'L Ada County Trading Company - S/E Corner of Fairview Avenue and 2 1/2 Street
Jim Potter, Edward Brooks proprietor and Harry Flazen, owner, were present representing
requested for Conditional Use fora car sales lot.
Design plan was presented.
Potter outlined compatable use, curb cut and access. The Highway Department has not
called for sidewalks. Potter explained the Flighway Departments plan for curb cuts.
The Commission requested that they negotiate with the Highway Department to eliminate
the access near the corner of Fairview and 2 1/2 Street, leaving the access onto
Fairview at the East end and on 2 1/2 Street.
The tlotion was made by Plitchell and seconded by Tewksbury that Ada County Trading Company
Conditional Use Permit fora Car Sales Lot be allowed with the condition that the
blest Fairview access be eliminated and that there be Design Review for City Council.

rgenda B & B Business Park Annexation - West Franklin

Brent Barrus and Harold Briscoe were present representing request.
Barrus displayed map and explained the first 150 feet off of Franklin would be Commercial
the rest, extending to the Railroad, Industrial Sewer available off of Boise Cascade
property, water available off of Franklin.
Sharp pointed out that the small piece of Stanley property would create an enclave and
the City's policy is to not create such an enclave.
Barrus stated that the property owner, Keith Stanley, was contacted and-Y+is opinion was
that when the City wants them in, they will be taken in. Barrus felt that Stanley had
no objection to "be taken in".
Barrus stated that they need their annexation request approved so that they could better
develop and convenience to the City of fire and police protection.
There was discussion concerning enclaves.
The Motion was made by Orton and seconded by Ilinrichs that the B ?, B Business Park
Annexation be approved based on the condition that the Stanley property (created enclave)
be pruduced also for annexation by written conmittment.

Paul Keene was present, requesting a Conditional Use Permit for an Art shop.
Keene presented signatures of consent of neighbors, and stated there will not be

Al hdarsden representing and bJinston Moore, Industrial Park owner, were present.
P1arsden displayed Preliminary Plat combination development which includes a
larehouse development, Industrial development, and a Business Park with a bank and
restaurant corner. The project is 46 acres, small business in front, large buildings
in back, not retail and semi warehouse functions.
East Bower access was discussed. Lot 12 shows an easement. h1arsden stated that this
easement parking area could serve as access for fire protection from E. Sower.

1 Mayor Glaisyer called for representation of Cherry Lane Village Homeowners.
Jack Yoho presented a petition drawn up and signed by 29 of the homeowners.
All homeowners present stood upon the presentation of the petition. Petition
1) The Petition listed conditions .that the homeowners felt needed attention:
Lack of care; standing water, and a request for the City to take direct action
to remedy problems. Petition is on file with these minutes.
Greek McDonald presented a petition in behalf of home builders, Roger f,. Habig,
Gary liunemiller, and McDonald Brothers. Petition 2) The Petition requested the
City Council not to renew the present lease unless the leasee will agree to put
up a performance bond naming improvements. Petition is on file with these minutes.

2 Ada County Trading Co. Conditional Use Hearing - located SE corner of Fairview
and 2 1/2 St.,.'Chapin Subdivision.
Jim Potter, Ed Brooks and Harry Hazen were present requesting a Conditional
Use for a Car Sales Lot.
- - -dotter sated that they-had-remolied with the Planning and Zoning condition .,
approval of eliminating a curb cut near the west corner. State Highway had -"
acknowleoed confirmed the access would be closed. The drainaa.e pattern
modification will be made to drain the site onto 2 1/2 St.
Brewer stated that the Conditional Use should be granted only if subject to
Ada County Hiohway District. requirements.
Potter had not seen the letter dated September 24, 1979 from Ada County Highway
District listing requirements. He stated that there is no proposed sidewalk
on the South side of Fairview. The re-design of the access to 2 1/2 St. located
to the South boundary of the parcel could cause more of a traffic congestion
than leaving where it is. He felt this would nd eleviate any congestion of
traffic flow. He stated there was some misunderstanding with the Ada County
Highway District.
The Mayor stated that he felt they should work with Ada County Highway District
to clear up the requirements.
The Motion was made by Williams and seconded by Bodine that the Conditional
Use request for Ada County Trading Co. be tableduntil October 15, 1979.

Paul Keene was present and stated the Conditional Use was for a Art/Book Shop
at 1123 E. 1st. St. He stated there would be some art lessons and traffic
would be very similar as the Window Box. Petition has been signed by neighboring
residents and was in order.
Williams reminded Keene this would be reviewed on annual basis.
There were no other comments.
