Watertower, Suite 200 Meridian, Idaho 83642 SUBJECT: PROPOSED GALA PARK SUBDIVISION LOCATED AT THE SOUTHEAST CORNER OF EAST OVERLAND ROAD AND CELEBRATION MERHIIAN, ADA COUNTY, IDAHO Dear Staff and Commissioners: Thank you for the opportunity to submit this Preliminary/Final Plat Application. This is a request for approval of a Commercial Subdivision. The subject property is located on the east side of Celebration Avenue, south of East Overland Road. The purpose of this request is to split a single commercial lot into two commercial lots on 2.46 acres. The density of the project is 1.23 buildable lots-per acre. Existing and Surroundins Land Use The surrounding ground in the west parcel and the entire north parcel are vacant land. North: To the north is East Overland Road. North of East Overland Road is vacant land. East: To the east is vacant land. South: To the south is East Gala Street. South of East Gala Street is vacant land (Resolution Business Park Subdivision). West: To the west is South Celebration Avenue. West of South Celebration Avenue is vacant land (Resolution Business Park Subdivision). Variances There are no variances being requested for the proposed development at this time. Proposed Development Features The proposed concept for this subdivision is to create two commercial lots. Medical offices, Treasure Valley Pediatrics, will occupy the westerly lot along Celebration Avenue. The commercial use for the easterly lot is not known at this time. No new roads are required since each lot has duect access to the existing streets. The proposed subdivision will be provided with City Services including water and sewer which are currently stubbed to the property. Pressure irrigation will also be provided to each lot and will be maintained by the Nampa-Meridian In•igation District. Police and fire protection are available at the site. Impact of Traffic on Adjacent Roadwavs The proposed development will have little impact on surrounding roadways. ACHD acted upon the original Resolution Business Park Subdivision which required extensive street improvements. The proposed additional lot split and resulting commercial building will have minimal impact upon the already approved business park. The location and configuration of the subdivision will result in most vehicles leaving the additional lot via East Gala Street and, in turn, East Overland Road. East Overland Road is classified as a minor arterial and is designed to convey many thousands of vehicles per day. Pre-application Meetinss During the preparation of the application for the project, the applicant and/or his engineer have meet with City Staff. Existing roads and fire hydrants negated the need for meetings with ACHD and the Meridian Fire Department. City of Meridian: One meeting was held with the City of Meridian to discuss the proposed Lot Split. The meetings were held on December 12, 2002. Steve Sidooway and Bruce Freckleton (City of Meridian) and Lance Warnick (Treasure Valley Engineers) were in attendance. Reference the attached Pre-Application Meeting Notes. Conclusion Approval of the preliminary and final plat is respectfully requested. The proposed development is compatible with surrounding land uses and current zoning. File: TRVALI; B02104A Mr. Paul Aigner Owner's Representative Treasure Valley Pediatrics 10900 NE 4's St, Ste 1560 Bellevue, WA 98004 RE: LETTER REPORT Geotechnical Engineering Evaluation Treasure Valley Pediatrics 1620 Celebration Avenue Meridian, Idaho Dear Mr. Aigner: Strata has completed our geotechnical evaluation for the proposed Treasure Valley Pediatrics building that is planned to constructed at the southeast comer of the intersection of Overland Road and Celebraiion Avenue in Meridian, Idaho. Strata performed subsurface exploration at the above referenced site on September 23, 2002 in general accordance with our proposal dated September 6, 2002. The following paragraphs Si~mmari~e our understanding of the proposed construction, the subsurface conditions, and our geotechnical opinions and recommendations. PROPOSED CONSTRUCTION The proposed 8,000-square-foot building will be a single story, wood-frame structure with a concrete slab-on-grade. The site is approximately 1 acre in size and paved parking is planned south of the building. Stormwater is planned to be retained on site. FIELD ERPLORATION Site Description The proposed site was a level lot that was part of a former field. Infrastructure development in the subdivision included a landscape berm separating the properly from OverL~nd Road to the north and concrete sidewalks along Celebration Avenue to the west and Gala Avenue on the south. The adjacent lot to the west was also undeveloped Utilities had been stubbed into the property neaz the northwest comer and the southeast comer. Two piles of construction debris were located near the northwest comer of the lot. The debris included concrete slabs and a large pile of asphalt. We estimate two to three dump truck loads would need to be removed from the site. IDAHO WASHINGTON OAEGON WYDMING • MONTANA UTAH NEVADA ~reasure Valley Pediatrics,Meridian FIle: TRVALL B02104A Page 2 Subsurface Conditions Similar soils and conditions were encountered in all three test pits excavated at the site neaz the southwest corner of the lot, near the middle of the east property line and near the northwest corner, Test Pits 1,2 and 3, respectively. A Site Plan showing the test pit locations is preserved as Plate 1. Plate 2, Unified Soil Classification System, has been included to explain the terms used on the test pit logs and in this report Fill consisting of sandy siidsiliy sand with varying amounts of gravel covered the site to a depth of 0.5 to 1.0 feet. It appeared that the site had been stripped prior to fill being loosely placed over the surface of the lot. Native silty clay with a (race of sand was encountered to 2.75 to 3.0 feet beneath the surficial fill. The silty clay was hazd, dry and became increasingly cemented with calcium cazbonate (CaC03). Pocket penetrometer readings of the silty clay were greater than 4.0 tons per square foot. Beneath the silty clay, silt was encountered in all three test pits to depths of 5.0 to 5.5 feet which was tan, hazd and moderately to strongly cemented with CaCOs. Dense yellowish brown silty sand which was weakly indurated and weakly to moderately cemerved with both CaC03 and with iron oxides (FeO~ was encountered underlying the strongly cemented silt in Test Pits 1 and 2. The silty sand layer extended to depths of 10.0 and 8.5 feet in Test Pits 1 and 2, respectively. Clean gravel with sand which was very dense and dry to damp was encountered at 10.0 feet in Test Pit 1 and extended to the termination of the excavation at 14. S feet. Beneath the silty sand in Test Pit 2, 0.5 feet of gravel with sand and silt and 0.5 feet of gravel with sand was encountered overlying fine to medium sand from 9.5 to the termination of the excavation at 10.5 feet Test'Pit 3 encountered gravel with sand and silt which was moderately to strongly cemented with CaCOs beneath the strongly cemented silt at a depth of 5.5 feet. Test Pit 3 temrinated in gravel with sand and silt at a depth of 7.5 feet. Test pit logs are included in the Appendix Ground Water Ground water was not encountered in any of the test pits, which were excavated to depths of 14.5 to 7.5 feet below the existing ground surface. An observation well was installed in Test Pit 1 at 14.5 feet at the southwest comer in the area of the planned seepage bed. Ground water in this azea is lmown to fluctuate with local irrigation practices. However, there was no staining or other indication that groundwater had been as high as the bottom of the test pit. September ground water levels approximate yearly highs for the area OPINIONS AND RECONIlI~NDATTONS General Recommendations It is our opinion that the site is suitable for the proposed medical o$ice building. The recommendations contained in this report reflect our understanding of the proposed structures. If design plans change or the subsurface conditions vary significantly from what was observed during our subsurface evaluation, we should be notified to review the report recommendations and make any necessary revisions. Report recommendations reflect the straight line. interpolation of the subsurface conditions between test pits and boring locations.
