Mr. Lloyd McKay McKay Construction Company Highway 55 Eagle, Idaho 83616 Dear Mr. McKay: Boise, Idaho 83709 December 6, 1983 Re: Cherry Lane Village No. 2 Lots 1, 2 and 3, Block 11 Telephone: (208) 376-7330 On behalf of Franklin Services, Inc., the developer for Cherry Lane Village No. 2, we are requesting that a sewer service be located or constructed for the above -referenced lots in accordance with the construction drawings for Cherry Lane Village No. 2 Subdivision. We have been informed by the Meridian Public Works that the contractor for Lot 1, Block 11, has tried to locate his service and has not been able to after an extensive search. In addition, the City is concerned that none of the services on that particular line were constructed, as the 2x4's and locating wires are not visible. As there is a house under construction at Lot 1, it is imperative that the sewer installation be installed within the next week so as to not hinder the construction of that house. Should you have any questions or need further information, please call. Sincerely, J -U -B ENGINEERS, Inc. Dean W. Briggs, P.E. First Street Bellevue, Washington 98009 Telephone (206) 455-9696 Mr. Dona Storey Mayor City of Meridian Meridian, ID 83642 RE: Cherry Lane and Glennfield Development, Dear Mayor Storey: As you may recall in early conversations regarding the installation of offsite and oversized utilities to the Cherry Lane and Glennfield Developments, I mentioned the possibility of initiating a late comers charge to those who would eventually. hook onto the utilities provided by our Company. y ' A late comers charge rebate system is used in many cities fand counties to help reimburse developers for offsite service costs to install improvements that benefit surrounding and adjacent properties. It acts an as incentive for developers s to install offsite utilities with the knowledge that an equitabl:e yr .. portion of that cost will be recaptured via future hook ups., <: Often a City will have the developer prepay normal hook-up charges to fund for the City's installation of trunk lines, pressure lines and lift stations to service future property development. In the case of oversizing lines, cities normally r+ rebate the developer for the differential between normal-size service installation and the required oversize.,; The approximate dollar amounts NuPacific has expended and:.. i anticipates spending in Cherry Lane Village and Glennfield Manor for utilities of sufficient capacity to service other property owners over and above standard development costs are as follows: $56,000 for the installation of one mile of offsite water line $40,000 for one mile of 15" oversized sewer line $30,000 for 1,500 lineal feet of 15" sewer $160,000 for 27" sewer trunk line down Black Cat Road $20,000 for a lift station w $35,000 for 3,500 lineal feet of pressure sewer line 5 r ' $50,000 for a well t' ' e $18,000 for 1,400 lineal feet offsite water in Glennfield 1 Manor $409,000 TOTAL The above numbers represent monies expended by NuPacific to date as well as anticipated future costs directly related to extra .I funds which would not be required in normal. development. It seems` only fair that other developers and landowners should participate in these costs as they proceed to develop their land inasmuch as; these services directly benefit property other than Cherry Lane..' There are several conventional ways of structuring an ordinance C to provide for a late comers charge or a rebate program for over- sizing. I have enclosed three sample agreements structured by various cities which outline several methods used and wotuLd rir..!d u appreciate your discussion and consideration of this matter with the Council at your next scheduled meeting on August 7th. After" you have had an opportunity to review this letter and our propoaal,:~-'.'. we would like to be placed on your agenda for September 5th to discuss this matter in more depth. NuPacific is definitely committed to the Meridian area. We ti look forward to our continuing good relationship with the City and feel that your cooperation in this matter would greatly help' our program as well as set a fair precedent for future developer3 in the area. To date, we understand that another develgper has' already hook onto the offsite water line for Cherry Lane and since >; it is obvious there will be a great deal more growth in your City, we would appreciate the Council considering an,enactment of an ordinance providing for a late comers charge'in order to reimburse developers who have expended funds in advance. This should meet Ada County Engineer's requirements as well as those of Nampa & Meridian Irrigation District. Hollbrook Subdivision The Subdivision does not show what changes are going to be made to the North Slough and does not indicate a drainage plan. The Developer is not using Nampa & Meridian water for irrigation. Plans show 5 lots to the acre. \ Sandalwood Subdivision Drainage from this subdivision will go directly into the existing 30" storm drain on Edna Street which ends up in the Settlers Canal. Developer is not using Nampa & Meridian water for irrigation. Plans show 3 lots to the acre. Linda Vista East #2 Drainage from this subdivision will go directly into existing 10" storm drain on Linda Vista Street which ends up in the Settlers Canal. Developer is not using Nampa & Meridian water for irrigation. Plans show 5 lots to the acre. X 1 f t .dr Board of DirecPs April 25, 19M Nampa & Meridian Irrigation District Page Two Amended Plat of Cherry Lane Village #1 Subdivision The easement for irrigation along the north side of Cherry Lane is not adequate for maintaining the Safford Lateral. The only satisfactory solution is to have the subdivider pipe this lateral until it turns north, or give Nampa & Meridian Irrigation District their recorded easement. " A pipe has been installed in the Safford Lateral under Lauderhill Way. This pipe has been installed to replace a drop structure. This is very poor and should not be accepted. An hydraulic jump occurs in the pipe and will cause both operation problems and a hazard to the children. Cherry Lane Village #2 Subdivision The proposed new description for Eight Mile Lateral is not shown on the plat. This should be shown and a new description furnished to Nampa & Meridian Irrigation District. Retention ponds throughout the district appear to me to have very little value as they are now constructed, with the inlet and outlet pipe set at the same elevation. This should be changed to have the outlet above the bottom with an elbow or tee attached. If you have any questions, or wish further assistance, please do not hesitate to contact us. Yours very truly, William H. Tuller, P.E. WHT:KW CENTRALOISTRICT HEALTH DEPARTMENT Review Sheet Rezone # Conditional use # P ►/Final/Piat .,5. r _ti p , , AAJ 9. U l l Q e- A/0 - -q 1. SEC. ZONING a PLANNING WAYNE D. SKIVER CHAIRMAN ZONING a PLANNING In 1978, the City of Meridian will be the owner of a golf course that may or may not be within the corporate city limits, at leastinitially. When the golf course opens it is our plan to have a facility where liquor by the drink will be served. My question to you is how do we go about applying for a liquor by the drink license and what are the requirements we must meet? Also, what problems, if any, are there if the course is not within the city limits initially, but would be annexed at a later date? Your help in answering these questions and providing us guidance will be very much appreciated. V my yours, Richard C. Williams City Council Meridian, Idaho OFFICIALS HERALD J COX. CITY CLERK F O.
