt this street should be continued through to U§tick, but not as a "straight shot" to' teridian or Linder Roads. Welker stated that tfiere is too lonn of a block area on Block 12 for Police and fire protection. V Forrey stated that these block lengths had been granted a variance in 1975. Two aluminum buildings owned by two different people with a bearing wall. It would be a great cost to both if they had to move the buildings 5' for set back required. Hopkins stated he would have to tear down his buil8ing because of the great .cost to move. Vern stated he needs ® Variance on the set back because all buildings need to be 5' from property line. Williams asked if Variance is to be granted to Hopkins or building. Vern stated both were in violation. Violation was caused by putting a line. Hopkins does not want to tear down. King asked what kind of set back. Schoen stated 0' lot line. It is a 12X18 building. Williams asked how far. Hopkins stated 120' for North property line. Glaisyer asked Vern if it caused nuisance. Vern stated that he doubted it. Bodine asked if it would create problems. Hopkins stated Attorneys and Insurance assured him of coverage.
