Minutes of previous meeting were corrected as follows: Page 4, Agenda 10
"The Motion was made by Williams and seconded by Bodine that the City
annex the Lampe property, known as parcels 1, 2, 3 and 4, with density
not to exceed four dwelling units per acre."
Minutes of previous meeting were approved as amended.
Agenda
1 Hendren Annexation #2 "A" Residential - 20.26 acres, adjacent to
Treasure Valley Mall and East of Hendren Commercial.
Mike Frost, J -U -B Engineers was present, representing Annexation request.
Frost requested action on this matter be table until after the City
Zoning Ordinances are adopted and so that they will know what to respond
to on density.
The Motion was made by Kingsford and seconded by Brewer to table
Hendren Annexation #2.
Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea; Brewer, yea.
Mayor Glaisyer called for hearing on Hendren
Annexation #2.
No comment. Hearing closed.
Agenda
2 David Dean was present, representing Western Recycling.
Dean wanted input from the Council upon moving their business into
the Wyeth Laboratory Building.. He stated that this would be a clean
business.
Mayor Glaisyer requested that the Building Inspector Schoen work with
Mr. Dean and report back to Council.
Williams suggested that they consider the Fire Zone,as this could cause
a problem if not resolved now.

Evans has leased the building from Don Bennett, the present owner and
is eligible for a State Liquor License.
Mayor Glaisyer asked for comments.
It was the feeling of the Council and Police Chief that additional
time is needed for research.
The Motion was made by Bodine and seconded by Brewer that the request
for Transfer of Beer and Wine License from Allan Marsh, Farmers Club,
to Joe Evans be tabled until the next meeting, August 20, 1979.

The motion was made by Annette Hinrichs and seconded by Lee Mitchell that the request

2 Linder Park Subdivison
Ken Marema was present representing the request.
Rick Orton questioned if they were aware of the City's requirements for water and. sewer.
Marema stated that this was in their,plans.
Annette Hinrichs stated her concern "on only one access into the. development.
Sharp questioned Marema on the type of housing planned for the area.

Marema stated that the housing would be between the 50,000 to..60,000 dollar price range..'

Orton questioned if they had any plans for along the railroad tracks.
Marema stated that there was a plan for fencing along the track and some additional' ;
barrier in front of the fence such as hedging.
Lee Mitchell question Marema on what the average size of the lots were.
Marema stated that the average size of the lots was 8,500 sq. feet.
Hinrichs stated that she felt the development was in line with the Comprehensive Plan':

Subdivision annexation be accepted as requested with the understanding that the lot
lay out has not been approved.

There was no one present representing the request, but Gene Wright of JUB Engineers
stated that he would try to answer any questions the Commision might have.
The motion was made by Lee Mitchell and seconded by Burl Pipkin that the request to
vacate Meridian Manor #2 be allowed.

Doxo Properties, Preliminary Plat
Mike Frost was present representing the request.
There was discussion about the access roads, and street within the subdivision.
There was discussion about block length within the development.
The motion was made by Annette Hinrichs and seconded by Ken Tewksbury that the
Commission recommend the approval of the Doxo Properties preliminary plat to
the City Council, with -the roads changed from 46' to 501, and the streets named.

Dale A. and Karen D. Babcock, Conditional Use Permit
Karen Babcock was present representing the request for a conditional use permit
for Home Economic Services in their home located in Cherry Manor Subdivision.
Babcock stated that she has been providing these services for 3 years, not
realizing she needed a permit. Babcock stated that all her neighbors approved
of this use. Babcock also stated that she is a neighborhood service.
Lee Mitchell inquired about the number of vehicle parking there at any given
time.
Babcock stated that there would be room for 6 cars easily, and there would not
be that many more than twice a week.
Don Sharp questioned how many children Babcock normally babysits.
Babcock stated than the average is 4.5 children. Some days may have as many as 10.
.Toy questioned Babcock if she was licensed by the State for child care.
Babcock stated she was not licensed.
Don Sharp commented they need to discuss the number of children that would be
allowed.
Rick Orton questioned what the Comprehevsive Plan called for in this area.
Don Sharp stated he would like to approve this permit with certain restrictions
y as to the maxium number of children at one time,and the number of vehicles to
be parked there at any one time, so as not to create a traffic problem in the
neighborhood.
The motion was made by Lee Mitchell and seconded by Ken Tewksbury that the Babcock's
be allowed the conditional- use permit with no signing, a maxium of 3 on street
vehicles, an orderly non -disturbing operation, and conform to all City standards
and codes.

Larry Sale was present representing the request.
Sale explain that the property is contiguous to the City, is in accordance with the
Comprehensive Plan, will be served by public utilities when developed, and is third
in a series of annexations by the people that are planning developments in
accordance with the Treasure Valley Shopping Center.

Don Sharp stated he had no objection to annexatiog this as "A" residential, so the
Commission could take a look at density later on.
Don Sharp called for any comments or discussion. There were none.

12 Richard L. Ennis, Conditional Use Permit
There was no one present representing the request..
Annette Hinrichs stated she does not want to grant this permit. She stated it was not
appropriate for a residential area_
The Motion was made by Annette Hirichs that the Commission recommend to the Council
the denial of the Conditional Use Permit for a tobacco shop.
The motion died for lack of a second,

There was discussion on Crestwood #2. They wished final plat approval, but were.r-ot
on the agenda. The Commission was not prepared to act on the proposal.
Don Sharp brought up a discussion on County Requests.
Lee Mitchell questioned if the County would give the Commission more time.
Patrick Joy stated that he had called the County and complained that some of the
comments were due by the 30th, were for the 27th. Joy stated that he had talkec,'to
them several times since then. Joy suggested to the Commission and City Council,
that they get a policy out of the County where they can not act on a request in, our
impact area unless we respond.
There was discussion on the time factor on the comment sheets.
Joy stated it was important to have our comments when it concerned our impact area.
Don Sharp stated he didn't feel that the problem had been adequately handled. He
stated we need to take a position on the Soutwest area to force a community_,sewer
system.
Annette Hinrichs commented we need to get more timely responses.
There was more discussion on this.

City of Meridian, and the laws of the State of Idaho, that a
hearing before the Planning and Zoning Commission will be held
