Bill,

Northwest Pipeline operates two high pressure pipelines that bisect the subject property.
The 22" pipeline was constructed in 1956 and the 24" pipeline was built in 1980. These
pipelines transport all of the natural gas that is used in Southern Idaho and much of the
Pacific Northwest.
We had limited discussions with the developers of the property last year and informed them
that replacement of the pipelines which were originally designed for a rural environment
would be necessary before fill or pavement could be placed over them. They have indicated
that they would not be open to leaving the corridor as green space or a trail system as we
would prefer. If replacement of the pipelines becomes necessary to accommodate a parking
lot we would expect the developer to reimburse us for the necessary changes.
They have been provided with a copy of our Developer's Handbook which describes compatible
land use for transmission easements. We have also provided a copy of this document to
City Planning.
I was surprised to hear that they indicated that we had reached an agreement. There is no
agreement in place that I am aware of.
Please let me know if you require additional information. I plan to attend the P&Z
meeting on the J.6th.
Sincerely,
Gordon Hamilton
District Manager
Williams - Northwest Pipeline

Good Morning Gordon,
This is a quick remainder e-mail from the Meridian Planning Department regarding the
proposed Meridian and Amity Development. This item is scheduled for the October 16, 2008
Planning and Zoning Commission
hearing. Staff is requesting comments detailing the requirements for paving over the gas
lines and what would trigger the upgrades to the pipe, timing for the completion of those
upgrades and who is responsible for upgrading the gas lines. Tf you have any further
questions regarding the proposed development, please feel free to contact me.
