We have reviewed the proposed site plan and offer the following conclusions: • Studies of other local Carls Jr. stores have shown they can stack upwards of 8 to 10 cars at high volume times. Stacking that many cars on this site would negatively impact the main, ingress/egress road on this site, as well as access to the KFC/A&W Restaurant. The exit of Carls Drive-Thru lane creates an awkward traffic pattern at it`s location on the site. An exiting customer would be required to potentially navigate their way in between two intersecting two-way drives, in addition to encountering poor visibility around the Carls building itself. S• The addition of the Carls Jr. Drive-Thru presents a problem with interior pedestrian access on this site. Any access path to Carls Jr. would require passing through the Drive-Thru lane, which poses a safety risk to the pedestrian. Projects in Meridian with similar types of drive-thru configurations have been denied in the past. It is our assessment that while one drive-thru operation functions quite well as currently constructed on this site, the solution proposed by the Carls Jr. plan of adding another drive-thru use creates site flow and access problems that make the plan unfeasible. Additionally, the Meridian City Council has previously denied similar proposals for this site, stating that they will not accept any additional drive-thru use on this parcel. v Signed:!~/~~,~C~f~ Copies: File~ // // PO Box 5665, 810 S Vista Ave, Boise, ID 83705-0845 ma mrkee enerch.tom Ph; 2084248608 Fex: 20814248609 MRY 05 '03 08 31 2088886854 PRGE.02 05/05/2003 08:29 FAX 2088888854 MERIDIAN P&Z DEPT. ~ 003 ~~py~~, ~ i ~ I , ~ I / p ~,~ / , I I i i ~.
