Motion Carried: All Yea: Clerks for upcoming Election: and seconded by Brewer to approve the for the November 5, 1985 Election as Item #8: One Acre Split request by Bobby Lampe: Mayor Kingsford explained the circumstances involved in this request. This property is part of the City Limits. Councilman Brewer, I see no problem with this as long as the City Ordinances are complied with. There was discussion by the Council on this request. Crookston, under the Ordinance the Council has the authority to do this but I would recommend that the Council require some kind of record of survey be recorded so you had some record of how this was done. The Motion was made by Brewer and seconded by Giesler that the One Acre Split request by Bobby Lampe be approved and that the record of survey be recorded and the City receive some kind of notification that this has been completed. Motion Carried: All Yea: Department Reports: Mayor Kingsford, we have been approached by AT&T for a new telephone system, our old system is very aniquated and I have felt for some time this should be updated, AT&T has quoted us the Merlin System on which the payments over 60 month period would be very litte more than what the City is paying for a lease now and at that time we would own the system. This system could be easily, moved to new location. We are paying $181.55 now and for the Merlin System it would be $200.02. per month, this system would also give us an additional three lines if we desired. This also includes maintenance for the first year. The Motion was made by Brewer and seconded by Tolsma that the Mayor and City Clerk be authorized to negotiate and excute a contract with AT&T for a Merlin phone system for the Meridian Zity Hall. Motion Carried: All Yea; Mayor.Kingsford, one other thing there is a major business looking at locatWa somewhere in the valley and they have approached Meridian, the Chamber is putting together several land sites. We have received an offer from Mr. Norm Fuller to give the City thirty acres of land which in turn we could sell or give to this prospective business. I would like for the Council to come and look at this proposal at your earliest convience and make a written recommendation to me. June 14, 1979_ The Motion was made by Mitchell and seconded by Tewksbury that they recommend to City Council approval of Meridian Greens Unit 1 Final Plat, with the stipulation that Lot 1 of Block 4 and Lot 5 of Block 1 and the Golf Course be correlated with original concept plan. Motion Carried: All yea. Agenda 4 Cherry Lane Village Golf Course Restaurant Conditional Use. Nita Lovan requested the Restaurant Conditional Use. There was discussion as to the extent of use and the keeping with the residential atmosphere. Lovan stated the facilities allow only a "snack bar" type, hours are not late and this is a temporary use until the Club House is built. The Motion was made by Hinrichs and seconded by Mitchell that the Cherry Lane Village Golf Course Conditional Use be recommended to Council for approval,with the stipulation that the closing hour be one (1) hour after dark. Motion Passed: All yea. Agenda \ (� 5 Jensen and Lampe Annexation - Located Blackcat and Cherry Lane. Gene Wright, J -U -B Engineer, was present, representing Annexation request. Wright explained that Parcel 1 and 2 had been approved by Planning and Zoning December 11, 1978, but Parcels 3, 4 and 5 tabled. There had been objection from neighboring owners. The Parcels tabled were needed to carry out concept of Cherry Lane Golf Course. Wright explained the parcel needed to expand the Golf Course was contingent upon the sale of the other two parcels that,they really didn't need. "It was the whole thing, or nothing." All parcels needed to be developed together. There would have to be a lift station. Wright offered to contact the enclave neighboring property owners again as to their desire to come into the City. The Motion was made by Mitchell and seconded by Tewksbury to pass Jensen and Lampe Annexation Parcel 3, 4 and 5 request on to the City Council without recommendation with the stipulation to contact the two 5 acre parcel owners and encourage their annexation. Motion Passed: All yea. Agenda 6 Arnie Subdivision Preliminary Plat - Located in Stutzman Annexation - E. Pine. Neale Messick was present, representing this proposal located on W. Pine. Messick presented the Commission with copies of a list of signatures of neighbors in all directions expressing their approval of Retirement type homes at this location. One living unit on each lot, 13 units in total. Price range 38 to 40,000. Square footage - 1,000; 1 bedroom; single car garage or carport depending on preference of the buyer; everything back from garage will be fenced; each unit has their own privacy yard. Parking would be provided for 2 cars and in some cases 3, to allow for visitors. Irrigation ditch will be tiled. Units are 24 to 26 feet wide. Five foot easement given for green belt along Five Mile Creek. Messick stated they would like to maintain the E. 6th St. as a private drive. They did not wish for any type of low cost housing to be able to design off of that street. He requested the concept approved, subject to maintaining a private street. The Motion was made by Hinrichs that they would recommend to Plat subject to resolution of the street problem with the City Council, specified by the Department Heads. May 14, 1979 The Motion was made by Orton and seconded by Mitchell to deny approval of the 4-Plex Design Review based on density requirements of Comprehensive Plans. Motion Carried: Orton, yea; Mitchell, yea; Hinrich, nay lenda 3 Jensen -Lampe Annexation Larry Sale was present, representing Jensen -Lampe Annexation. Sale stated that Mr. Wright who was to present this proposal was called out of town and that he was not prepared. Location of proposal is Blackcat and Cherry Lane. There was discussion. Sale requested that proposal be left on the table. aenda 4 Char -'lies Catering - Conditional Use Located 101.,W. Pine.. Charlene Smith was present representing Char -'lies Catering Service. Smith stated thtat their purpose is to maintain the character as a residence. There was discussion. Smith stated thtat Superintendent of Schools Hein had contacted the School Attorney about using the school property across the street for parking. The Attorney had reported that if they denied this parking the school would have to enforce the denial to anybody that used this property for parking. Smith stated that the agreement would be worked out with the school for parking. Sharp called for the opinion of those attending. Jim Smith,owner, stated that since the Historical Society has taken and interest in restoring the home,that it would serve the community well to have the home renovated. Hinrich inquired if they had approval of all neighbors. Smith stated they had contacted the neighborhood extensively and they were in favor of proposal. Sharp stated that at this point he felt this should not be Commercial. Orton stated that other proposals have benn turned down and that approval of the catering service at this location would be opening the floodgate for other proposals. Mitchell inquired if mass renovation would destroy the historical value. Hinrich felt this home would be best maintained in this manner and was in favor. The Motion was made by Hinrich and seconded by Mitchell to recommend to City Council approval of Char -'lies Catering Conditional Use Permit at 101 W. Pine, with the condition that with Design Review, and preservation of historical qualities of the building. There was discussion. Motion Carried: Hinrich, yea; Mitchell, yea; Orton, nay enda 5 Sunnybrook Farms #4 Preliminary Plat Located between Cherry Lane and Ustick, and between,tinder..and-Teri:Mi1e. Max Boesiger was present representing Sunnybrook Farms #4 Preliminary Plat. Boesiger stated that he is requesting the Preliminary on the total of the Plat instead of #4, so they could see what they were looking at 2 or 3 years down the road. The Plan includes a parcel set aside to sell the School District for appraised value. Eliminated are 15 units. There was discussion aimed at the cause and a solution. Fire hydrants have been opened but the question of sand in the main lines was suggested. Mayor Glaisyer and the Council thanked Smith for bringing this to their attention. Agenda 12 Welker stated he would have a report next month on rural fire meeting. Title of Diamond T Fire Truck was requested by Welker to be transferred to the Rural Fire District. The truck was turned over to the Rural in 1968 and is not used in the City. The Rural has been paying all expenses except insurance. The Motion was made by Kingsford and seconded by Williams to transfer the title to the Diamond T Fire Truck from the City to the Rural District. Chief Sherwin stated that in August 1977 the City had entered into an agreement with the City of Boise Radio Department to repair a portion of the Police radios. The cost has been $65.50 per month for the service contract and has only been used twice on minor items. The radios that have needed service have not been on the contract. Sherwin asked for permission to cancel the contract which requires a six month notice and find a better location to hopefully save money. 140.
