Tract "A" consists of an irregular-shaped level tract consisting
of approximately 24,000 sq. ft. It is bordered on east by residential
properties, on south by Idaho Power easement, on westerly side by
Eighth Street and on north by a small unimproved tract. Access is
from Eighth Street.. It is improved only with an irrigation water
pump which is setting in the Nampa -Meridian irrigation ditch. The
ditch along with easement, takes up about 20 ft. along east side.
Note: There is no set number of feet width for irrigation easement.
The officials of the ditch company say it is as much as is required
for maintenance purposes and this would indicate about 20 ft. The.
pump is for irrigating a tract also owned by Meridian School District.
• Tract "A" has an "A" residential zone but could be granted a
conditional use permit through request from the City Council for
professional offices or 4-plexes. "A" residential will allow non -
retail buildings like houses, duplexes, churches, schools, museum,
etc. It is located in Meridian city limits. Required setback for
improvements from property lines is 20 ft. It is assumed that the
20 ft. ditch easement area along east side can be considered as setback
area. Note: A metes and bounds description with quantities has not
been furnished this appraiser. Therefore, the dimensions and quantities
are only estimates and this appraiser reserves the right to reconsider
the 'estimated property value' if the legal description proves different
from appraiser's measurements and calculations.
The dimensions and quantities from plot indicate the following
dimensions:
The sou40 ft. of tract "A" consists of an Idaho Power easement.
The northerly sq. ft. are considered as a separate tract - namely
Tract "B". Therefore, Tract "A" will consist of a tract of approximately
24,000 sq. ft. The dimensions include 100 ft. width on south, 310 ft.
on the east side, 340 ft. along an irregular line on west (Eighth Street
frontage) and 40 ft. across north end. Note: Measurements on site from
Eighth Street curd to east side fence, and, from Idaho Power easement
on south to indicated diagonal line of Tract "B" conclude somewhat greater
numbers.
In a discussion with Ada County Highway District Engineering Depart-
ment, there is no problem with a reasonable number of curb cuts for
access points to facilitate development of Tract "A". It -is reasonable
to believe there could be at least two (2) desirable lots on Tract "A".
The subject property has all city utilities available.

Dear Mayor Storey:
As requested by the City Council on July 8, 1976, we have reviewed
the development plan for the Professional Office Building, Bodine Oil Company,
Meridian, Idaho. It is our understanding that the proposed sewer and water
line as shown provide that the lines would be maintained by the City, thereby
making them a part of the public system. This creates a problem because any
extension of sewer and water lines which constitutes a public system is re-
quired to meet requirements of the Idaho Code. The Idaho Code requires that
plans and specifications for all extensions of sewer and water lines be pre-
pared by a registered professional engineer and must be approved by the
Idaho Department of Health and Welfare. Further, the Code requires that a
registered professional engineer must certify that the construction was in
accordance with the approved plans and specifications.
To avoid the requirement of plans and specifications, by an
engineer and approval of the Idaho Department of Health and Welfare, the City
could allow service to the property by a sewer service connection. This
would require that the sewer installation meet the "plumbing code". Under the
plumbing code, the owner would maintain the sewer service line. The water line
can also be treated as a service connection in which the plumbing code would
govern. However, the policy of the City is to require a meter to each unit.
This creates a problem for the owner in the distribution of the water within
his property without extending the public water main line.
The Board of Appraisers met on July 14, 1976, to address this pro-
blem. We recommended a water meter per building but the Board felt a meter
was required per unit of occupancy.
In summary, we have the following recommendations:
1. All sewer lines be installed as service connections and under the
plumbing code. The owner is to maintain the sewer service line.
2. Each building, or each unit of occupancy as may be determined by
the City, have a water meter. The developer must decide on placement of

the meter. (If the water line is an extension of the City system,. then
it must be treated as a public system along with all the necessary
additional approvals).
3. A thirty-foot public right of way easement from center line
of Two and One -Half Street to the property be provided to the City in
accordance with the City ordinance.

Descript on of Property:
Tract "A" consists of an irregular-shaped level tract consisting
of approximately 24,000 sq. ft. It is bordered on east by residential
properties, on south by Idaho Power easement, on westerly side by
Eighth Street and on north by a small unimproved tract. Access is
from Eighth Street. It is improved only with an irrigation water
pump which is setting in the Nampa -Meridian irrigation ditch. The
ditch along with easement, takes up about 20 ft. along east side..
Note: There is no set number of feet width for irrigation easement.
The officials of the ditch company say it is as much as is required
for maintenance purposes and this would indicate about 20 ft. The.
pump is for irrigating a tract also owned by Meridian School District.
Tract "A" has an "A" residential zone but could be granted a
conditional use permit through request from the City Council for
professional offices or 4-plexes. "A" residential will allow non -
retail buildings like houses, duplexes, churches, schools, museum,
etc. It is located in Meridian city limits. Required setback for
improvements from property lines is 20 ft. It is assumed that the
20 ft. ditch easement area along east side can be considered as setback
area. Note: A metes and bounds description with quantities has not
been furnished this appraiser. Therefore, the dimensions and quantities
are only estimates and this appraiser reserves the right to reconsider
the 'estimated property value' if the legal description proves different
from appraiser's measurements and calculations.
The dimensions and quantities from plot indicate the following
dimensions:
The south 40 ft. of tract "A" consists of an Idaho Power easement.
The northerly 2,335 sq. ft. are considered as a separate tract - namely
Tract "B". Therefore, Tract "A" will consist of a tract of approximately
24,000 sq. ft. The dimensions include 100 ft. width on south, 310 ft.
on the east side, 340 ft. along an irregular line on west (Eighth Street
frontage) and 40 ft. across north end. Note: Measurements on site from
Eighth Street curb to east side fence, and, from Idaho Power easement
on south to indicated diagonal line of Tract "B" conclude somewhat greater
numbers.
In a discussion with Ada County Highway District Engineering Depart-
menta there is no problem with a reasonable number of curb cuts for
access points to facilitate development of Tract "A". It -is reasonable
to believe there could be at least two (2) desirable lots on Tract "A".
The subject property has all city utilities available.
Purpose of Appraisal:
The purpose of the appraisal is to estimate the market value of tht
