Knighthill Commercial Subdivision
Dear Mr. Copple:
The District 3 Permits Committee has reviewed your client's application for right-in, right-out
access to Chinden Boulevard, approximately 650 feet west of Linder Road. The permits
committee recommended denial of the application for the following reasons:
1. IDAPA 39.03.42- Rules Governing Highway Right-of-Way Encroachments on State Rights-
of-Way identifies that "Traffic Movements into an out of a business should be designed,
whenever possible, to utilize existing local roads."
2. The December 2005 Traffic Impact Study (TIS) and August 2009 addendum to the TIS
indicate that with na direct access to Chinden Blvd, the proposed access on Linder Road will
operate at LOS B (2005 report) or LOS C (August 2008 report), with an average delay of
10.6-15.9 seconds in the PM peak hour. It appears the approach on Linder Road would
adequately serve the needs of the property and the anticipated traffic volumes of the site.
3. Addition of a new conflict point, i.e. the proposed access, has the potential to create
__ ___ _ , ._ ..interference.with or hazard to.the free movement of normal highway traffic.
Members of the committee also had other questions/comments relating to the TIS and site layout.
a. What caused the LOS at the Linder driveway to decrease from "B" to "C" between
December 2005 and August 2006? This may have been addressed in the April 2008
addendum that we do not have in our possession.
b. We encourage your client to review the information for the Knight Sky and Eagle
Island Marketplace applications to see if there are any adjustments he wishes to make
to the analysis (heavy vehicle percentage, background volumes, etc). This mayor
may not affect the LOS analysis for the Linder approach.
c. Is there a reason the internal street does not connect to Everest? This would
provide connectivity to the existing signalized intersection of Chinden and Long Lake.

d. Has a new application been submitted to the City of Meridian? Has a request for a
variance to Meridian's spacing ordinance been submitted to the City?
If your client wishes to provide additional information relative to the items listed above prior to
presentation of the permits committee recommendation to the District Engineer, you may provide
such information in writing to my attention within thirty (30) days of receipt of this letter. We are
placing the application on hold at this time until we hear from you if there is additional information
your client wishes to provide prior to a formal decision by the District Engineer. Upon receipt of your
response, we will issue a timeline for continuation of the process.
