Pardini 4834 Cresthaven Circle Boise, Idaho 83704 Dear Mr. Pardini: C� February 26, 1973 This is in answer to your letter requesting comments regarding the Western Health Care Delivery Systems, Ines proposed hospital and the availability of water and sewer service from the City of Meridian's systems. It is, of course, up to the City of Meridian to determine if they have sufficient capacity to provide these services for your project. The city has recently com- plated a study of their water systems and is now drilling a new water supply well which will add considerable capacity to their water supply. Our main concern is the capacity and operation of the sewage treatment plant. During the summer months large amounts of infiltration water overload the sewage treatment plant and raw sewage must be by --passed. This is a situation which cannot be tolerated and we have been very hesitant to approve any further additions to the sewage system until this problem has been solved. The city recently drilled a fourth drain well which is supposed to lower the ground water and decrease the amount of infiltration into the system. At this time it would be very difficult to say if it will do the job. We will know better after this coming irrigation season. The city has also experienced some problems with the operation of the sewage treatment plant and has recently had to repair the trickling filter which was out of service for some time. Also, there have been some questions regarding the capacity of the sewage treat- ment plant. It is said that since the creamery no longer discharges into the city's sewer system, there is additional capacity to handle increased loading provided the infiltration water is eliminated. This rather drawn out discussion of Meridian's sewer.problems points.out.the need for a study of the situation by the City of Meridian. The most pressing problem of course, is the proposed development which is to take place in the Meridian area. In addition to your proposal, there are several other projects which are being considered. These are my comments regarding the problems in this area which I feel should be considered when planning development in the Meridian area. Graham 6105 Twin Springs Boise, Idaho 83705 Dear Dr. Graham: TVCHP's Facilities Review Committee (chaired by Paul Mais) based its review primarily on "need" and "potential duplication of services" as well as "staffing" and "adequate funding." The committee found, after extensive data analysis by staff, that a need existed and that this need in Treasure Valley alone approached. 40,000 patient days/year. Since this proposed facility is primarily y an intermediate care facility, no duplication of existing services in the Treasure Valley was seen. Sister Justine Marie (Administrator, St. Alphonsus) who is on the Facilities Review Committee, supported the proposal and stated that her acute psychiatric department would be enhanced by such an intermediate care facility. Elmer Kramer (Community Institute) commented that his public mental health programs will not be duplicated by the proposed facility and indeed might be improved by the existence of such an inpatient facility. Considering State Hospital South's geographic location, occupancy rates and staff - patient ratios, the committee felt the need for such a facility exists on a state level. The facility will be located in Meridian, Idaho, which is anticipated to be the center of the Treasure Valley population in the near future. Need for the services to be offered is obvious. Organically confused, elderly, short --term mentally ill, and alcoholic patients simply do not have access to appropriate health care in this area. Hence, the psychiatrists, numerous physi- cians, the affected DECS agencies, and TVCHPA all fully support establishment of this facility. Of special note, is the attached letter from TVCHPA which clearly indicates the need for the proposed facility. Phase I of development on the Company's Meridian property, will be construction of a 120 bed mental health care center. This center will utilize approximately 71 acres of the site and has been appraised by an MIA at a value of approximately $29700,000.00 At least 87 full-time employees will be required along with over 20 contracted professionals. Construction is expected to commence in sixty days and should be completed with- in one year. Phase II of development will utilize approximately 12.5 addition- al acres which will contain some 100,000 square feet of building space. This area will include such activities as a pharmacy, a physicians center, several intermediate care facilities, a professional center, and selected other commercial facilities. Estimated employment in these facilities should not be less than two hundred. Construction on this phase should commence within six months and extend over a two year period. The preceeding, are contin.7ent upon adequate water and sewer services. Your participation in providing these services is an essential element in the economic feasibility of these projects. Nampa, Idaho 83651 July 14, 1975 Honorable Mayor and City Council City of Meridian 728 Meridian Street Meridian, Idaho 83642 Gentlemen: - Comprehensive Plan Mountain West Medical Center Telephone: 466-2323-888-2321 As you requested, we have reviewed the above mentioned plan and respectfully offer the following review comments. We find that the road (and right of way) suggested in the plan is not in..conformance with existing subdivision ordinance. We recommend that the City require the road and right of way to extend completely through the property. This could be accomplished by simply extending the road to the North boundary either directly between the proposed administration building and the employee parking lot or in a curv-a--linear manner by jogging the road to the East boundary diagonally through the proposed Lot H. One of the above described routes should be made a condition of the first phase of development. Also, the developer to the North must also be required to correlate with the said through street. Please note that there is no east -west through street across the Northern portion of the property as would be required by the subdivision ordinance. There is a proposed east -west through street in the proposed subdivision to the North. We feel that if the said east --west street is made a requirement of the subdivision to the North, then another one in this pro- posed development would not be necessary. Therefore, we recommend that a variance be granted allowing the developer to deviate from the ordinance. In addition to the matter of street patterns, there are some ele- ments of the comprehensive plan that.should be considered. We feel that the ditch along the South boundary (Fairview Avenue frontage) should be tiled for aesthetics and auto safety at the Fairview Avenue entrance. The. -compre- hensive plan includes three areas marked "future". We feel that the "future" designation should be defined. After planning matters have been acted upon, then the detailed problems of site development for the first phase can be worked out.
