The following are,our comments on the subdivisions which you
submitted to us for our, review:
Wiener King Subdivision
The Architect should submit an overall drainage plan for his
complete development before any approval is given. This should
meet Ada County Engineer's requirements as well as those of Nampa
& Meridian Irrigation District.
Hollbrook Subdivision
The Subdivision doles not show what changes are going to be made
to the North Slough and'does not indicate a drainage plan. The
Developer is not using Nampa & Meridian water for irrigation. Plans
show 5 lots to the acre'.
Sandalwood Subdivision
Drainage from this subdivision will go directly into the existing
30" storm drain on Edna Street which ends up in the Settlers Canal.
Developer is not using Nampa & Meridian water for irrigation. Plans
show 3 lots to the acre.
Linda Vista East #2
Drainage from this subdivision will go directly into existing 10"
storm drain on Linda Vista Street which ends up in the Settlers Canal.
Developer is not using Nampa & Meridian water for irrigation. Plans
show 5 lots to the acre.;

Amended Plat of Cherry Lane Village #1 Subdivision
The easement for irrigation along the north side of Cherry Lane is
not adequate for maintaining the Safford Lateral. The only satisfactory
solution is to have the subdivider pipe this lateral until it turns north,
or give Nampa & Meridian Irrigation District their recorded easement.
A pipe has been installed in the Safford Lateral under Lauderhill Way.
This pipe has been installed to replace a drop structure. This is very
poor and should not be accepted. An hydraulic jump occurs in the pipe
and will cause both operation problems and a hazard to the children.
Cherry Lane Village #2 Subdivision
The proposed new description for Eight Mile Lateral is not shown
on the plat. This should be shown and a new description furnished to
Nampa & Meridian Irrigation District.
Retention ponds throughout the district appear to me to have very
little value as they are now constructed, with the inlet and outlet
pipe set at the same elevation. This should be changed to have the
outlet above the bottom with an elbow or tee attached.

This office has reviewed and approved the plat of Ryan
Place for central water and individual sewage disposal systems.
The individual sewage disposal systems are to be constructed
as follows:
1. The systems are of the modified absorption beds
constructed at a rate of 70 sq. ft. per bedroom.
2'. The systems are to be constructed into clean,
natural sand and gravel with':the bottom of the
beds no deeper than 12".

A parcel of land lying in the NW 1/4 of the SW 1/4 of Section 1, T.3N.,
R.N., B.M., Ada County, Idaho and more particularly described'as follows:
Beginning at the brass cap marking the Southwest corner of the said
SW 1/4 of Section 1;
thence North 0°28'10" West 1,600.53 feet along the Westerly boundary of
the said SW 1/4 of Section 1, which is also the centerline of Linder Road, to
an iron pin marking the Southwest corner of Meadow View Subdivision, as filed
for record in the office of the Ada County Recorder, Boise, Idaho, in Book 35

Subject: Sandlewood Subdivision, Water and Sewer Lines - Meridian
Dear Mr. Preston:
We have reviewed the plans and specifications for the Sandlewood
Subdivision. The plans and specifications are approved with the condi-
tion that the procedures for the infiltration/exfiltration testing be
presented in the specifications. Copies of the procedure should be
submitted to this office.
Section 39-118 of the Idaho Code requires that as -built plans and
specifications or written certification from the project engineer that
the project was constructed in accordance with the approved plans and
specifications be submitted to this office within 30 days of project
completion.
We are returning one approved set of plans to you with the other
being reatined for our files.

Agenda The next item of business was regarding a trailer located at Mountain View Equipment

Dennis Lee was present representing Mountain View Equipment. He stated that their
company changed hands at the end of last year and have been rapidly trying to get
/ moved out of the present location to a new one across the Interstate. Their
beusiness has outgrown their facilities, they are on a lease and do not have long
to go before.it expires. It is not feasible to expand we are cramped for space. They
feel they are an integral part of this community and get along well with the City.
They are working on moving and in the meantime to exist they have moved in a office
trailer and movable storage facilities. He stated that they will work with the
Council anyway they can to get throught this time period.
I Mayor Storey presented the Council a history of this area. He stated the three
years ago Mountain View Equipment asked for variance to move a trailer for office.
This was granted but had to come up for review every year, which it has not. The
policy was never followed. Now Mtn. View Equipment has pulled in another trailer
plus a storage van facility (evidence with minutes) and has asked that they be
allowed to set that on their property. Mayor Storey felt they were in violation
of the ordinance and that the other trailer had not had approval by the Council
for two years, but hoped that the Council would approve the one existing trailer.
Mr. Lee stated that Mountain View Equipment had architectural plans drawn and are
working on financing and possibly can start building before the end of this year.
They have thirty employees and the only alternative for them would be to cut back
on volume.
Richard Williams moved to table further discussion until the next meeting and
Marvin Bodine seconded the Motion.

Agenda Sandlewood Subdivision requested name change as there is another Sandlewood Sub.
7 in the County.
The Motion was made by Joseph Glaisyer and seconded by Grant Kingsford that
Sandlewood Subdivision be allowed name change to Ryans Place. -

Agenda There was discussion on business licenses and inquiries on what Caldwell, Nampa
9 and Boise were doing. Pat Joy was instructed to further research. Also, there
was a proposed fee schedule. Evidence filed with these minutes.
The Mayor stated that the concept was sound and urged the Council to research for
the next meeting.
Agenda The City Insurance coverage was discussed (evidence with these minutes) and it
10 was Pointed out that the figures only represent what our current coverage is..
Mayor Storey expressed an opinion that the City Insurance should be let out for bids.
Patrick Joy, Assistant Administrator, was instructed to determine dollar amount.
Joseph Glaisyer discussed the need for an insurance appraiser with expertise to
determine values of at least the City Hall, Fire Station and Garage. He stated he
would check with advisors known to him on a proper course of action to take.
Mayor Storey questioned Bruce Stuart, Work's Supst. , on the need for a water
meter at the new park restrooms. The Mayor advised him that he felt it was an
unnecessary expense.
The City Attorney said it might produce useful information for budgeting reasons.

Mr. Coleman pointed out that this line would benefit other people and suggested
that the City develop a policy for reimbursement, also the number of valves
could become a maintenance headache to keep operative.
There was discussion as to the cost distribution on lines.
The Mayor felt this should be between developers and thought the City would go
along with reasonable proposals.
Mr. Williams stated that if the City does get involved with this, because of
Bond indenture any money collected would have to go to pay off bonds. The City
cannot act as a collection agency.

7 John Ewing, representing Ewing Company on a parcel of land at 4h Street and Gruber,
was present to request a variance of five (5) feet on 2'/z Street.
Discussion of variance request pointed out that sewer line repair would have to
be done six to seven feet from the house foundation at a depth of approximately 9'.
The Motion was made by Richard Williams and seconded by Marvin Bodine that the
five (5) foot variance be granted to Ewing Company to build a house at 2'/z Street
and Gruber.

Mr. Ewing was instructed to work with Bruce Stuart, Work's Sup't., and that this
hook-up will have to be inspected.

located at 229 West Franklin. The Wine License was not to be transferred.

11 Mr. Ellsworth reported that he had discussed a tree plotting plan for the City
with the Landscape Architect and he has given an estimate of approximately $300.00

City proceed with a landscaping plan for the park.

Agenda Jim Stubblefield was present, representing Stubblefield Development. It was

Mr. Stubblefield volunteered to be on a committee considering reinbursements for
serer and water extentions.

Franklin Square proposal be tabled until the April 3rd meeting.

Agend Dick Phillips was present to obtain policy decisions as to one (1) or four (4)

Mr. Phillips was informed that the City's policy is one (1) meter to Four-Plexy
and Mr. Stuart stated that the question developes around the 107 feet that was
annexed as part of Meadowview Subdivision. Mr. Kingsford stated that whoever
owns that should be responsible, and when sewer and water are available, they
must hook-up to City services.
