I am submitting with this letter thirty (30) copies each of the required
Documents for submittal of the tentative plat of Glennfield Manor Subdivision.
We respectfully request that this subdivision application be heard at your
Planning and Zoning Commission meeting at the earliest possible date.
We respectfully request variance to the follow'ng Sections of the Meridian
City Subdivision Ordinance for the above mentioned subdivision.
1. We request variance to Paragraph VI,3.b. of the subdivision ordinance
requiring that block length shall not exceed 1,000 feet. We request
• this variance for Blocks 2, 3, 7, 8 and 10 of this proposed subdivision.
2. We request variance to Paragraph VI,4.c. of the subdivision ordinance
requiring that double frontage lots be prohibited except in unusual
topography or other conditions. We request this variance for Lots 8
. through 14, Block 5. These lots will have frontage on an interior
street and will also be backing to Linder Road as is required by the
Ada County Highway District.
3. We request variance to Section I.m.S requiring a maximum 660 foot
length for.all local or minor streets for Glennfield Drive, Monico
Way, Hillsborough Way, and Astaire Way.
4. We request variance to Paragraph VT.l.e. of the subdivision ordinance
requiring that all local or minor streets must have a minimum width
of roadway (face to face curb) to be 36 feet. We would request that
the city allow a local or minor streets within this subdivision to
have a 36 foot width measured from back.of curb to back of curb.
S. We request variance to Paragraph VI.l.e. a subdivision ordinance
requiring that a cul-de-sac shall not be longer than 400 feet and
shall be provided with a turn-around diameter of at least 80 feet,
curb face to curb face. We are requesting that the city grant the
variance to allow an 80 foot dimension from back of curb to back of
curb on the turn-around.

The probable revised construction phase for Glennfield Manor No. 2
Subdivision, which we discussed in your office August 21, 1979, required Fire
Chief Welker's input. Mr. Welker explained, during my meeting with him, that
adequate fire vehicle access can be provided by one of the following two
methods:
1. Provide an all weather surface, 100-foot radius, turnaround at the
end of the proposed construction; or
2. Provide an all weather surface along the platted Sandalwood Drive -
Monaco Way roadway to match the existing asphalt pavement of Monaco
Way in Glennfield Manor No. 1.
This letter will serve as notice that should construction proceed this
summer, Leavitt NuPacific Company will gravel the Sandalwood Drive - Monaco
Way tie-in to provide the all weather surface for emergency .vehicle travel.
A decision will be made in the near future by the developer, determining
the construction time table. I will keep you informed in order to expedite
the procedure necessary to receive approval from the City of Meridian.

Glennfi.eld Manor No. 2 Subdivision and five (5) reduced prints of the same
plat. This subdivision is the second phase of Glennfield Manor which was .
approved in the revised tentative plat form at your May 7, 1979, City Council
meeting. I submit this final plat with reference to that approved tentative
plat and request the identical variances to the Meridian-City Subdivision
Ordinance as were requested and approved on the tentative plat. This phase of
Glennfield Manor includes 77 lots, 72 single-family residences and 5 duplex
lots, which conforms to 3.9 lots per acre and a density of 4.0.

The following i a ion is prove ed in accordance with your request
regarding status of City acceptance of the domestic water, sanitary sewer and
final plat for the subject subdivision:
Water: The Waterworks Superintendent has no record that the system was
pressure-tested; therefore, it will be necessary to pressure-test. The
system will not be accepted for ownership and maintenance by the City
until after the streets are constructed and a final inspection is conduct-
ed. A letter of acceptance will be issued at that time.
Sanitary Sewer. The Wastewater Superintendent issued a letter on July 5,
1979, accepting the sewer extension connecting Glennfield to City inter-
ceptor. He also issued a letter on December 3, 1979, stating the No. 2
Subdivision lines had passed alignment and pressure testing.
Because of the considerable length of time between December, 1979, and
the present, it will be necessary to retest the sewer line for pressure
and alignment. This can be done prior to beginning street construction
or prior to the paving operation. The City will not accept the system
for ownership and maintenance until after the streets are constructed and
a final inspection is made. A letter of acceptance will be issued at
that time.
Final Plat. The final plat was approved by the City Council on June 18,
1979.

after called the Grantors, and the City of Meridian, State of Idaho, a muni-

Grantee; and between NuPacific Company, a corporation, and hereinafter called
the Developer and the Grantors;

WHEREAS, the Grantors desire to provide a sanitary sewer right-of-way
across the premises and property hereinafter particularly bounded and des-

WHEREAS, the sanitary sewer is to be provided for through an underground
pipeline to be constructed by the Developer; and
WHEREAS, it will be necessary to maintain and service said pipeline from
time to time by the Grantee;
NOW, THEREFORE, in consideration of the benefits to be received by the
Grantors, and for the sum of Ten Dollars ($10.00) and other good and valuable
consideration, the Grantors do hereby give, grant and convey unto the Grantee
and/or Developer the right-of-way for an easement for the construction, opera-
tion and maintenance of a sanitary sewer line over and across the following

and "Description for a 20 Foot Sanitary Sewer Easement to Serve Glenn-

The easement hereby granted is for the purpose of construction and opera-
tion of a sanitary sewer line and allied facilities by the Developer, together
with their maintenance,. repair, and replacement at the convenience of the
Grantees with the free right of access to such facilities at any and all times.
TO HAVE AND TO HOLD, the said easement and right-of-way unto the said
Grantee, its successors and assigns forever.
IT IS EXPRESSLY UNDERSTOOD AND AGREED, by and between the parties hereto
that the Developer will timely complete the work of laying the sanitary sewer
line and restore the premises used therefore to a condition comparable with
that existing prior to exercising this easement; that in making future repairs
the Developer will expediently replace and restore the premises to a condition
comparable to that existent prior to undertaking such repairs and replacements.
It is furthermore agreed that the Developer will pay the Grantors crops damages
in the amount of One Hundred Seventy-five Dollars ($175.00) per acre for any
areas which .have been planted at the date of this agreement which are ruined
by this construction or as a result of the disruption of irrigation flow caused
by this construction.
THE GRANTORS hereby covenant and agree that they will not place or allow
to be placed any permanent structures on the area described for this easement
which would interfere with the use of said described easement for the purposes
stated herein.

Smith stated there is a problem on the downstream end at the defuser in the
Boise River. He felt it was a plug in the line and needs to be corrected,
Smith explained the Sears billings for maintenance hand tools for the
Treatment Plant. Not all tools have arrived, but Ward has a purchase
order list totaling $2,924.30. Ward is in receipt of tools totaling
$1,159.05.

Olmstead stated the water system had been totally installed and approved by
the City. After this was approved, meter boxes and fire hydrant had been
broken, probably during construction. She did not feel it should be the
developers problem. They do not have anything to do with the house construction,
°only the Subdivision standards.-
Williams stated he felt the builder was responsible for the individual lots.
The fire hydrant was there for the general public welfare and that the City
should probably assume responsibility, unless the person was .known for damage.
The Motion-was made by Bodine and seconded by Williams that the bill from
AQa County civil Defense for Budget share of 1980 in the amount of $619,00
be paid.

There was discussion concerning 6onditional Use Permit at 1440 W. Cherry Lane,
Mrs. Robert Lytle for a Bookkeeping 6ervice.
Mrs. Lytle explained to the Commission that this would be a small business, that
s~ circular driveway had already been constructed although there would not be more
•'than bne vehicle at a time; most business would be done by mail. she also stated
that there would not be a large sign display, only a small sign advertising
Flookkeeping services. in connection with the mail box.
Don Sharp stated that his concera was about the precedent that the Commission would
establish by approving an area, or Conditional Use Permit, for a Commercial usage
in a Residential area, especially on Cherry Lane. Iiis personal opinion was that
- Strap type Commercial should, be avoided.
