Connecting to the Chateau Drive sewer is not an acceptable alterna- tive. The 8" line will reach its hydraulic capacity with the current unumber of residences planned for this sewer. B. Extending the 10th Avenue Sewer is a partial solution. After evaluating the existing records, it is evident that the 10" sewer could be extended into the Harmon property to serve a portion of the area before the new sewer lines would become too shallow to meet current standards. We have estimated that the maximum amount of land serviceable by the 10th Avenue sewer is approximately 58 acres. In addition, we reviewed the current capacity available in the 10th Avenue Sewer. The City maps show that the 10" line ties to a 12" line at Willowbrook Drive which connects to a 15" trunk line just south of Willowbrook Drive. The 15" traverses westerly to a 24" trunk sewer just east of Meridian Street. We evaluated the capacity of these lines and determined that the critical line would be the 15" just as it reaches the 24". It was further determined that the 15" could be servicing about 495 acres plus the 58 acres for Harmon's property, or 553 acres. Using the following design criteria, the peak sewage flow can be computed: At your request, we have conducted a preliminary evaluation of the possibilities n 0 of NW providing sewer facilities to the Harmon Property located in the S 1/2 1/4 of Sec. 6, T.3N. R.1E., City of Meridian, Ada County, Idaho. of the vJn Currently, the possible methods of sewering the property are: A. Connecting to the Chateau Drive sewer at Locust Grove Road, an 8" 0 line. B. Extending the 10th Avenue sewer through the Ewing Property" t -o the south boundary of the Harmon Property, a 10" line. C. Participating with the City in extending the proposed South Slough P trunk sewer to the northeast corner of the Harmon Property, line. a 21" We reviewed existing sewer maps to evaluate these alternatives. Using the following design criteria, the peak sewage flow can be computed: J -U -B ENGINEERS, INC* Mr. Jon Barnes July 19, 1991 Page 2 250 South Beechwood Avenue, Suite I — Boise, Idaho a Sewage Flow of 80 gallons/day/person (gpcd) Peaking factor of 3.0 2.8 persons per single family residence (per/sfr) 3.5 single-family residence per acre of land served (sfr/ac) 150 gallons per acre per day for infiltration (gpad) Therefore, the peak flow to be carried by the 15" trunk line is: Q peak = (553 ac)*(3.5 sfr/ac)*(2.8 per/sfr)*(80 gpcd)*3 + (150 gpad)*(553 ac) Q peak = 1.383 mgd (million gallons per day) the capacity of a 15" concrete sewer at a slope of 0.2% is 1.617 mgd. Therefore, the current trunk has capacity to service the Harmon property with a 17% safety factor. C. The South Slough trunk sewer will be required to service the remaining portions of the Harmon property, approximately 22 acres. The 22 acres O would be a strip of land running approximately parallel to the northerly boundary line (350 to 550 feet wide). As you are aware, the City of Meridian is actively pursing the extension of the South Slough trunk sewer. And, as always, the limiting factor is money. How p will the new trunk be funded? Discussions with the City have indicated that the trunk sewer is planned to service about 2,200 acres or about 7,700 residences. The preliminary cost estimate for this trunk is about $80 per running foot of sewer, which will include Engineering, easement acquisition, construction, administration and contingencies ($422,000 per mile). The City has budgeted for and will construct the first phase of the sewer, which will bring it to Meridian Street by next U year. In addition, a special trunk sewer assessment could be levied to help fund this sewer extension. We have estimated that approximately $550 per single-family residence could be assessed. To extend the South Slough to the northeast corner of the Harmon property, we have estimated a cost $422,000 (one mile extension). We also evaluated what fees could be collected by the City of Meridian for sewer connections and special South Slough assessments for the Harmon property project. Based upon the connection fees mentioned above and an estimated 3.5 residences per acre, the City would collect the following funds: A. Motion Passed: All yea Agenda-,__ 16 Meridian Place Subdivision Final Plat Unit I Earl Harmon and Veryl King were present respresenting Meridian Place Subdivision Final P1at.Unit I. Harmon stated that they have met all the requirements that have been handed down before them. The parcel is 20.42 acres, southerly side and behind Settlers Village. Subdivision was annexed in 1975. They have been waiting for water and sewer lines. Lots 1 & 2 have been donated to the City and there is a'well drilled and "on line". Harmon stated that terms have been made with Mr. Hein, Superintendent of Schools. They will be giving the District some ground in the agreement and they will be working with Hein in the future (letter on file) There was discussion of roads. Exits will be onto Locust Grove and Jericho St. to Fairview. Hannon: "The letter spells out in detail all of the request that I will briefly mention. Going back to the original letter where I requested developing a portion of Phase I and from that, your Engineer made some recommendations that ought to be done to make it acceptable. As of today all of those things have been accomplished except for the paving. My request tonight would be that you would vote in favor of the building permits being granted and the acceptance of this project subject to the paving being done in an acceptable manner, according to the elevations of water and sewer people need to have. It also spells out in the letter my warranty and guarantee of the development project for the park will be accepted by the City. Mayor Glaisyer: "Where the pavement is going to end will there be sufficient turn- around for emergency vehicles?" Harmon: "It has been required by the ACHD that a barricade be put completely from curb to curb. They claim the reason is for liability - somebody at a fast speed coming off the paving into gravel could possibly cause an accident. I'm in the process of building a bazicade to put across there. Location is Pine and Linder, N E Intersection. The total site plan was presented. Mayor Storey read the comment sheet. 'Councilman Williams-inquired if the building would be Cinder block. ,Mr. Atwood stated it would not. { kighway requirements were discussed. Mr. Atwood stated that the bonding was being taken care of. Access to streets was discussed. Councilman Glaisyer stated that he thought the access onto Linder was too close to the intersection. 'Councilman Kingsford inquired how close this-access was to the high School entrance. Mr. Atwood stated 150 to.200 feet. The Mayor:stated in reference to Medical, facilities it would fulfill our City's deeds o' _ Mr. Atwood stated that they went for a special use permit because it designated the use for professional space. J Meridian City Hall .4: 1February 19, 1980 Agenda 7 Meadowview #2 - Final Plat Mike Milhollin, Engineer and Mr. Montee, owner, were present, representing Final Plat request. Montee, now the owner, explained that he had picked this up after the Preliminary Plat approval approximately a year ago. The Mayor stated that he believed the plat had been approved with N.W. 10th St. as a through street and connecting with Delmar. Steve Hosac spoke concerning the redesign of the Preliminary Plan. There was discussion and disagreement between the Mayor and Council aid the developer and Engineer concerning the approval of the Preliminary map with the street changes. The block and lot numbers had also been changed since Preliminary approval at the request of the County Engineer. Mayor Glaisyer stated that at this particular stage, this plat was not acceptable to the Fire Department. For fire and police protection, it would be for the best interest to redesign a through N.W. 10th St. There was discussion,and a workshop with Department Heads before the March 3, 1980 meeting,was advised by the Mayor. The zoning is "A" Residential; unique shape, 170 feet wide by 1330 feet deep. Units are about 1300 sq. ft. per unit, 100 sq. ft. of patio plus a single car garage. Units 1, 2 and 3 are in various configurations to reduce the vision impact. Property will allow only one street (N.W. 11th) and development on one side (east side), rear yard setback would be approximately 60 foot setback, the front from 20 to 30 foot setback, side yard 15 feet between units. Full improvements would be made, the ACHD approves. There was discussion concerning the small patio size, the west adjacent area, water stub outs and parking. The density would be 6.36 upa. Also there was concern for street study for length and fire protection, possible landlocking and two car garages. Agenda 9 Meridian Place Subdivision #1 Earl Harmon was present to request permission to get Building Permits on lots for multi.type structure intermixed with single family for Meridian Place Subdivision #1. Councilman Orton abstained. Harmon reviewed previous action and the approval of developing in three (3) phases. The intent at that time was single family dwellings and density of 3.42 in.the particular 20 acres in question tonight. (#1) Harmon pointed out the proposed density for that area was R-8 (map referred to is not official, but proposed.) There was discussion concerning split lots, covenants indicating a new lot line would not have to have the Ordinance setback, and the 1350 minimum sq. ft. Harmon stated the price range would be approximately $80,000 to $100,000 for duplex. He stressed quality and the attitude of smaller economic dwellings. Engineer Smith stated that Federal Housing Administration and VA require re- ' platting if there is split duplex lots. It Meridian City Hall .5. February 19, 1980 Schoen, Building Inspector, stated that in Harmon's covenants for Meridian Place #1, the 1350 sq. ft, would hold true for each unit, The Mayor's concern was to require minimum square footage and/or a dollar price on the quality if a ower house, to keep up a balanced community housing upgrade. There was discussion concerning the size houses and quality, subsidized housing. Harmon asked that the City allow them (Meridian Place #1) to build the sized house that can sell, not being restricted to the 1350 sq, ft. each unit, and they will put the quality in the building of the house. This matter is to be placed on the March 3rd agenda. Agenda 10 B & B Business Park. Sewer System - W. Franklin Harold Briscoe was present to request permission to connect to sewer line a Franklin Square across Franklin Rd. from the Meridian Glass proposal. Mayor Glaisyer explained the policy of coming to City Water and Sewer and going South requires a pressure lift - it is not a gravity flow. Briscoe stated the expense would be too great to connect from as far as Huico, 2000 feet away. Engineer Smith explained Phase III intent to serve this land, but it is unknown at this time how much of the line is owned by Boise Cascade, which would be a closer connection. The land to the south and west can be sewered by the extension coming up Ten Mile. To cross Franklin Rd. and dump into a manhole would be - Mast resort. It was the feeling of the Mayor and Council that B & B Business Park make the effort to obtain an easement from adjacent property owner. Agenda 11 Department Reports: Building Inspector Schoen, reported that the property owners in Noteboom Annexation, Woodland, Inc. and Matlocks had been informed that their business operation is noncomplying with "A" Residential. There has been no attempt on their part to comply with City Ordinance. These properties were "A" Residential in the County before Annexation to the City in December 1978. Schoen stated that quality homes should contain: two (2) car garages, two (2) baths, cedar siding or brick, shake roof, fireplace and a heat pump. Chief Sherwin reported that a crime analysis shows that the largest percent of crime in cities stem from the low priced housing. Attorney Crookston described the procedure of City Ordinances. He suggested that the Mayor and Council should direct the Attorney to draw up an Ordinance after a favorable hearing. At the next regular meeting the Ordinance would be presented for the Council's consideration. Crookston was directed to obtain a recorder for meetings to record and transcribe meetings. The Attorney also suggested that there be a public notice for a Preliminary Plat to legally notify adjacent property owners, or perhaps a letter of notification. Crookston brought up the AIC Attorney's meeting at McCall March 12, 1980. Registration fee is $10.00 for two days. The.decision will be made at a later date. Stuart explained the process of "junking out" old meters and the Mayor directed that he proceed in the manner to get the highest price for surplus.
