The meeting was called to order at 8:05 P.M. by Don Sharp, Chairman

Minutes of the previous meeting were approved as read.

Conditional Use Permit for Clarence Clauson
Clarence Clauson was present the represents -ng the request. He stated that they Want toy,
convert an appartment to phone solicitation for Publishing Readers Service"Ico any,l
Mitchell inquired if there are any livq-ins. There were none, it is to'be�a busiiness:_`
Traffic was discussed. 1'
Orton inquired if the house was separated. He also inquired if this was`a correct' ,'
application instead of a rezone request.

Sharp stated that he is concerned with taking a residential area 'and making a business
out of it. He felt it should be a rezone request.
Mitchell clarified the point that a commercial enterprise with no live -ins should be
processed as a rezone.
The Motion was made by Hinrich to deny a Conditional Use Permit at1237 gl Street,' ,
seconded by Tewksbury.
Pipkin disqualified himself from voting on this issue.
Motion Carried. (Pipkin Abstained)
Southgate, Annexation request '
John Cooknell was present representing the request.
He presented a histor of their Company and discussed the Meridian Comprehensive?ian.'w"
They are proposing a hopping mall and feel that they have the best site. F Engineering
will be Blakely from 1ampa, Harrison Stapley Structural Engineers, Meridian,,
and others.
The contiguous points to the City was discussed.
Cooknell stated that County Zoning for Parcel A is 1/2 commercial, 1/2 manufacturingF`}'
For Parcel A and B they are requesting Commercial zoning.
They propose sewering the property down overland into the Meridian Greens line. fihey
have made minor adjustments in the Plat submitted earlier. er
They have worked out ccess to roads with ACHD.
Tenants were undeterm ned until they.are approved.
They feel their cente fits the City Master Plan and will attract people to the City.
The Highway count for I-80 is 40,000 vehicles per day. Meridian -Kusa Road Count i5
7,000 to 10,000 per d Y.
The Center should sup ly the Meridian area with $60,000 in Tax revenues pee year.
Other income would be sewer charges. Local City service functions will be enhanced
by new businessmen. Most of the estimated employees of 300 will come from Meridin.,;
They feel it is a fir;t step in the expansion of Meridian. The Nahas proposal and..
theirs are compliment ry to each other. The building will be fully"'sprinkled and`,_%he,Y;�;
have a good fire history.
`G. Shaffer outlined tie design pattern. They have choosen a mining direction.'
It will all be plannedand designed to compliment each other. They"have considered,' '
security for their pa king areas and the ecology of the creek system.

It is the opinion of the Plice Department that this permit be denied.
The City Code prohibits door to door soliciting because the residences of
the City do not want salesman bothering them. A phone solicitation
would in a sense, be the same. Instead of going door to door, but by
pYtoning each residence. The citizens of Meridian do not want this type
of selld ng within the City
