Marsden stated that they had designed area with the intention that
the old sewer plant would be used as a park. They would be putting up a
fence to screen it off.
There was discussion.
Marsden stated thtat bicycle paths would be provided along Five Mile Creek
if the City puts in the Park and would allow recreation use of that easement.
The Motion was made by Orton and seconded by Hinrich that Meadow View #2
Preliminary Plat be approved, subject to the recreational allowance on the
Five Mile Creek easement and subject to subsequent use of the Development
Plan Final Plat; sewer and water compliance.

John Matzinger from CTM Engineering was present representing Crestwood
Estates Centre Valley Rezone Request.
Sharp called for comments. There were none.
The Motion was made by Orton and seconded by Mitchell that Crestwood Estates
Centre Valley Rezone Request be approved.

10 Hank Houst DBA Merle Mall Rental Co.
? Duane E. Johns, architech and Hank Houst was present representing the
Shopping Mall, 1603 E. lst St. The parking lot in the proximity of
1616 Meridian St., required a Conditional Use Permit.
Houst stated that the old station on the corner of Meridian St. and
Franklin had been sold to Ron and Sherill Byron, and that they were
responsible for tearing the building down.
Houst stated that the building will be completely sprinkler system for
fire protection. The access would be a "straight shot" clear through
from one street (E. 1st St.) to the other (Meridian St.) There would
not be landscaping because their frontage is so narrow.
Sharp inquired if Houst there could be some sort of curbing to prevent
cars from backing out onto street. Houst answered yes.
Chairman Sharp reminded the Commission and public the purpose of this
hearing was for a Conditional Use Permit for the parking lot.
The Motion was made by Orton and seconded by Mitchell that Merle Mall
Rental Co. be issued a Conditional Use Permit for the parking lot subject
to design review. .

11 Arnie Subdivision Preliminary Plat - Located on E. Pine St.

Orton abstained from action.
Neale Messick was present representing Paul Stutzman on this proposal.
Messick stated there would be some minor changes after reviewing the
comment recap. He stated the dimension of buildings would be approximately
20 to 24 feet in width, depending on whether they are one or two bedrooms.
Some would be single story; some would be two story with garage driving
underneath. There would be a break in roof line as well as front yard
appearance. Some natural landscaping would be along Five Mile Creek. These
units are designed for retirement people.
Orton reminded the developer of the request of barracade on State St.

Hinrichs stated that she had serious reservations, not because of the use but because
of the location. Also, that she did not want to see Pine become a Commercial street.
Sharp stated that he would like to see someone come in and fix it up as it is a
beautiful home, ideal for this type of situation, but at this time he questioned if
we are ready to start commercial down Pine Street.
Orton stated that/we are going to keep the trend going that we have to insist

following Comprehensive Plan.
James Smith, owner of the property, stated that he was the fourth owner•and would
have to invest approximately $10,000 to renovate. He stated that he was in the process
of building a new home and was not worth his investment bringing it back to it's
superb condition of a Victorian.home. Mr. Smith felt it was a very worthwhile home
for this type of business.
Sharp stated that a Conditional -Use Permit is a very difficult matter to handle and
instructed Charlene Smith to present the proposal for Public Hearing if she desires.

Two Duplex Lots - 1435 West 1st Street Design Review

Lee Stucker was present representing Carol Rappleye.
Stucker stated that there is one dwelling on this property at this time, the lot
124 x 128 feet and they are asking fpr that lot to be divided and allow a duplex
approval on each lot. Survey results show a 52 foot loci and a 72 foot lot,
which would give and 6 foot side yard. The existing house would be part of the project.
Mitchell stated that he would like to see a Planning or Design -Review.
Stucker stated that the plan will be submitted to the Building Inspector for the

City's approval.
Stucker explained he was before -the Commission to get the property in a-pos-itioe. to

sell.for this type of use for Mrs. Rappleye.
The Motion was made by Hinrichs and seconded by Mitchell to go on record as supporting
duplexes at 1435 West lst Street but with design review before construction.

Ortgn u ge ted that the Commission ask Mr. Stucker as representative on the sale
to inc u�e he request for Design Review before construction.
Stucker agreed to pick up a copy of these minutes and put them in a file and present
them to whoever Mrs. Rappleye sells the lot to.

Crestwood Estates Centre Valley - Rezone Request
The Motion was made by Hinrichs and seconded by Mitchell that Crestwood Estates
Centre Valley Rezone Request be brought from the table for consideration.

John Matzinger, CTM Engineering, and Dave Schmidt, Consultant were present representing
proposal. Matzinger stated that this was a revised layout and description. They

have brought it up to 4.5 acres and sized to keep it up with the Comprehensive Plan. -
Schmidt stated that this was part of a Master Plan which was already submitted.
The proposal is a Commercial Center, relatively small stores with some professional
type offices. City services are available. 15,000 to 20,000 foot store.

Bud Persons stated that he has had his Shopping Center proposal presented since
October, 1978 and that Crestwood proposal is basically a "take -off" of the one
he had prepared. He stated that his corner is not in the City at this time.
Persons also stated that the Northwest corner is the best corner for the Shopping
Center and that it should be first come, first serve.
Orton stated that the Commission was unable to do that ("first come, first serve")
and that the Motion that denied Persons was not on that basis. -
There was discussion.
The feeling was that the Commission will abide by the Comprehensive Plan

contingent upon another Annexation.
Schmidt stated that the Crestwood Estates Commercial Center will be First Class
and planned for a neighborhood, not just a center, and is the first phase of much
more to come.
Sharp stated that they have to consider the proposal before them'on iV s`•own•+nerits
and that this proposal does meet the requirements of the Comprehensive Plan.
The Motion was made by Hinrichs and seconded by Orton to recommend to the City Council
the Rezone request for Crestwood Estates Centre Valley Commercial on the corner of
Franklin and Linder, with design review including landscaping.

Bud Persons presented Williamson Freight proposal located near Mountain View Equipment.
To start out operation with 30 mechanics, cover about 10 acres initally of the 33.6 acre
parcel. Persons stated that Valley News is not adverse to this proposal as their
property is next to this parcel. Me suggested that all parcels around this area
could go in for County zoning for their purposes and would -like to have a letter from
the Commission, plus the City Council, to present to Ada County for zoning.
Persons question put to Commission 1) Would you like to get this Company in here
2)Would you work with this Company either by submitting a letter of approval on your
approval form
There was discussion.
Mr. and Mrs. Morgan Plant questioned Persons the meaning of "freight handling"
and why all the mechanics - are they manufacturing.
Persons did not have the facts.
Sharp stated that we need more facts, we need to know what they intend to do, is it
it Industrial, or are they going to use it as a manufacturing concern, are they going
to be hauling freight?
Wanda Hepper Addition - North of James Court - East of Meridian Manor Addition
Keith Loveless, Loveless Engineers, represented Wanda Hepper Addition.
2.34 Acres. This was discussed.
Orton stated in his opinion if we annex this and zone it "A" Residential it would
be a worthy goal to develop these two acres.
The area is too large for a one family house and not big enough to farm.
The annexation and lot split would be a benefit.
The Motion was made by Orton and seconded by Hinrichs that they recommend approval
to the City Council Wanda Hepper Addition Annexation request as Medium Residential
development, with water and sewer contingencies.
Motion Carried: Orton, yea; Hinrichs, yea; Mitchell, nay
City Gas Pump - Located in City Park behind Doctors Office
The location of the gas pumps was discussed.
Sharp was authorized to discuss with the Mayor to see if they could get the pumps moved.
and that the body is unanimous in the objection of location.
The Motion was made by Orton and seconded by Mitchell that the meeting be adjourned
at 10:41 P.M.

Steve Gratton inquired if they have purchased the site.
Cooknell stated that they have not taken an option but have money down. They have
more than $100,000 tied up on their purchase. ;
Gratton asked for clarification on the $60,000. It is to the School.Library. City ti
and other.
Tewksbury stated that he would like to see the entire clover leaf come in on the
annexation request if approved. Sharp agreed.
Sharp stated consideration includes: 1) where a sewer line should go 2) should.
they cross the Freeway on that side of Meridian Road.
Orton stated that the proposal meets the Comprehensive Plan intent for thatarea.
Sewer -water plans and how it fits into the City are considerations. The developer '
seems ameanable to working with the City. It gives the community some leverage to
get the exit finished if Planning and Zoning requires the easement be given.
The Motion was made by Orton and seconded by Pipkin that the annexation request be T
approved subject to the conditions based on full compliance with the existing sewer
plan to sewer down Ten Mile Creek; full compliance with the water plan and they '

abide by the increased annexation of the entire Clover leaf.
Cooknell stated that he would have that information available for the City Council.

4 Crestwood Estates, Rezone request to Commercial.
John Matzinger was present representing the request.
He outlined the rezone area. The Commercial center is a neighborhood Center 2 1/2 t'
acres with access limited to Linder Road. The parking was established by ratio.
Tenants have not been secured, the building would be architecturally controlled .
• with one owner. They are relatively small stores with some professional type offices. y`
City services are available.
Tewksbury stated that his concern with the smaller size. The Comprehensive Plan,.
calls for four (4) to eight (8) acres, 30,000 to 100,000 square feet. '•
The size and number of shops were discussed..t
Dave Schmidt stated it is to be a neighborhood commercial beauty parlor, barber shop.
laundry, ect.
Bud Persons inquired how it would effect his property. .•
Sharp stated that they are separate requests.
Person stated his request was submitted prior to this request and should have priority.;'
Carol Storkan, property owner in the Persons proposal, stated her concerns that their
request be considered first.

1 Orton stated that this had been his comment and the difficulty of placing requests in
chronological order had been outlined to him by other members.
} Persons stated that the Comprehensive Plan calls for 4 to 8 acres, their proposal
fits this criteria. The Comprehensive Plan Neighborhood centers criteria was outlined
and discussed. r
Schmidt stated that they choose not to present a large center because they do not see
the demand in the near future. He didn't feel there was a inherent conflict between
the two proposals. It was discussed.
Hinrich inquired if Persons felt it would hurt his business. He did not, but wanted
to be careful not to get clocked out of his.

to Commercial Crestwood Estates for additional consideration.

5 Crestwood Estates #3, Preliminary Plat.
John Matzinger was representing the request. He outlined the proposal: 98 Units;
40 Townhouses; 53 zero lot lines and 6 single family.
Pipkin inquired if 12th Street would cross the canal. It did not, Matzingerstated -
the farm house would remain until they grow into it, density was 4.07 gross.6.3 net.
Mitchell felt it looked fuller than the figure indicated.
Orton clarified the development structure.
It was clarified that each unit would have a two car garage. The Units along Franklin Rd.
were discussed.
Orton inquired if they had contingency plans for residential in their proposed
commercial zone.
Matzinger stated it could if,need be, work in a residential scheme. It was also .
clarified that the commercial request could be increased.
Tewksbury inquired about the ponds. It was clarified they are to meet the drainage
requirements.
12th Street was discussed; access to other properties was discussed.
Mitchell inquired if there would be an acceleration -deceleration lane.
The Motion was made by Mitchell and seconded by Hinrich to recommend to the City
Council approval of the Preliminary Plat for Crestwood #3, contingent on meeting all
Codes and they make every effort to extend 12th Street.
Tewksbury inquired if the problem of access has been corrected.

6 Cherry Lane Village #3 - Preliminary Plat.
Gene Wright was present representing the request and introduced Marilyn Olmstead. also
with J -U -B Engineers, Inc.
He outlined some revisions in the Plat on streets. They are requesting variances
(see application for blocks in access of 1,000 feet). Most revisions are in the
streets.
Sharp inquired about the letter reference to options. Wright explained some property
is only on option.
Hinrich brought up the need for a Fire Department sub -station. Public ground was
discussed. The dedicated school site to the north was discussed. If Nu Pacific
does not option the property they will have to move the site south.
Orton inquired about double frontage lots. Wright explained that they will all
access into the Subdivision, he explained they comply with the ordinances.
He outlined the development structure.
The Motion was made by Pipkin and seconded by Tewksbury to recommend approval of Cherry
Lane Village #3 Preliminary Plat to tho City council.

Dear Commissioners:
On behalf of the Owner of the subject property, we are requesting the
Commission to reconsider the rezone -'application and offer their
recommendations to the City Council.
Crestwood Subdivision #3 has been designed on the basis of Planned Unit
Development, incorporating medium density residential areas and a
neighborhood convenierice'shopping area. Since the commercial area ties
closely with'the physical layout, traffic flow and utility systems of
the entire area, the Owner is anxious to have a favorable recommendation
such that detailed engineering and platting may proceed in an orderly
manner.
The Meridian Comprehensive Plan was reviewed in detail during the
planning phase of this development. We believe the concept and general
layout of the development were responsive to this plan as well as to the
generally anticipated market.
We were somewhat concerned that too large of a commercial area may have
a negative effect on the existing shopping areas of the central city
and the north end. We have presently increased the requested rezone
area such that it is now in conformance with the Comprehensive Plan
Recommendations.
We feel confident that the 4.5 acre site now proposed is sufficient to
provide space for a true neighborhood convience center, yet will not
dominate the local market nor create undue traffic nor strain available -
utility systems.

Crestwood Estates Centre Valley Rezone
We have reviewed the information for this project, as was submitted
to the Planning and Zoning Commission by the applicant, and respectfully submit
the following comments thereof for your consideration.
We recommend insuring that all road rights of way adjacent to the
property be dedicated to the City and also that City utilities, i.e., water
and sewer, extended to serve the property, be extended through the property
to be continued by adjacent developments.

On behalf of the Owner of the subject property, we are requesting the
Commission to reconsider the rezone -application and offer their
recommendations to the City Council.
Crestwood Subdivision #3 has been designed on the basis of Planned Unit
Development, incorporating medium density residential areas and a
neighborhood convenience shopping area. Since the commercial area ties
closely with the physical layout, traffic flow and utility systems of
the entire area, the Owner is anxious to have a favorable recommendation
such that detailed engineering and platting may proceed in an orderly
manner.
The Meridian Comprehensive Plan was reviewed in detail during the
planning phase of this development. We believe the concept and general
layout of the development were responsive to this plan as well as to the
generally anticipated market.
We were somewhat concerned that too large of a commercial area may have
a negative effect on the existing shopping areas of the central city
and the north end. We have presently increased the requested rezone
area such that it is now in conformance with the Comprehensive Plan
Recommendations.
We feel confident that the 4.5 acre site now proposed is sufficient to
provide space for a true neighborhood convience center, yet will not
dominate the local market nor create undue traffic nor strain available
utility systems.

We have no objections to this propdsal.
We recommend denial of this proposal.
Specific knowledge as to the exact type of use must be
provided before we can comment on this proposal.
We will require more data concerning soil conditions on
this proposal before we can comment.
We will require more data concerning the depth of (high
seasonal ground water)(solid lava) from original grade
before we can comment concerning individual sewage dis-
posal.
We can approve this proposal for individual sewage dis-
posal to be located (2,4) feet above high seasonal ground
water, 4 feet above solid lava layers.
We can approve this proposal for:
Central sewage _Interim sewage _Individual sewage
and Central water _Individual water _Community water
well.
Plans for X Community sewage _Sewage dry lines, and
Central water _Community water must be submitted to and
approved by the Regional Health and Welfare Environmental
Services Office.
Street runoff is not to create a mosquito breeding problem.
This department would recommend deferral until high season-
al ground water can be determined it other considerations
indicate approval.
