HomeMy WebLinkAboutTask Order No. 0787 with Murray, Smith & Associates for Seasonal Well ConceptEXHIBIT A TASH ORDER N0.0787 PREPARE A "SEASONAL WELL CONCEPT" SAMPLING PLAN CITY OF MERIDIAN This Scope of Services is for Professional Services between Murray, Smith & Associates Inc. (MSA) and the City of Meridian. Services authorized by this Task Order No.0787 shall be for professional engineering services in support of the City's Water System The terms of this Task Order shall be in accordance with the MSA Master Agreement for Professional Services dated June 18, 2007. Background Over the past 3 years the City of Meridian (City) has collected water quality samples from Well 23 that exceed the Environmental Protection Agency's (EPA) maximum contaminant level (MCL) for uranium of 30 parts per billion (ppb). Uranium levels have been measured consistently between 30 and 40 ppb. The City was recently notified by the Idaho Department of Environmental Quality (IDEQ) that the well can only be used under emergency conditions (.i.e. when a primary well is out of ~rvice for up to 60 days per year). Under emergency operation, the City will be required to notify customers and flush the system. Up to this point the City has been using the well as a peaking source, where it was operated less than two months each year, this however provided significant flexibility for the peak summer demand periods. In a meeting with City Staff and IDEQ on August, 112008, a proposed interpretation of how the well could be operated under "seasonal well concept" was presented by IDEQ. This could potentially allow the City to use the well for up to three (3) months each yeaz if a running annual average (RAA) methodology with quarterly monitoring uranium, was used. The MCL for uranium along with other constituents such as arsenic was set based on "long term" exposure, not periodic short term exposure that would occur in a situation where a well was only operated for part of a yeaz. In other words, if the average of four (4) quarterly samples for uranium is less than the MCL, the well could continue to be used for as much as three (3) months each yeaz. Monty Mazchus of IDEQ provided a clarifying email on the discussion also dated August 11, 2~8, though it has not been formally approved. In order for the City to employ the "seasonal well concept", an IDEA approved sampling plan is required. This scope provides time for MSA working on behalf of the City of Meridian, to work through the details of that sampling plan with IDEQ. This process is not clearly defined at this time as the City of Meridian will be one of the first public water purveyors in the State to utilize it. It is important that this is completed prior to the 2009 peak demand season to allow the City to utilize Well 23 without public notification or flushing of the system. Task Order No.0787 October 2008 EngineersJPlanners SCOPE OF SERVICES Task -1 Prepare a "Seasonal Well Concept" Sampling Plan for IDEQ MSA will prepare a "seasonal well concept" sampling plan to the City and for IDEQ review. The water quality sampling plan associated with the proposed use of Well 23 will include at a minimum the following items: 1. Demonstration of how the new monitoring plan is more representative of the water being served year round than the current sampling plan 2. Identification of two (2) additional sampling locations, in addition to sampling at the wellhead 3. Identification of the sampling timing and interval at the three (3) total sampling sites (sampling must occur at a minimum on a quarterly basis) MSA will initially request an example "Plan" that has been submitted and approved for another system in the State for use as a guide. MSA will work with IDEQ Staff and City Staff for ultimate "Plan" approval. Assumptions: As described by Monty Manchus during both the August 11, 2008 meeting and follow up email on that same day, the "seasonal well concept" is new and has not been employed in many utilities in Idaho. At this time no guidance document exists on precisely what is required and what format it should be in, therefore some unknowns exist in terms of level of effort to get an approved "Plan" through IDEQ. This task is being treated as a time and materials contract with an initial budget of $10,000. MSA anticipates that $10,000 will be adequate to get the "Plan" approved, however the overall budget will ultimately be determined by the specific IDEQ requirements, including the number of meetings and iterations needed. Deliverables: A draft and final "seasonal well concept" sampling plan in technical memorandum format will be provided to the City and IDEQ in electronic format. The work will be billed on a time and expenses basis under the terms of the MSA Master Agreement for Professional Services. The total budget shall not be exceeded without written authorization. MSA will make every effort to complete the work in a timely manner, however, it is agreed that MSA cannot be responsible for delays occasioned by factors beyond its control, nor by factors that could not reasonably have been foreseen at the time this Task Order was executed.
