He stated that Capitol Development has applied for annexation of about 40 acres of land east of Linder, north of Meadowview Subdivision. The development will be supplied with City utilities Plan development of a Subdivision. Rowley inquired if this would be subsidized homes or what type they would be. Sales answered probably not subsidized. Yorguson stated moderate priced homes. The determination has been made not to have subsidized housing, they would like to come in with $50,000 and above homes. Dave Watkins stated that the market will determine the type of homes. The market is hard to figure. The feeling in Ada County know is that there is an over supply of homes in the $60,000 and above. Don Sharp inquired as to what size they are talking about. Watkins stated probably around 1,300 square feet minimum to 2500 sq. feet, depending on two story, bi-level and how the inside is finished. They would also have garages. Rowley stated that. this is just a request for annexation. `' Hinrichs stated that the Comprehensive Plan calls for nice development down Five Mile Creek Yorgenson stated that the back yards to Five Mile will be sloping. There is some ownership problems on the right of way. The Federal Government owns a 120 foot right- of-way that is not being used, some ideas are for walking or jogging paths. They would prefer to make the area into a green belt type area if the Federal Government will allow it. Sales stated that the City could make the area an improvement project including where the Sewer Plant is located. Sharp stated that there was concern that provisions be made in the platting for streets to go on through to the East and North. We would like to see this in the Platting. Sales stated that it costs $20,000 to $40,000 to cross Five f4ile Creek and the developers would like to keep the crossings to a minimum. They do not want to bring a street out by the triangle, it will be expensive and they prefer to put a street to the West somewhere North of the Five Mile Creek and one out to the northern boundary somewhere. They would like to avoid, however, having to put one near the 1/4 section line that the Ordinances call for and felt it should be north of Five Mile and cross the canal one time. Accesses were discussed and through streets. Rowley stated there should be at least two outlets to get out and to adjoining property. Hinrichs concurred. Sales did not agree. ,. The Motion was made by Lee Mitchell and seconded by Annette Hinrichs to recommend acceptance to the City Council contengent on no dirty industry with review by Planning and Zoning and the City Council of the type of industry coming in. Motion passed: All yea. Columbia Village was taken from the table from June 12,.1978. Albert Albert Madsen was present representing the purchaser of the property. Mr. Madsen stated "Our client has put down money to keep the option open on the land,we would like to discuss our proposal in a little more detail tonight." Jdck Shepherd stated that they revised the density to 10.8. The concept started with single family housing in a townhouse concept, more square footage for the dollar. Some of them have garages in this concept and some do not. He submitted a revised preliminary plat that fits the highway design requirements. This is the first town- house Cpncept -for-single family for sale uriits in Meridian. Hinrichs liked the idea but wondered if the Council had ordinances to cover this type of unit. Shepherd explained the townhouse concept. fle stated that most cities do not have a townhouse ordinance and they are covered under the regular subdivision ordinance with a waiving of the set-backs in the projects themselves. The set backs to adjoining property are whatever the ordinance calls for. The setbacks to adjoining neighbors are at least as much as required and often more, but inside the subdivision there is a zero lot line and a party wall on a property line. Also we would be deeding off the land,with a Condominium you do not deed off the land. You do not need special financing for it or zoning, or ordinances, to cover it. The building code covers all the regulations necessary to build this type of unit. Rowley inquired if this was subsidized housing. Shepherd stated no, the method of financing at this time has not been looked into, they are after preliminary concept approval. Sharp inquire into the cost of the homes in the project. Shepherd stated that they hoped they would be in the $30,000 range and with garages over $40,000. There are five different plans with approximately 950 square feet average. Hinrichs stated that the City needs a breakdown on the 46;! figure for subsidized housing between rental and owner occupancy and see if the housing needs for smaller owner occupancy has been covered. ~ The appeal of this type of housing was discussed. Rowley stated that we are trying to curtail some of the subsidized housing. Madson outlined the advantages of this level of housing for starter homes and elderly. Sharp stated that this has to be tempered, the City has a need of some larger homes. Meridian Plannin~& Zoning .6. March_12, 1979 Agenda Terra Subdivision - Final Plat 10 Roy Johnson was present representing the regdes#.. He stated that the Subdivision was approved by the City Council. Hinrich inquired what the density was. He stated that they had 24 units. Sharp suggested it be passed on to the City Council without recommendation or denied. The f4otion was made by Hinrich and seconded by Orton to pass this on to the City Council without recommendation. Orton stated that he would like to ask the City Council to explain their override of previous rejections. Planning and Zoning were in compliance with the Comprehensive Plan and he would like to know why they were overridden. Joy Stated that he would ask for clarification. Motion Carried: Mitchell, Nay ' Agenda 11 Meridian Park - Final Plat Roy Johnson was present representing the request. They have two (2) streets that are 46 feet in width. . Mitchell clarified that they requested 50 foot streets from the beginning of this development. Johnson stated that they will change the Plat to 50 foot. Orton inquired if the Comprehensive Plan called fora Green belt. Johnson stated that he needs a variance because of length to designate two streets as minor streets. He stated Five Mile Drain has a 100 foot easement. They will deed the Creek over to BOR. The ditch and easement was discussed The Plotion was made by Orton and seconded by Mitchell to recommend approval of Meridian Park Final Plat to the City Council contingent on 50 foot roads. Cope was present representing the request. He outlined the area of the Plat. The collector street is 60' witYi 50' collectors of this and 36' minor collectors. This fits ttie Meridian Mobile Home Ordinance 207. They will fence and berm the park. There are interior parks. They will develop in phases. Hinrich clarified the request is for a Mobile Home Park, a complex owner situation. Water and sewer considerations were reviewed. Pipkin inquired how much frontage the property has, it is approximately 620'. be Hinrich clarified the property wouldjbermed and fenced. A moritorium on Mobile Home Parks was discussed. Wright stated a private street. Williams stated ,until enabling ordinances are adopted they do not want to act on it. Wright stated that 'it is a logical step because it is contiguous and would save infilling later to annex this parcel. They would go on wet ,line sewer-and would accept any conditions the Council would put on it. The Council feeling was the same as the Hosac Annexation request. The Mayor., read the comment sheet. Wrfght stated five Mile will be'a maintenance problem. On infilling it is impossible to totally infill from the center. He outlined the economics of .the housing situation. Availability of the,Comment sheets before meetings was discussed, Williams suggested a comment'sheet be made available for a developer when they come in before Planning and Zoning. Nenson (Cont'd) 3 The Motion was made by Joseph Glaisyer and seconded by Marvin Bodine recommending approval of the vacation with the Fire Chief's recommendations incorporated into all future fencing of the area. Motion passed: Bodine, yea; Williams, yea; Glaisyer, yea; Kingsford, yea. Agenda 4 Lembke - Closure of Williams Street. Frank Marcum was present representing the request. He stated that ACHD had told him if the street was continued through It would create a traffic hazard for the light at Franklin and Fast first. They do not want the street to go through. Williams inquired about a water main going throught the proposed closure area and if there was an easement for the water line. Stuart replied that the line was located from Meridian Street straight East to Williams Street and there is an easement there. Ellsworth drew a diagram to clarify the areas in question. The situation was discussed, Marcum stated that he did not know there was anything in there except the sewer line in the alley. Williams recommended denial until there is a development plan submitted. The Council concurred. __ . They understood the Protective Covenants were to be submitted before the Final Plat. (See Agenda Item 9, Council minutes, November 6, 1978 "The Motion was made by Williams, seconded by Bodine, to table the request" "Motion Carried") Williams informed Mr. Sale that the Restrictive Covenants go with the Preliminary Plat. Ne stated that the Plat was approved subject to shorting of a Culdesac, 37 feet too long, and the submittal of the Covenants was his understanding. Trunk line, 12" line, water connections and landscaping was discussed. Sewer lines discussed. No restrictive covenants have been made but can be brought for approval at any time as explained by Joe Osier. Mr. Osier stated the restrictive covenants were not brought up for Preliminary but this is a new owner at this time. Ward stated there were no problems as far as his Department Johnson stated that he had no problems with working with any of the City's Departments, and as far as fire hydrant locations and such to meet standards, he would set down with them and work these things out.
