Storey, Mayor of the City of Meridian 728 Meridian Street Meridian, Idaho 83642 Subject: Meridian Central Utilities Extension Meridian Greens Development Dear Mr.. Mayor; As per your request we are pleased to present herewith this, letter outlining the results and recommendations derived from our study of two possible utility routes to the Meridian Greens Development. Following is an outline of the technical data, construction'` costs, and our opinions for each route. I. Section Line Route Beginning Near Meridian Water Tower •a) The existing 18 -inch diameter line as constructed under ;d EDA Phase III Interceptor Sewer Line Project has the capability to handle wastewater flows from approximately !y� + "k 2,430 acres or 3.8 full sections of land developed at an average density of 3.5 dwelling units per acre.:- b) Extension of the sewer trunk line from near the water ,4 tower would involve approximately 2,000 feet of 18 -inch pipe, 1,460 feet of 15 -inch pipe and 1,360 feet`of,-10- , inch pipe for a total distance of 4,820 lineal feet. c) The total estimated construction cost for extending the sewer line along this route is $106,000.00 d) This route location would provide both the.' first and l-' secondhases of Meridian Greens with p gravity flow- sewers.The third and fourth phases would require a small interium lift station if these phases were to .be served by this line. However, this interium,.lift station' would be located such that when the trunk line is extended .' up Tenmile Creek, the last two phases would then gravity flow down the Tenmile line and the lift station would -lie,. eliminated. Storey -2- 31 duly 19', � e) This route would provide sewer and water along a public n M street through the proposed regional shopping center area. This cannot help but provide some additional incentive -for the shopping center and/or other commercial type business to locate in this highly desirablearea. It would be a positive step, even if only a small one,; towards encouraging the regional shopping center and associated commercial enterprises to move ahead with their plans. f) The water trunk line will.have to be extended along P, this same route regardless of which route.is finally . required for the sewer. If the sewer is allowed along this route, common rights-of-way and easements would serve both lines. Additionally both lines would cross'` under Interstate 80 at basically the same location.' g) Extension along this route would probably foster joint participation of costs with several other interested parties. II. Tenmile Creek Route `r a) The existing 21 -inch diameter line as constructed under' the EDA Phase III Interceptor Sewer Line Project currently `,' empties into a smaller existing 15 -inch diameter trunk ' line. Thus along this route we -would be required to install a 21 -inch line which presently will. have only' fx the capacity of a 15 -inch line. In order for the new. 21 -inch line to carry its full capacity an additional.- dditional:6,600 6,600feet of 15 -inch line would have to be extended west to Tenmile Road with a major lift station at this point then 4,500 feet of pressure line north along" Tenmile Road to Cherry Lane. It will likely be''many years before this latter line would ever be installed.'-.' In summary, the route along Tenmile Creek will provide significantly less capacity at this time then the route from the water tower. b) Extension of the sewer trunk line along Tenmile Creek would involve approximately 4,630 feet of 21 -inch �' x pipe and 2,250 feet of 15 -inch pipe for a total distance of 7,960 feet. This is a total of 3,140 feet longer than the route from the water tower. c) The total estimated construction cost for the Tenmile', route is $211,000.00. A total of $105,000.00 more than the route from the.. water tower. d) This route would provide gravity flow sewer.for all of the Meridian Greens Project. However, as pointed out�in, "a" above, before full capacity could be achieved in this line a total of 11,100 feet of new line, a portion of which would be pressure line with a major lift Station would have to be extended west to Tenmile Road and north_ along Tenmile Road to Cherry Lane. The City hereby reaffirms and verifies that the intent in approving the Facility Plan was to make the service area boundaries flexible so as to permit the planned, orderly development of the City within S ocial, physical terrain and economic limitations without being restricted by finite boundaries. The City is now in the process of completing a comprehensive land use plan, with assistance from the Ada Planning Association. I It is recognized by the City Council that a portion of=t�e land south of and adjacent to Overland, as may be served within the limits of the design capacity of the said Sewerage Facilities Plan, will be incorporated in the comprehensive plan. The City is aware of the design capacity of the proposed Wastewater Treatment Facility to be constructed by the City and under- stands that effluent limitations from that Wastewater Treatment Facility have been established by permit as is issued by the State of Idaho and the U.S. Environmental Protection Agency. Therefore, acceptance by the City, within design limitations, o developments south of the Interstat Highway I-80 will be and is compatible with the City of Meridian's Sewerage Facilities Plan. Storey Mayor, City of Meridian 728 Meridian Street Meridian, Idaho 83642 RE: C-16 0183-01 City of Meridian Sewer Service Area Dear Mayor Storey: Idaho Operations Office 422 West Washington Street Boise, Idaho 83702 July 11, 1977 In response to a request. from COMIC1.ITllaT1 Pick Williams, we would like to state our position on the issue of whether development outside the Meridian sewage treatment plant's designated service area should be permitted to connect to the proposed system under the conditions of the City's EPA grant. During the planning stage of the project, the City of Meridian developed a sewer "service area1P after being directed to study a larger overall "planning area" by the Idaho Department of Health and Welfare. A description of both the planning and service areas is contained in the Facility Plan for the City of Meridian, 1976, prepared for the City by J -U -B Engineers. The sewer service area was arrived at after considering existing needs, planned and potential development, environmental considerations, and compatibility with local planning. By adopting the Facility Plan, the City has essentially committed itself to serve only those areas within the designated service area. We would consider it in conflict with our grant agreement with the City if it were to serve other areas. This action could jeopardize present EPA grants to, Meridian. `J In order to change the project's service area, a Facility Plan amendment would have to be submitted to the Idaho Department of Health and Welfare and to us. The amendment would have to be reviewed for environmental impact, compatibility with local planning, as well as all of our other Facility Planning requirements before we could approve it. i A Facility Plan amendment involving a significant change in service area could result in a re-evaluation of the entire project and necessitate preparing an Environmental Impact Statement. A minor shift in the service area, which would not result in a change in the treatment facility's capacity or design life, might he approved with a minimum amount of review. The purpose -of this request is to ask the City of Meridian to grant a similer conditional use/special use permit to the Church for their project on a different parcel of land located approximately 208 feet East of the land parcel now owned by the Church. The Church contemplates the development of its Welfare Complex on the land parcel 208 feet.East of its current location in order to accommodate a proposed planned commercial development as proposed by W.H. MOORE, INC. (Refer to the rezone application by W.H. MOORE, INC.) The Church feels that by moving its complex East there will be an opportunity for mixed commercial development which will benefit both the Church project and the City of Meridian. The proposed development by the Church will not have any adverse affect on adjacent properties. The only noise generated on the site will be that caused by traffic entering and leaving the site. Building materials will be of a low reflecting texture so there will be no glare and there will be nothing that will emit odors, fumes or vibrations onto adjoinin-A;:- property. At this time the land East of the site is being farmed. The land West of the site is currently farmed but is under contemplation of commercial development as per the W.H. MOORE, INC. application. Oliphant stated in behalf of KBBK, he would like to extend an invitation to their open house and appreciated being welcomed to the community. lgenda 2 Martin.Igo represented both requests and asked that the Council consider presenta- tion of both,as the reason for the LOS application was because of the Winston Moore application. The Mayor and Council did not object. ,Igo stated that Varselle Weaver was present, representing the LDS Church and their objective was approval of a Conditional Use for 10 acres of land East of the Meridian -Kung Road on Overland. Winston Moore has asked that the present 10 acre parcel be moved to the east to allow a combination of 21 acres and a planned commercial development in that location. The Church agreed to do this -subject to their being able to have the Conditional Use for a Welfare Service Complex which was granted by the City November 1978. In their behalf, Winston Moore has submitted the application, obtained required petitions, and supplied maps. Igo displayed a map of the combined proposals. Moore has 'purchased the 6 acres which lies up against the proposed on ramp of Interstate. The Church, of approved, will move their project over to the east, on the easterly boundary of the City. He explained the map was architectural conception. Kingsford commented that the only objection from the area residents seemed to be regarding the traffic screening. He questioned access onto Meridian-Kune Highway. Igo.stated that access has not been deleted from this particularArawing,'but the understanding from the State Highway was that if the on ramp becomes a reality, the State will have control access of the first 300 feet. The control access would not allow any ingress and egress. Then the State would have limited control over another 150 feet. In that 150 foot limited control area the'State would allow one access onto Meridian -Kung Rd. that would have to be negotiated with the State. If the on ramp does not gp through, they would have to,take another look at providing an access., Williams asked if the LDS Conditional Use request was the same or if there had been changes. Hall .2. November 5. Weaver stated the only difference is that the Stake Center (Church Building) will not be located there as originally planned so the service complex will be up closer to the road.. The nine items as listed and on file are proposed only. Kingsford questioned the use of back property. Weaver stated this 4 acres would be in grass. Williams stated that there should be a design review and ingress - egress taken into account for the Cope -Erwin property if and when annexed. This parcel lies between the Roho and Winston Moore property on Overland. Igo stated that Vance Cope, as well as the Roho owner, has seen and discussed the concept plan of Winston Moore. Cope has retired and has no intention of a move. They have no control of the property, but have an understanding. The Mayor questioned if there would be any problem with a curb cut if the Cope property is developed in .the future. Moore stated he would certainly take that into consideration on the final design. He intended quality commercial development and realizes this piece of land (Cope's) presents a problem of access. Moore stated that they have every intention of cooperating to whatever extent to achieve the goal of a decent intersection, if a curb cut makes sense,it will be there. Williams stated that the State is requesting a 55 foot right-of-way centerline, so there would be 110 foot right-of-way on Meridian Auna Highway. Engineer Smith questioned sanitary sewer and domestic water service extension. Igo stated they have been in attendance to the meetings with Mar -Mon, proposing bringing the sewer in the 10 mile route. At this point they do not know what the;, - Engineering or the cost will be. Smith stated that the City does not want to get locked into development in that area and being served with only one crossing, a dead head line could create problems. Moore stated his only response wou1,d be that they will do whatever is appropriate. He stated that Cooknell (Mar -Mon) is considering bringing the extension west of his development and Meridian Greens slightly east of theirs,,one or both of those will happen. Williams pointed out the low area and stated the City has not been accepting a pressurized lift station. ,Cecil Thomas stated the Moore and LDS property drains into Ten Mile. The field drains naturally from the SE corner into Ten Mile, which is 7 feet lower than Nine Mile. Everything east of Meridian -Kung Rd, drains into Ten Mile. Mayor Glaisyer referred to the letter directed to the Council from Paul Buskey ,in behalf of residents within 300 feet of development. The help would be much better than any tax `:loss, because the L.D.S. Church has a policy that it cares for it's own, any one can ;get sustenance clothing,food, housing, ect. They are not to accept government welfare but are requested to go to their own Church and receive those commodities - that is the purpose of.this particular facility, to take care of the poor, needy and distressed. The article in the paper had left him with a different feeling than he understood from .Dr. Weaver. ,:.Williams stated that he had. talked to Dr. Weaver about this in the preceeding week and ::'asked him to draft a letter concerning his concdrn on parking. A building permit will be ssued later if this project is approved and will be conditioned upon the owner following through and building the complex as shown, landscaping, buildings included. The permit can be withheld until the owner complies with what has been approved by the Council. There is no danger of the owner trying to change things. Storey stated that he did not feel there was anything to worry about as far as traffic Was concerned. Crookston stated that he informed Lynville he would request the Council to table the request. Crookston stated that he had discussed City needs of road access and drainage with Ellsworth. Agenda `.Thomas Annexation - LDS Church Conditional Use Permit. 3 Clyded Weber was present representing the request. He displayed a site plan for review of the public and council. Mayor Storey inquired if the plans had been changed moving things to the west. Weber stated that it did,not effect this property. Paul Bushey presented comment from the floor and stated that he lives in the residential community accross from the development. He read a proposed statement. He,felt the statement wasirepresentative of the feelings of a number of people in the subdivision. Bushey outlined the area and stated 100% of the people they have contacted approved the statement. (3) the proposed development as stated in the VALLEY NEWS, December 6, 1978, is not that which was reviewed by the Planning and Zoning Board, it is not the same in acreage or in purpose. (4) We feel that whatever land use that occupies the acreage in question should participate in proportionately equal or greater tax contribution than the residential community." The Mayor inquired how many had signed the statement. Bushey stated about 20 and explained more had volunteered. He stated representatives of the LDS Church were out in the community and they said they would like to have their names taken off the list that was sent around earlier. He volunteered to answer any questions. Weber stated that they had submitted signatures within 300 feet of the property. He had helped with securing the signatures - the ones he had talked to felt this was excellent and supported it, they are surprised there was a change in feeling from the owners. Bushey restated 100% support and bankers had told them the Church would depreciate the value of their property. Glaisyer stated that he reviewed the survey for the Comprehensive Plan done by APA and brought up the following points. (1) 93% of the citizens in the community desired to be self sufficient and not a bedroom community of Boise. (2) 55% showed they want more industry. (3) 55% desired the regional shopping center. (4) 82% of the survey population base made major purchases outside the City of o Meridian, this is a crime. This shows the need for property for the business community. He stated that 'he has no abjection to the concept and supports it but felt that property was too valuable to the interest of the citizens of Meridian. On those grounds he stated that he would have to vote no. Bodine stated that he would have to repeat about the same thing as Councilman Glaisyer He would like to see the development in Meridian but on less expensive ground. Kingsford stated that he did not have objections to it. His preference would be that they be on less expensive ground, but.they own the site and he did not mind if they put it there. Williams stated that the statements were conflicting. Mr. Bushey's statement bothered him - if the people wanted their names removed they should have the opportunity to do it, we need industry but this is an asset to the community. Grain storage and milling proposed was unfavorable. There are problems with it - the City does not want to address, or can address, for example Fire protection and dust. Weber commented that this was in the original proposal when it was submitted to Council. The Mill and storage was deleted. When the signatures were obtained it speci- fied these were deleted under this proposal. They just have not changed the orginal drawing. He explained the rumors that went around. Kingsford inquired what Bushey's group would think in terms of property value if some other type of commercial or light industry would go in there, which the Council feels should go in there. Isn't it likely that would reduce the value of the property? Bushey stated that it might and they want to stay in tune with the City Council. They are concerned what will go in there and outlined some areas of concern. He talked to a member of the LDS Church and was informed two other sites were being considered for the same proposal. Webber stated this was only if this proposal was rejected. Storey inquired if commercial or industrial ventures were to move in, would they be opposed. (1) Was suprised about the implication of the change of the proposal since the petitions were circulated; there has been no 'change except the withdrawl of the grain and mill facilities, (2) Also suprised that `any banker would suggest the establishment of one of their churches would reduce the value of property; (3) The commercial enterprises would be up against the freeway, a `;considerable distance from the residential area, (4) There are no other sites up for consideration at this time. They feel this would enhance the area. ;Webber explained the proposed layout. 'j Bushey inquired if the article in the Valley News was correct. He outlined the article, ";its implications, and stated they probably would be more in favor of light industry. ;,`Tracy Wright commented he was at the last meeting and also read the article, and didn't :feel the article expressed what Dr. Weaver talked about. The principal was in hard times ,,.'people could go to this facility and use those things. It is not grain storage, it is '';:feed storage for human consumption. It's not put there to compete with other businesses �it is strictly for storage in time of need. That is the sole purpose. He explained ,:'{the advantages on intent of the proposal. The help would be much better than any tax gloss, because the L.D.S. Church has a policy that it cares for it's own, any one can :°get sustenance clothing,food, housing, ect. They are not to accept government welfare but are requested to go to their own Church and receive those commodities - that is the purpose of this particular facility, to take care of the poor, needy and distressed. The article in the paper had left him with a different feeling than he understood from '.Dr. Weaver. 4,Williams stated that he had talked to Dr. Weaver about this in the preceeding week and :!asked him to draft a letter concerning his concdrn on parking. He read the letter from U�. Weaver (See evidence.) Lieber stated that this plan is on file with the City Council. A building permit will be issued later if this project is approved and will be conditioned upon the owner following ' through and building the complex as shown, landscaping, buildings included. The permit can be withheld until the owner complies with what has been approved by the Council. There is no danger of the owner trying to change things. Storey stated that he did not feel there was anything to worry about as far as traffic vias concerned. He felt the LDS people deserve an answer to get it off the table by the first of the year. It is called Deseret Industries and it is a store that employs handicapped persons. They sell new and used items - similar to an oversized thrift store. Glaisyer inquired where the location is and if they would be on City sewer and water. Weber replied that is correct - a site plan was reviewed. Hosac stated that they were for it. Storey commented that is is expensive land that will nearly all be Commercial and though they would build in a place that would make them more money by selling the land than building in that particular spot. That is good Commercial land.. Weber stated that as a professional, he would agree with that assessment. He was Q hired to provide drawings for the Church. Other members of the Church are present and perhaps they would like to respond. Dr. VarSelle Weaver, Area Welfare Administrator for the Church, explained the Facility. It is a Welfare facility to take care of the poor and needy that are in the area. Deseret Industries would hire about 100 people. These people would be handicapped people from the area who cannot get gainful employment in town or are too old to work normally. Goods are donated by stores or people, refurbished and sold at a reduced price. Many people in Meridian would benefit from that - they say about twice as many non-members buy from Deseret Industries as do members. It is usually the low income people who cannot afford. Weaver stated that they bought in the Deseret Industries Store in Boise last week, a baby seat for their daughter for $1.50 that would cost $24.00 in a store. It was donated by somebody and they put it out for a good price. Deseret Industries in Boise, which is overgrown, is going to be moved out here if they have this facility. Last month it did $46,000 worth of business in small items - it is one of the nicest stores in town.
