Chief: LeAnn Way appears to be a major road between Cherry Ln and Ustick Rd~ LeAnn Way should be a minimum of 60' wide. 3. Meridian Post Office: Curb line boxes to be served from vehicle as in the other Sunnybrook plats will be required. k. Central District ,Health Dept.: 1) Approve proposal for Central sewage and. Central water. 2) Plans"for. Community sewage and Central water must be submitted. 3) Street runoff is not to create a mosquito breeding problem. 5, Central Dist. Health Dept.: Approve the final plat for Central water and Central sewer facilities. No lot size may be reduced without prior approval. 6. iJampa-Meridian Irrigation Dist.: Use of N.M.I. D. Irrigation water is encouraged. An irrigation and drainage plant needs to be submitted to the district from the developer for approval. 7. Roger Welker, Fire Chief: Fire Hydrants installed within City Ordinance. LeAnn changed to 60' wide Street as it is thurway. 8. Meridian School District: Strongly recommend that part of this subdivision have included in it one-half of a ten-acre elementary school site located generally in that area surrounding the disignated park site. A review of a letter and map sent to Planning and Zoning when Meridian's Comprehensive plan was being formulated will indicate the need for an elementary school site in".this general area of Section 2, T3N,R1W. Copies inside. Would like to suggest that approximately five acres of this subdivision and five acres of adjoining property be reserved for a future elementary school site and that engineering for this parcel and the adjoining parcel provide for a neighborhood elementary school site. 9. Bruce Stuart: No Comments. 10. Richard Williams: 1) In view of the uncertainty of the 1% Initiative. 2) Lack of adequate Fire and Police protection with no way to make Capital improvements. A letter from the City of Meridian has been received stating that they are aware of the phasing of the development. After discussion, Commissioner Fairbanks moved to approve the Meridian Place Subdivision No. 1, with the provision that the agreement is signed limiting lot sales to Phase 1, as stated on the map. Phase 1 development is the easterly lots of the subdivision. Commissioner Jeppesen seconded. Motion carried unanimously. Sall Subdivision - John Joines presented the plat and recommended approval. Located off Catalpa Drive, and is a re-subdivision. Discussion followed concerning whether or not the sewer line is installed in the area. The Commission felt the sewer line must be installed or the City would not approve the subdivision. After further discussion Commissioner Fairbanks moved approval of the Sall Subdivision and authorization for the Chairman of the Commission to sign the Plat. Commissioner Jeppesen seconded. Motion carried unanimously. Governor Estates No. 3 (Short Plat) - Located near Fremont and Emerald, John Joines recom~nen ee appro-val. o~ tie P amt. These are existing lots. Commissioner Fairbanks moved to approve the plat for Governor Estates No. 3 and to authorize the Chairman of the Commission to sign the plat. Commissioner Jeppesen seconded. Motion carried unanimously. SUBDIVISIONS - PRELIMINARY PLATS Tester Subdivision - Located on Ten Mile, north of Victory Road and South of Overland. John Joines exp fined that the developer is taking two acres out of an eighty acre ' parcel and ask if the Commission would want them to put money in Trust for the whole area or ust the two acres they are wanting to develop at this time. The Commission felt that they should only be required to put up the trust for the two acres at this time and the rest when the remainder of the eighty acres is developed. The Commission felt that the dedication should be received for the whole parcel at the tii~ the two acres are developed. Sunnybrook Farms No. 4 - Located off Ustick Road, between Linder and Ten Mile, / Meridian area. 280 ots-proposed. Highway District is asking for right-of-way dedication on Ustick, deposit to Road Trust for Ustick improvement, and that lot access on Ustick be restricted. Mr. Gene Wright, J.U.B. Engineers, explained some of the items the Commission had questions on. This subdivision is a continuation of a tentatively approved Glenfield Mario r, and Mr. Wright explained where the collector street will be located. Commissioner Fairbanks asked about having a common inter- section onto the collector, and Mr. Wright said he doesn't think it will be a proble~i. \ Discussion followed concerning the piece of property that will have to be improved by the public in the future. CONDITIONAL USE -.REZONE Mobile Home Park on Jo lin Road - John Joines explained that there is a concern on the proposed eve opment and recommended denial of the mobile home park because of the poor access. If the re-zone is approved, Highway District recommends that Joplin be improved to an acceptable standard. The development would put an additional 1800 cars on Joplin Road per day. After further discussion, the Commission agreed that the road cannot hold any more cars and said they feel it should be denied or Joplin Road be improved to hand]e the traffic created by the additional traffic. -~ :~ aridian Planning and Zoning Commission .2. May 14 1979 The Motion was made by Orton and seconded by Mitchell to deny approval of the 4-Plex Design Review based on density requirements of Comprehensive Plans. Motion Carried: Orton, yea; Mitchell, yea; Hinrich, nay Benda 3 Jensen-Lainpe Annexation Larry Sale was present, representing Jensen-Lampe Annexation. Sale stated that Mr. Wright who was to present this proposal was called out of town and that he was not prepared. Location of proposal is Blackcat and Cherry Lane. There was discussion. Sale requested that proposal be left on the table. Benda 4 Char-'lies Catering - Conditional Use - Located lO1.W.. Pine.• Charlene Smith was present representing Char-'lies Catering Service. Smith stated thtat their purpose is to maintain the character as a residence. There was discussion. Smith stated thtat Superintendent of Schools Hein had contacted the School Attorney about using the school property across the street for parking. The Attorney had reported that if they denied this parking the school would have to enforce the denial to anybody that used this property for parking. Smith stated that the agreement would be worked out with the school for parking. Sharp called for the opinion of those attending. Jim Smith, owner, stated that since the Historical Society has taken and interest in restoring the home, that it would serve the community well to have the home renovated. Hinrich inquired if they had approval of all neighbors. Smith stated they had contacted the neighborhood extensively and they were in favor of proposal. Sharp stated that at this point he felt this should not be Commercial. Orton stated that other proposals have benn turned down and that approval of the catering service at this location would be opening the floodgate for other proposals. Mitchell inquired if mass renovation would destroy the historical value. Hinrich felt this home would be best maintained in this manner and was in favor. The 6lotion was made by Hinrich and seconded by Pitchell to recommend to City Council approval of Char-'lies Catering Conditional Use Permit at 101 W. Pine, with the condition that with Design Review, and preservation of historical qualities of the building. There was discussion. Motion Carried: Hinrich, yea; Mitchell, yea; Orton, nay enda 5 Sunnybrook Farms #4 Preliminary Plat ~- -- Located between Cherry Lane and Ustick, and between .Linder and .Teri Mile. Max Boesiger was present representing Sunnybrook Farms #4 Preliminary Plat. Boesiger stated that he is requesting the Preliminary on the total of the Plat instead of #4, so they could see what they were looking at 2 or 3 years down the road. The Plan includes a parcel set aside to sell the School District for appraised value. Eliminated are 15 units. Boesiger asked for permission to revert back to previous plan for park should the school change their minds on location of school. There was discussion. r • • Meridian Planning and Zoning Commission .3. May 14 1979 Orton inquired if Boesiger had written into the covenants that the easement along Wine Mile does not prohibit recreational use. Boesiger stated he had. Hinrich stated that ACRD has strongly advised bike paths in regard to this concept. The Motion was made by Mitchell and seconded by Orton that 5unnybrook Farms Preliminary Plat be recommended for approval to the City Council, with the condition that covenants be the same; sewer and water standard. Motion Carried: All yea Agenda 6 Bews'.& Smith Industrial Park Preliminary Plat - Located on East Pine Wayne Forrey was present representing Smith & Bews Industrial Park Preliminary Plat. Forrey stated that they had met with ACHD and resolved the problem of access upon Locust Grove. There will be only three accesses onto East Pine, four on Locust Grove. The 10 inch water line and sewer will be extended from east 5th. Forrey stated that they forsee small businesses. There would be a choice of small or large lots. Sharp stated that there should be landscaping and buffering in between accesses. The Motion was made by Mitchell and seconded by Hinrich that Smith & Bews Industrial Park preliminary Plat be approved with Design Review and sewer and water to meet standards. Motion Carried: All yea Agenda 7 teridian Manor #4 Preliminary Plat Wayne Forrey representing Devco, Inc. Meridian Manor #4 Preliminary Plat. Action was held until input of Comprehensive Plan. Forrey stated that density excluding office area facing Meridian Road is 3.8. Mail boxes will be located at the curb cuts. Central water and central sewer will be provided for; all street names will be for approval of APA and the City; fire hydrants will be provided according to City Ordinances; an additional crossing of Five Mile Creek will be discussed with Fire Department and an agreement be reached. Forrey stated that the planned park area of the old sewer plant was considered being used by BSU as a test station, which would change the proposed use next to 8th St. If the sewer plant is used fora Votech establishment, they would want a redesign to make extra deep lots. There was discussion on street and access of sewer plant area. Problem of bike path on federal property was discussed. Public right-of-way was discussed. ACRD has asked Devco to do a redesign because of no public right-of-way on 8th St. Sharp stated they needed the street matter resolved before coming back to Planning and Zoning. The Motion was made by Mitchell and seconded by Orton that Meridian Manor #4 Preliminary Plat be tabled until June 11, 1979. Motion Carried: All yea .-.wa. _. __ __. __ _._. _. _. - 8 Meadow View #2 Revised Preliminary Plat Al Marsden spoke, representing the owner Roger Allen. Marsden referred to previous discussion of 8th St. and explained design of use around old sewer plant. Access has been provided to adjoining landowner and will have to build a ditch which would be piped. Marsden stated they have provided two culdesacs. Lots have been designed for more outdoor use. Density is 4.29, smallest lot is 55X105. A special lot variance is requested to accomodate new design area. Units are approximately 1300 sq. ft. 0' lot line. r ~ Agenda 6 an City Hall PrimRose Subdivision ust 20, 1979 Tom Linville and Frank Piarcum were present to discuss the City's power to vacate a parcel. Crookston, Jr. Attorney stated the statute does not really tell the City what the City must do within the mile jurisdiction. He stated it appears fora plat vacation, an Ordinance or minimum resolution should be passed to the effect that the plat has been vacated. This lot in question was established as being within a mile of the City limits. The P4inutes of January 2, 1979 stated the City Council recommended "Vacation of the parcel, subject to requirements from Ada County Highway District and Central District Health and that easements for streets, water and sewer lines." Motion Carried. All records of correspondence were before the time of these minutes. The Plotion was made by Kingsford and seconded by 6odine that the Mayor have the authority to vacate .the PrimRose property upon clarification of documentation. Motion Carried: Kingsford, yea; Bodine, yea; Brewer, yea; l~lilliams, nom. I Agenda 7 Williams requested that the expense of drawing up a resolution be carried by the owner. Frank Marcum stated that he would take care of whatever it costs. Max A. Boesiger, Inc. Variance - Sunnybrook Farms #4 - -Dean Briggs, J-U=B Engineer, represented request for variances for curb-to- curb length to conform with Sunnybrook Farms #l, #2 and #3. Illgenda 8 The Plotion was made by Williams and seconded by Bodine that the variances for Sunnybrook Farms #4 be accepted the same as for ~tl, #2 and #3, to allow the same curb-to-curb criteria throughout the Subdivision. Sunnybrook #2 - Maintenance Bond Max Boesiger stated that the Contractor installed the water system exactly as called for in the plan specifications. The system has been under pressure three months. They feel they have a unique system as well as a unique problem of air in the lines. They are absolutely sure in their minds there are no leaks, but they cannot prove there are not leaks. Boesiger requested approval of the City and submitted a Maintenance Bond in the amount of $10,000.00 guaranteeing the installation for the water system in Sunnybrook Farms #2 for two years. Mike Preston, Engineer commented on the construction since the lines"go up and down". He stated the reason they were this way was because of the sewer system and claimed P1r. Rhodes had to lay the lines "up and down" to meet specifications. Preston felt there was air in the lines at the time of entry of water and was entrapped at the high points. He stated that Rhodes took one third (1/3) of the system and worked six weeks, bled and tested, and finally got that system to pass the pressure test. .There were no leaks.. The second section took three to four weeks doing the same, came very close to passing, but did not. He questioned how long it would take before a leak would show and stated that if and when there was a leak, Boesiger would fi-x--it~g~~> ~+~"! Preston stated that the only specifications that didn't meet was two thirds (2/3) of the system did not pass the pressure test. ldater lines are 4 to E feet. Phase I is clear, Phase II is the problem area. Numbers three and four are going to be improved. Boesiger stated they are required to put water lines 4 foot minimum. Agenda 13 Meadow View #2 Revised Preliminary Plat ,Located west of Bth St., east of Meadow View #1. Al Marsden was present, representing Roger Allen, Meadow View #2 Revised Preliminary Prat. Marsden stated they were asking for 0' lot lines in an area for patio homes:- He pointed out that this particular location is appropriate for this kind of development. Designs were outlined, allowing `plans ahd access to Sewer Plant area depending on future use and the ".".. :rotated `hot 16 forthrou9h street.. onto Bth'St, Block 6. there was discussion on the Bth St. widening at the Sewer Plant area. If this Was to be a park, there would be parkipg lot area and there could be turn-around facilities to prevent the "dead-ending of Bth St. Engineer Smith questioned irri¢ation canal on the south side of proposer. Marsden stated that he irrig#aon canal runs down the middle of Aelmar Dr. Smith stated that the right-of-way on Chateau is stressed as 60 feet every- :.. ; where to the west. It was designated some time ago as being an arterial. Steve Hosac explained this has been discussed with Ada County Highway District and in'"lieu of the City not wanting Chateau to go through .they would go from the Center section East to the 50's. Basically it provides a way to go on out tq Lihder. The Motion was made by Bodine and seconded by Brewer to accept Meadow View #2 Revised Preliminary Plat subject to the design changes and Five Mile Creek Recreation easement; Bicycle paths would be provided along Five Mile Creek if the City puts in the Park"and would allow recreation use of that easment; -and subject of sewer and water compliance. Hosac stated that they recreational easement would have to be worked out with ..Ada County Highway District, how the easement is going to be situated is still up in the air. They have to find out how much of an easement is wanted on Five Mile Creek. it may be an off-set type of easement. - Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea; Brewer, yea. ' Agenda T4 Sunnybrook Farms.#4 Preliminary Plat - Located W. Cherry Lane. Max Boesiger was present, representing Sunnybrook Farms #4 Preliminary Plat. Boesiger stated that homes will be of the middle and upper income bracket with, energy saving features; houses are unique from the other; they are ~ encouraging landscaping; Phase I and II are ready to go; there is a ~ neighborhood park and the other planned park is being reserved for the School District. Tpe,lats average 3.6 to 3.7_per acre. These are all single family.dw~111ngs.-.~__. .__ Williams asked about double fronted lots on Cherry Lane. Boesiger stated those lots on Cherry Lane would be fenced off and landscaped 'because of the possible 4-lane traffic in the .future. Willfams stated the double fronted lots may require variances and this should be prepat-ed for Final Plat. _Boesiger stated that SchooY District will reimburse the value of the five acre School Site if they do not exercise this use in the next three years. Access and traffic Was discussed.- Engineer.Smith stated that his major concern was of the requirements of 60 ,~ .ter,,.-.",, .foot-streets, the through streets eventually wnuld need to be widened. .The wider.right-of-way is"necessary. The policy has been to`require`coYyi~tdl~' streets: There is a 5 foot easement on each side and adequate right-of-way should be provided: far the future. .Dean Briggs stated that Glennfield St: is a 60 foot right-of-way Street just tq the 'east of this property and has been carrying the Collector status. Agenda )B $ews and Smith industrial Park Preliminary Plat - Located on East pine. `.Wayne Fprrey represented the Industrial park Preliminary Plat. Fprrey presented the Mayor agd Council with copies of the covenants. Forney stated that Ada County Highway District has"allowed the Park shared accesses and because of the ,jog of;(_ocust Grove the Ada County Highway District had asked fora 4Q foot right-pf-way from center 'Tine in, on E. pine and Locust Grpye 30 foot right-of-way. Sewer and water lines will be extended. -Forney requested that height of fence may be changed if needed in future. 'He stated that they have complied with everything he Ada County Highway District required.; Smith asked about sanitary service and wanted to be sure there would be' capacity. i peon Briggs stated that the 8" line is feasible and will be coming in 'for Final .Plat, dnd will be designed for the best advantage to adjoining property. He pointed out that this particular location is appropriate for this kind of development. Steve Hosac explained this has been discussed with Ada County Highway District and in lieu of the City not wanting Chateau to go through they would go from the Center section East to the 50's. Basically it provides a way to go on out to Linder. Max Boesiger was present, representing Sunnybrook farms #4 Preliminary Plat. Boesiger stated that homes will be of the middle and upper inGOme bracket with energy saving features; houses are unique from the other; they are encouraging landscaping; Phase I and II are ready to go; there is a neighborhood park and the other planned park is being reserved for the School District. The lots average 3.5 to 3.7 per acre. These are all single family dwellings. Williams asked about double fronted lots on Cherry Lane. Boesiger stated those lots on Cherry Lane would be fenced off and landscaped because of the possible 4-lane traffic in the future. Williams stated the double fronted lots may require variances and this should be prepared for Final Plat. Boesiger stated that School District will reimburse the value of the five acre School Site if they do not exercise this use in the next three year°s. Access and traffic u+as discussed. Engineer Smith stated that his major concern was of the requirements of 60 '- foot streets, the through streets eventually would need to be widened. The wider right-of-way is necessary. Forrey stated that Ada County Highway District has allowed the Park shared accesses and because of the jog of Locust Grove the Ada County Flighr:ay tiistrici had asked for a 40 foot right-of-way from center line in, on E.
