1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by Ada
County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.
2. Proposed use is in conformance with the City of Meridian Comprehensive Plan.
3. Development will connect to City services.
4. Development will comply with City Ordinances.
5. Preliminary Plat includes all appropriate easements.

Statement of Development Features for the
Bear Creek No. 6 Preliminary Plat and Annexation
1. The applicant is proposing 30 single-family dwellings with 2-common lots, and one church lot
located south of Bear Creek No. 5, west of Meridian Road. The site is approximately 10.49-acres
and will be providing a 35-foot wide landscape easement along Meridian Road. Lot 24, Block 9,
will be used as a landscape/stornt drain facility, and Lot 9, Block 22, will be utilized as a church lot
in the future.
2. The proposed use and development plan is harmonious with the existing Meridian Comprehensive
Plan which calls for single family dwellings within this section of Meridian (see section 6.1 through
6.10). The proposed development has a low density of 3.25 dwellings per acre. The applicant is
requesting an R-8 zone for lot dimensional purposes only; the lot size will exceed the minimum
required for the R-4 zone. Lots will range from 8,360.square feet to 14,752-square feet.
3. The streets within this subdivision will be constructed the ACRD standards. The street are
proposed to be constructed as 36-foot street sections with curbs, gutters, and 5-foot wide concrete
sidewalks, within 50-feet ofright-of--way.
4. The proposed church lot will be developed in the future when the church to the south is built. It is
not planned to be built with the residential portion of this development.
5. The requested R-8 zoning is harmonious with the proposed use to the north, east and west of the
site. The parcel to the south (which is a part of this application) is currently zoned R-8. The
application for a rezone is a 3.41-acre portion of overall preliminary plat
6. On January 31, 2003, I met with City staff; Dave McKinnon and Bruce Freckleton, to discuss the
Preliminary Plat application.
7. The site will generate approximately 300 additional vehicle trips per day. The existing arterials and
local streets within Bear Creek can accommodated the traffic generated from this site.
8. A variance for block length will be requested.
9. The use will not adversely affect other properly in the vicinity.
10. The site will be served adequately by existing public facilifies and services. The applicant will
extend existing sewer and water facilities within Bear Creek No. 1 and Bear Creek No. 5. The
proposed use will not create excessive additional cost far public facilities and services.
11. The proposed use will not involve activities or processes that produce traffic, noise, smoke, fumes,
glare or odors that will be detrimental to any persons or property.
12. The proposed uses will not result in the destruction of a natural scenic or historic feature considered
being of major importance.
13. The applicant agrees to pay any additional sewer, water or trash fees or charges, if any, associated wsth
the use. Development will cameo to City services and comply with City Ordinances. The Street
names do not conflict with City grid system.
14. The property will be posted 1 week before the hearing. A signed affidavit stating that this will be
done is attached.
15. The applicant will deliver to the Zoning Administrator a notarized statement that the property was
posted.

A preliminary soil investigation was made on the potential subdivision to be located in part
of the E2 of Section 24, T3N, Rl W, BM Ada County, Idaho. The purpose of the investigation
was to determine the suitability of physical properties and soil internal drainage conditions in areas
where crawl spaces for dwellings, possible basements for dwellings, and/or storm drainage
facilities maybe placed.
Seven backhoe test pits were excavated and the soils described in representative locations
on the property. Soil texture, soil colors (as indicators of soil drainage), permeability of identified
layers, restrictive layers (cemented layers, clay and/or compacted layers), plant rooting depth, and
water table depth, if any, were considered in this study. Detailed field notes and a test hole
location maps are attached.
Test holes TH3 and TH6 are on higher well drained landscape positions. Test hole TH2 is
on a side slope in between the higher landscape position and a lower broad drainage way, and is
also considered well drained. Test holes TH1, TH4, THS, and TH7 all are on the lower broad
drainage way position and maybe subject to a fluctuating high water table during the irrigation
season.
Monitoring wells (perforated PVC pipes were installed in all seven test holes). Denth to
water table if anv. should be read every 10 davs from June 7'" through September 1. 1999. The
peak height of the water table is usually about the third week in August and lowers after that, due
to less irrigation activity.
