Agenda Citizen Center, Business Office Development - Design Review

Dick Obendorf was present representing the request.
Pipkin abstained from consideration because of a family tie.
Obendorf stated that it will be a financial center. Citizen Bank has purchased property.
He outlined changes in the design. They will provide office space with possibly
limited retail. He outlined traffic patterns. They have agreements with Zatica
but not to the east. They are planning for limited traffic type businesses.
Tewksbury inquired if there was plans for the corner. Obendorf presented a ACRD plan
for the north curve. The designs were discussed.
Alan Giltzow discussed parking. He stated that Citizens Bank is committed to the
project.
The Motion was made by Tewksbury and seconded by Orton to accept the Design Review of
Citizens Center.
Orton pointed out that there is .6 to .7 miles with no access to the north and that
any extension will be a problem. This should be kept in mind.

8 Four-Plex at 210 E. Ada, Design Review.
Gordon Leishman was present representing the request. He stated that they want to
tear down the present house and put in a Four-Plex. Parking was discussed - there
is access for four (4) places from the alley and four (4) from East Ada.
_Orton inquired what the density would be; it was calculated to be._21. _ _ ~:,~,
Sharp inquired who would live in there.
Leishman stated perhaps Senior Citizens or small families.
Orton outlined the Comprehensive Plan recommendations for Old Town bat felt there was
a problem with the density.
Sharp outlined it was a mixed use area.
Tewksbury discussed alleys.
Orton inquired if they would resubmit at an acceptable density.
Leishman stated that they could cut one unit out and go for a Tri-Plex.
The Motion was made by Orton and seconded by Pipkin that they recommend approval of
three (3) units or 15 units per acre, contingent on resubmittal.

9 Rocky Mountain Sprinkler in Crestwood Industrial Park - Design Review.
Evan Law was present representing the request. He outlined their proposal.
Sharp inquired what they would be 'using the property fora
They will be manufacturing sprinklers. It was clarified that their buildings will be
the same as those put up by Huico.
Law stated that the water and sewer lines are in place along with other utilities.
They have complied with City ordinances.
Orton stated that he felt more information was needed.
The Motion was made by Mitchell and seconded by Tewksbury to accept the Design
submitted from Rocky Mountain Sprinkler.
Motion Carried: All Yea

4 ~'',, Rocky Mountain Sprinkler - located on W. Franklin, Crestwood Industrial
Park.
Gary Richardson and Evan Law were present, representing. Richardson stated
their problem was the delay of obtaining a water meter and the City's
requirement back flow preventer on the fire line. He felt it was unecessary
to dig up fire main and cap it at the "T". There is a blank flange on the
riser inside the building now that they could padlock.
The P1ayor commented on the serious irrnblem that happened before to the City's
water system. The back flow preventcrs were the conclusion to protect water
system.
Kingsford stated that the water in the fire
and tends to come in and out with the pump
back flow preventer..
Richardson stated that anytime therru is not
main, the fire hydrant at the end tra;> t.o be
water anyway. The line should be opened up
line that sits, becomes stagnant
:ycle. This was the reason for the
a "looping" system and a dead end
blown off or there will be stagnant
and flushed every six months anyway.
Works Superintendent Stuart gave Richardson a copy of meter application with costs.
The Mayor, .Engineer Srnith, Stuart. and K.inysford will meet with Rocky Mountain
Sprinkler.
Smith stated the State of Idaho has mandated that each City have cross connection
control enforced in their Ordinances by 1980.

The Mayor stated that the bacteria teas been found in the outside pipe also.
There was discussion concerning t:he 5mtih Food Kings's fire line.

5 Claudetae Voung - Spud Hut Beer and Wine Application - 1646 Meridian St.
Young explained her business would specialize in potatoes with a variety of
toppings.
Williams stated that Young should c,t}eck with plumber as Y.o adequate water supply.
There is a separate water meter at this location.
Young requested pro-rated Wine and :;rer Licenses costs.
Attorney Crookston stated there is no provision in the Code.
The Motion was made by Kingsford -ind s.ecr~nded by Brewer that the Beer and Wine
License be granted to Claudette Young, di,a tipud Hut and Lounge dt 1646 Meridian St

6 Myron Gabbert - 1215 E. Fairview.
Gabbert explained the location of his Crnnmercial business.
There are 4 tennants located in this building, at this time. There t~ a serious
problem of the septic tank backing up. Gaid~er•t hired a licensed public works
contractor who excavated and found ghat the septic system drainage had been
installed under the ground water table. PJancy Goodell from Central District
Health investigated and the only solution that would work would leave the drain
field sitting on top of the ground and installation of a pump to pump effluent
up to it. The septic system has been replaced twice in five years.
. Gabbert requested connection to the City line. He thought he was adjacent to
the City and had no objection to becoming annexed and paying the costs of
connecting. There is 228 feet frontage on Fairview, the Stewart property is
westerly boundary.
The Davis, Chastain, Morgan and Stewart Annexation process was discussed.
