Sharp stated that he is concerned with taking a residential area and making a business T, out of it. Engine~ring~ '' will be Blakely from Nampa, Harrison Stapley Structural Engineers, Meridia~t, ~z , ; „ .and others . ~ , :;~:. The contiguous points to the City was discussed. ~. ,: . , Cooknell stated that County Zoning for Parcel A is 1/2 commercial, 1/2 manufacturing. ~ t.. For Parcel A and B they are requesting Commercial zoning. ;. ~' ,`~ They propose sewering the property down overland into the Meridian Greens line. They have made minor adjustments in the Plat submitted earlier. ~ +-_;, ' They have worked out access to roads with ACRD. ~ ~ ~, ~ ~ ~ '~., Tenants were undetermined until they~are approved. ,, ~ ' ~ They feel their center fits the City Master Plan and will attract people to the e,ty. , ,r~; The Highway count for I~0 is 40,000 vehicles per day. Ron Blakely, Engineer, stated that they were looking at proposals `and shared OrtQn's concerns. They will investigate the possibility of sewering down Ten Mile. Sharp agreed with Orton on sewering down Ten Mile. f ~ ~ ~ ~~ ~ Cooknell stated that their concern is obtaining access to lay the Ten Mile line They are open to the desires of the City for routing sewage and water. ;:. ~` Availability of easements was discussed. Cooknell stated that if the easements were .~'~ available they would undertake the project. 's ~ , ,, Orton inquired if Parcel B was annexed to get a contiguous point for annexation.' : ~ ~, . , , ,. Cooknell stated yes, they have conformed to the City Attorney's best access method, ,-'~ 'a Hinrich stated parts left bothered the•City. ~~ ~ t " : ~ ~ Sharp inquired if the legal discription was accurate. ~ ~ Cooknell stated that there are minor discrepancies along the canal. ~_ d'. i Hinrich read the comments from City Engineering. Pipkin outlined the drainage should flow with Ten Mile Creek. ~ ~ ~, , , Howell inquired if they applied for annexation if their property could be sewerec~. They haue _ ~ '~ ,; more than $100,000 tied up on their purchase. ~' ~~ Gratton asked for clarification on the $60,000. It is to the School, Library, City ~ and other. . Tewksbury stated that he would hike to see the entire clover leaf come in on the: '!~ ;, annexation request if approved. Sharp agreed. ~$- E I Sharp stated consideration includes: 1) where a sewer line should go Z) should ~ they cross the Freeway on that side of Meridian Road. Orton stated that the proposal meets the Comprehensive Plan intent for that area. Sewer-water plans and how it fits into the City are considerations. The developer '" seems ameanable to working with the City. It gives the community some leverage to get the exit finished if Planning and Zoning requires the easement be given. The Motion was made by Orton and seconded by Pipkin that the annexation request be approved subject to the conditions based on full compliance with the existing sewer` plan to sewer down Ten Mile Creek; full compliance with the water plan and they ~' ~ abide by the increased annexation of the entire Clover leaf. , ~ ` `° ; r Cooknell stated that he would have that information available for the City Counci•1 Motion Carried: All Yea Agenda - ~ `. , 4 Crestwood Estates, Rezone request to Commercial. ~, John Matzinger was present representing the request. ' He outlined the rezone area. The Commercial center is a neighborhood Center 2 1/2 acres with access limited to Linder Road. The parking was established by ratio.'' ' Tenants have not been secured, the building would be architecturally controlled ,: w with one owner. They are relatively small stores with some professional type offices. City services are available. Tewksbury stated that his concern with the smaller size. The Comprehensive Plan - # calls for four (4) to eight (8) acres, 30,000 to 100,000 square feet. The size and number of shops were discussed. ~' ~~ ~~ ~~ ~} . Dave Schmidt stated it is to be a nei hborhood commercial beaut g y parlor, barber shop, ~ ' laundry, ect. q Bud Persons inquired how it would effect his property. r ,~ Sharp stated that they are separate requests. .,y • Person stated his request was submitted prior to this request and should have priority. ~,I ~ Carol Storkan, property owner in the Persons proposal, stated her concerns that their ~~ request be considered first. , ~4 Orton stated that this had been his comment and the difficulty of placing requests in ~ ~,; chronological order had been outlined to him by other members. ~ `~~ Persons stated that the Comprehensive Plan calls for 4 to 8 acres, their proposa'~. ~ ";; fits this criteria. The Comprehensive Plan Neighborhood centers criteria was outlined .` , and discussed. P` y ,: Schmidt stated that they choose not to present a large center because they do~not;see ~; the demand in the near future. He didn't feel there was a inherent conflict between the two proposals. It was discussed. Hinrich inquired if Persons felt it would hurt his business. He did not, but wanted ~' '; to be careful not to get clocked out of his. ' , ~: , r. • • Meridian City Ilall .2. October 1, 1979 Agenda - 4 Mar Mon John Cooknell was present and displayed an update on Southgate development landscaping. He stated this update was intended as an information message .to the Council and broad news the community that they are here. Basically there has been some change in the design: The frontage will .not be as straight and gives better affect; a birm type design; as much shrubbery and trees as possibly can be worked in; they will be working with Nampa-Meridian Irrigation for landscaping along easement rights. Williams stated that Idaho State Transportation Department is requiring 55 foot center line right-of-way on Highway 69. ~' Fire Chief bJelker commented that an "all weather pad" be laid for Fire Truck ~'~~ pumping purposes at the side of the drain ditch. Cooknell suggested the NE corner has direct access and would work with the Fire Department on this. He stated that they hoped they would start project in 30 to 60 days. Brewer thanked Cooknell for the update. Agenda 5 Williams presented Earl Ldard with a certificate from the Idaho Water and Wastewater Operators Certification~Board. A Class IV (4) Operators. License. Williams stated this is the highest classificaiton in the State of Idaho and commended him for his fine achievment. Agenda 6 The. selected Judges and Election Clerks were reviewed. May 7, 1979 ~ Agenda 4 Chiropractic Clinic - No representation Agenda 5 6danda Hepper Addition - Located North of James Court and East of Meridian Manor Add. Keith Loveless, Lovel ess Engineering, was present representing Wanda Hepper Addition. °' Loveless stated that they felt this Addition would be filling in gaps instead of leaving gaps. ~ " Williams stated that this annexation should wait until the City's Ordinances are completed. . There was discussion. Wanda Hepper stated that there is a home and that the property consisted of two (2) acres; next to Blue Heron Lane. Bodine stated that he could not see any problem if all they were asking for was annexation. The Motion was made by Williams and seconded by Glaisyer that the Wanda Hepper Addition annexation request be denied, • Motion Carried: Williams, yea; Kingsford, yea; Glaisyer, yea Bodine, nay Agend 6 Southgate Annexation - Located West of Meridian Street on Overland Road John Cooknell was present representing Southgate Annexation. Cooknell stated that they had some indepth discussion with the Irrigation District ~ and that they have no problems with their designs for tiling ditches to provide water ' ' for the neighbors and for storm drain run-off. He stated they have also had preliminary plans for water connections under the direction of Planning and Zoning and sewer connection routes are being reviewed by the City Engineers for the best aspect of the City of Meridian. Williams expressed concern that the shopping center would threaten future development n because of the federal non-attainment air quality control zone. Cooknell stated that he had met with the state air quality people and decided to reduce the number of parking spaces to less than 1,000. ~ There was discussion and it was decided that there was insufficient data to accurately • analyze the impact on air quality. Mayor Storey stated that the developer would help getting the sewer aid water lines across the Interstate. The Motion was made by Bodine and seconded by Glaisyer that Southgate Annexation, be approved. Motion Carried: Glaisyer, yea; Bodine, yea; Kingsford, nay; Williams, nay Mayor Storey voted yea, breaking the tie. Agenda 7 Rappleye request of Duplex - Located on lot next to 1435 Ta. 1st Street Lee Stucker was present representing Carol Rappleye's request to build a duplex on `" '''~"`` lot next to 1435 W: 1st Street. Stucker stated that none of the neighbors object to putting a duplex on this lot'. ~' He stated that they had obtained eigh, (8) of the eleven signatures. There were two (2) ~.; that did object. Wastewater Superintendent Ward spoke concerning the easement running at the back of the property. The Motion was made by Williams and seconded by Kingsford that the Rappleye request of a Duplex on vacant lot next to 1435 W. 1st Street be approved, contingent upon the granting of an easement to provide proper access back to the sewer line. Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea; Glaisyer, yea. Agenda 8 Set-back variance - Randy Cope Located in Meadow View Sub. 4~1 1531 Kiugswood. The Motion was made by Glaisyer and seconded by Kingsford to approve an eight (8) foot Variance, 1531 Kingswood. Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea; Glaisyer, yea. ~ k.; i;~;i.: Meridian City Ha11 ,6, May 7, 1979 Agenda 14 ~Partment Reports Public Works Stuart had no report. Wastewater Superintendent [~Jard had no report. At this time Mayor Storey presented Earl Ward with a Certificate for Class III Wastewater Treatment Operator from the Idaho Wastewater Treatment. Ward was congratulated and received applause. Ward was instructed to present Certificates to Fred Putzier and Norma Wingfield as Class I Operators. Fire Commissioner Kingsford explained the need of a backup power for the fire siren. Storey instructed Kingsford and Fire Chief G7elker to take care of this matter. Kingsford stated that the City portion would be approximately $600.00. Agenda CONSULTANT REPORT 15 Gary Smith, J-U-B Engineers, Inc., recommended to the Council payment of Pay Estimate No, 10, Interceptor Sewer Line Construction, Phase III to Galey Construction for period of March 26, 1979 to April 30, 1979; in the amount of $36,009.26. The Motion was made by Bodine and seconded by Kingsford that the bill to Galey Construction in the amount of $36,009.26 for Pay Estimate No. 10, Interceptor Sewer Line Construction Phase III be approved. Motion Carried: Bodine, yea; Kingsford, yea; Williams, yea; Williams, yea. Agenda Mayor Storey read the letter from Fourth District Court from Gordon Lamm stating 16 that the Court that has been held at the City Hall will be discontinued as cf. -~~ May 11th,"1979. Williams stated that there will a large amount of time on the pant of the pf$ice~s , commuting to the Boise Court (4th District Court on Kootenai St) p Storey urged those attending to write the Ada Commissioners in reference to maintaining the license bureau. Motion Carried: Glaisyer, yea; Bodine, yea; Williams, nay; Kingsford, nay .Mayor Storey broke the tie by voting, yea. Agenda Mayor Storey tendered his resignation as Mayor at this time. He stated that he had 18 enjoyed working with the people of Meridian and felt it is the best City in the State. After almost 27 years Don M, Storey stepped down, President of Council Richard Williams presided as rlayor and .,,personally thanked Storey for the service he has rendered to the City of Meridian. Ada Street 4 j Gordon Leishman was present representing the proposal which was approved ~s 3 units instead of 4 units by the P&Z Commission. The Motion was made by Glaisyer and seconded by Bodine to accept Leishman's request of a Tri-Plex. Motion Carried: Williams, yea; Kingsford, yea; Bodine, yea; Glaisyer, yea. Agenda 5 ~ South Gate Annexation -(Located West of Meridian Street on Overland) ~,,, i9.: +'~ John W. Cooknell was present representing Mar-Mon Developers, Proposed South Gate Annex. Cooknell presented each member with Vicinity Maps, letter of proposed landscaping commitment, Legal Description of I-80 involved in Annexation of South Gate and 1 Map of proposed Water and Sewer Lines for Southgate Retailers Center for file. Cooknell displayed aerial photographs of the area taken in 1978, Cooknell stated that the Center will be built in two phases. This is Commercial Retail and is not going to bring Children into the schools and it is not going to bring an extra load for City facilities. Cooknell stated that the Center will bring dollars into the community and an excess of 250 employees. The Motion was made by Joseph Glaisyer and seconded by Marvin Bodine to accept the South Gate Annexation. °` Williams, nay; Kingsford, nay; Bodine, yea; Glaisyer, yea. Motion Carried with the Mayor breaking the tie. Agenda Crestwood Estates Subdivision #3 -Located Southeast Intersection of Linder & Franklin 6 _ _ Glaisyer abstained from action. John Matzinger, Engineer and Dave Schmidt, Consultant, were present representing Crestwood Estates Subdivision #3. Gary Smith, Engineer stated that the main concern was the overall traffic pattern and general development plan to the property to the South. ~ The primary problem is extension of streets across Ten Mile Drain. • Access was discussed. Basic plan was to have less traffic on and off Franklin and use Linder for safety. Fire Chief Welker stated that area to the South should have another entrance way and a large area within the center part of Subdivision that would be very difficult to get into, or turn around, with Fire Truck. The Motion was made by Williams and seconded by Kingsford to approve Crestwood Estates Subdivision #3 Preliminary Plat with the stipulation of regulation of the Fire Marshal being taken in account. Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea Glaisyer, Abstain Agenda 7 Cherry Creek Mobile Manor - (Located SW Intersection of Cherry Lane & Linder) Jim Fuller was present representing proposal as owner Mel Cope spoke, representing Jim Fuller, stating that proposal involves 52 Acres of Mobile Home Park, 265 Mobile Home spaces.. City sewer & City water. Mayor Storey stated that caution should be used upon approval of Mobile Home Parks as several have been turned down in past years. Cope distributed a report from the Ada County Assessor explaining the tax base. Lift Station was discussed. Ward stated that he felt that using the lift station of Cherry Lane Village would put undue stress on that one lift station. Ric Orton stated that Fuller plans to include a lift station in. the third phase of the development, approximately 3 to 5 _years. At the March 12, 1979 zoning meeting, MAR-MON became aware of the planning commission's concern for landscape development on the project. The commission indicated that previous developers had "promised" to landscape thier projects, but conveniently finished construction without providing the formerly represented landscape development. Mr. Joines will be meeting with property owners again next week. The right-of-way has been set but Mr. Joines needs to give them a dollar amount, depending on what the Commission desires. Drainage was discussed. The street would be 24 feet wide with no parking allowed on it. The Commission decided that the street should be paved and that the Highway District will furnish the base and the property owners will have to pay for the paving. Schmeizer Lane - Discussion held concerning the standards to be used for building up the right-of-way. Citizens involved are anxious to get the project started because of a contractor that will honor his bid even though it is a couple of months old. The Commission agreed that the adjoining property owners be allowed to proceed, on their own, to build the street 22 feet wide, and to install 2 inches of asphalt and to build a cul de sac at the end. 7-11 Store on State Street - Discussion 7-11 Store on State Street. Mr. Capshaw suggested that the speed zone be ~ lowered to 35 mph and avoid having to cut the hill down. He further explained that there is no development past this one at the present but plans are in for another development soon. The Commission felt that the deceleration lane should be required. Discussion held concerning the three-point radius. The Commission also felt that the speed limit should be reduced for at least % mile back, to 35 mph. . Proposed Equipment Company Development - This development is 800 feet from Southgate Retail Center and there is a ditch that will have to be moved from the right-of-way. h1r. 6.apshaw explained that"the 40 feet of right-of-way that the developer is dedicating to the Highway District includes the ditch. The Commission suggested that the developer be required to move the ditch onto their property. Mr. .Capshaw explained that the equipment company has been there for a long time and they are now contemplating building a restaurant. He said the Highway District may not have any control over what the developer does. Staff was instructed to attempt to get the ditch out of the right-of- way if possible. At the March 12, 1979 zoning meeting, MAR-MON became aware of the planning commission's concern for landscape development on the project. The commission indicated that previous developers had "promised" to landscape thier projects, but conveniently finished construction without providing the formerly represented landscape development. MAR-MON hereby assures the council and planning staff that P4AR-MON shall install the represented landscaping, and it shall be accomplished in the following manner: 1. The landscape plan shall be developed to the limits indicated on the schematic landscape plan presented to the planning commission on March 2, 1979. 2. The plan shall indicate quantities and general locations of plant materials. 3. The planning staff shall review and make perti- nen~ recommendations to the plans. 4. SANDMAN -MERIDIAN MOTEL SITE REVIEW COMMENTS January 13, 1992 Site plans review comments for the Sandman Motel site located at Overland and Meridian Roads are as follows: 1. No access should be allowed to Meridian Road. This is a State High- way. The site is adjacent to a freeway on-ramp and next to a traffic signal at Overland Road. Access between these will cause severe con- gestion. 2. Overland Road is designated an arterial road requiring 80-feet of right- of-way and five traffic lanes. Dedication of the right-of-way and street improvements should be accomplished on the adjacent streets. 3. There appears to be a natural drainage channel crossing this site which the State Highway and Overland Road align with the adjacent property's drain. Disruption of the natural drainage should not be allowed by site development . Please call me at 34662, should you have any questions.
